Comment; The Planning and Zoning Commission, at a regular
meeting held March 6, 1980, made the following recommendations
regarding Melrose Court:

Resolution for Inclusion under City Manager's
Business for Council Meeting of March 18, 1980.
Consider resolution setting public hearing on Regional Transit Planning
and Programming Document for March 25 at 7:30 p.m. in the City Council
Chambers.
Comment: Several weeks ago, the City Council received an outline of
a report we must submit to the State Transit Division as part
of our grant request for State Operating Assistance and
Section 18 Federal Assistance. This resolution sets the public
hearing for that document. The document will be included in
Council packet of March 21 and the document itself should be
available approximately March 19.
As usual the time constraints for the State Assistance Program
have been extremely tight and only a limited amount of time will
be available to review this document prior to the public hearing.

Recammerdation No. la - That a multi -member task force be
created for the purpose of drawing a comprehensive trafficways
plan for the central west side of Iowa City.f This task
ford should, if possible, be comprised of members from the
Iowa City City Council, the Iowa City Planning and Zoning
Commission, the University of Iowa, the Johnson County
Regional Planning Commission, and the central Westside
neighbors.
Recommendation No. lb - That the matter of Melrose Court
traffic problems is not an issue separate and apart from the
problem of the central westside trafficways as a whole; and
that any solution to Melrose Court problems should be a part
of and derived from the comprehensive trafficways plan which
will result from the efforts of the aforementioned task
force. It is recommended that no separate action in regard
to Melrose Court be taken.
Rem mmen3ation No, lc - The Planning and Zoning Commission
considers that, in regard to the trafficways planning for
the City of Iowa City, no problems are more acute than those
of the central Westside, and that no trafficways planning
should be assigned a higher priority.
Recommendation No. 1 was passed by a vote of 5-2.
Recommendation No. 2 - The Planning and Zoning Commission
recommends to the City Council to rein Melrose Court.
Reocmnendation No. 2 was passed by a vote of 4-3.
Recammendation No. 3 - The Planning and Zoning Commission
recammends to the City Council, that if the City Council
approved the re -opening of Melrose Court, that it be re-
opened in a manner to reduce the amount of traffic on
Melrose Court to that of a local street (e.g., 1,000 to
1,5000 ADT). Recommendation No. 3 was approved unanimously.

Item No. 5 - RECOMMENDATIONS OF THE BOARDS AND COMMISSIONS.
a. Consider recamlendation of the Parks and Recreation Commission
that Iowa City B14X Promotions be given a three-year lease on
the west portion of the landfill for a track for children's
bicycle racing. (See minutes of the Parks and Recreation
Commission meeting -f March 5, 1980, attached to the agenda).
b. Consider recawendations of the Design Review Committee:
(1) The Design Review Calmittee, at a meeting held on March
12, 1980, recamiended by a vote of 6-0 that the final
Landscape Planting Plan for the Streetscape Lnprovement
Project Phase II -B be approved.
(2) The Design Review Committee, at a meeting held on March
12, 1980, recommended by a vote of 6-0 that the final
design plans for the Iowa City Senior Center be approved.
Item No. 6 - PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTRACT AND
ESTIMATE OF COST FOR THE CONSTRUCTION OF THE IOWA CITY SENIOR
CITIZEN CENTER.

CONTRACr, AND ESTIMATE OF COST FOR CONSTRUCTION OF THE IOWA QTY
SENIOR CITIZEN CENTER AND ESTABLISHING AMOUNT OF BID SECURITY TO
ACCOMPANY EACH BID, DIRECTING THE CITY CLERK TO PUBLISH NOTICE TO
BIDDERS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS.
Cannent:
Passage of this resolution will permit the City Clerk to publish
notice to bidders thereby allowing those interested in the
Senior Center project to submit bids. Bids will be received at
10:00 a.m., April 15,f(1980.

PUBLIC HEARING TO RECEIVE CITIZEN COMMENTS REGARDING THE CITY'S
PROPOSED SECOND YEAR APPLICATION FOR FEDERAL ASSISTANCE UNDER THE
COMMUNITY DEVELOPMENT BLACK GRANT/SMALL CITIES PROGRAM PER
IMPROVEMENTS IN THE LOWER RALSTON CREEK NEIGHBORHOOD.
Camrent:
This application requests $775,000 for the second year of the
three-year, two million dollar Lower Ralston Creek Neighborhood
Revitalization Program. This is the seond of two public hearings
required by federal regulations before submission of the application
for funds. Final Council action on the proposal is scheduled for
March 25, 1980. A copy of the application and the Grantee
Performance Report is provided with the packet. Staff will make
a short presentation on the second year proposal at the Council
meeting.

engineers estimate was considerably higher than the successful

Comment: Construction plans for the South Gilbert Street Project call for
the elimination of Sand Lake Drive. The City Council gave the
first reading to this ordinance on August 28, 1979, and the
second on September 11, 1979.

Sand Lake Drive. The proposed conveyance is part of settlement
of Parcel 5 of the South Gilbert Street Project.
