The petition was reviewed, referred to the Planning and 7oninq Commission, and then to staff, for review and recommendation. The heating system modification has a high initial cost but will result in large enerqy savings. S. Liahtinq fixture improvements in the Civic Center should he done by replacing the existing 40 watt bulbs with 35 watt hulks and/or the elimination of two bulbs from four bulh fixtures in overlit areas. Lighting fixture improvements in the Police and Fire wing, wherever necessary, should he done according to the consultant's report. 6. Police Department air conditioning improvements are necessary and the actual work to he done depends on the end use of these areas (especially the basement). 7. Firing range ventilation improvements are necessary but the actual work to he done depends on what the area will he used for. 8. The energy systems management program is essential and ranks third in priority behind items numbered one and two because it is an inteoral part of the efficient use of energy by the City. 9. Fast wall of Police Department and the Fire Dormitory: all uninsulated areas should he insulated. Item No. 7 - PIIRLIC HEARING ON AN ORDINANCE AMENDING SECTION 3302(d) OF THE UNIFORM RUILDING CODE, 1976 F_OITION, AS ADOPTED RY CHAPTER 8 OF THE CODE OF ORDINANCES OF IOWA CITY. Comment: The purpose of this ordinance is to amend the provisions for distance to exits in open parking garages. The 1979 Uniform Ruildinq Code allows lonqer exit distances than the 1976 uniform Ruildinq Code. Ry adopting this provision of the 1979 Code, the south stair tower on the Rlock 64 garage can he eliminated, thereby reducing the cost of the oaraoe without compromising safety. Public Works recommends adoption of the amendment. A copy of the proposed ordinance was attached to the agenda of March 11, 1980. PAVING IMPROVEMENT PROJECT, Comment: The Scott R1vd. Paving Improvement Project extends from Highway 6 to Muscatine Avenue, and includes thirty-one (31) foot wide rpavement, an eight (8) foot sidewalk/hikeway on the west side, and related storm sewer work. Estimated project cost including railroad crossing and signals is $1,182,000,00. Comment: The letter of intent is an agreement between the City and property owner setting forth the necessary conditions to complete the i paving prosect along Scott Rlvd. from Highway 6 to Muscatine Avenue. Action: G:uL/V" Y1 e"_ ) a" Q-4 Item No, 16 - CONSIDER RESOLITION A11THnRI7ING THE MAYOR TO SIGN AN AGREEMENT AMENDMENT WITH AMES ENGINEERING AND TESTING. Comment: Ames Engineering and Testing is doing the Resign and inspection on the rebuilding of Clinton Street and rebuilding of the sidewalks and planting areas of Capitol, Washington, and Burlington Streets. Their contract provided for design of the prosect, but it Aid not include grade staking services, testing services For concrete and backfill nor did it include a full-time inspector. Due to the complexity of the Joh, all of the three services named will he needed. We have amended the contract to include these services, and have added a new salary schedule to replace the old one that was included in the original contract dated June, 1978. The salary schedule is being changed to reflect inflationary costs. The contract amendment does provide for the same "not -to -exceed" that existed in the orioinal contract. This is possible because the original contract had more than adequate money for part-time inspection. In fact, there was enough to cover full-time inspection, grade staking services, and inspection services. The not -to - exceed on this portion of the contract is $77,550, Public Works recommends approval of this resolution. Page 10 Item No. 17 - RESOLUTION ADOPTING PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATED COST FOR THE MELROSE AVENUE SANITARY SEWER, EXTENSION 3 ASSESSMENT PROJECT. Comment: Action: This prosect will provide sewer for five lots along Melrose Avenue. The engineer's estimate for construction of this prosect is $16,223.09.
