May I request YOU to kindly consider the following_.
facts:
1. The reason for an addition room with toilet facilities
to be built under the existing screened deck is that the
present structure (the deck) is suspended diagonally on two
beams from the base of the main building. If reinforcement
support such as solid walls all arovnd its base is not
forthcoming, it is likely that in the course of time it may
collapse and cause damage to the main building. Thus it
may seriously reduce the value of the property (Please see
the attached sketch).
2. As it was built some fifty years ago, the entire house
has only one bathroom located on the Upper floor. Being a
heart patient and advanced in are I am asked by my physician
to take 'Diuril' daily. This medication causes me Ubusual
frequency to visit the restroom. It causes great hardship
to me in climbing the stairs to reach the restroom almost
hourly. Further I had a fall this Summer and was hospitalized
for 17 days. During the convalescent period I had great
difficulty in going Upstairs. Under these circumstances we
do urgently need to have a restroom downstairs.
3. As indicated in the plan when the additional room is
completed, it will enhance the aesthetarancevof the
main building, and therefore, it will increase
e of
the property.
4. There is a slope in the rear of the proposed additional
room. On this space there is no building or house within a
distance of about 40-50 feet from our boundary.

RECOMMENDATIONS TO THE CITY COUNCIL
* Moved by Hillman, seconded by McLaughlin that the Iowa City BMX Promotions be
given a three year -lease on the west portion of the landfill. 8 yes, I opposed.
* Moved by McLaughlin, seconded by Hillman that any request for the use of recreation
facilities for weekly church services be denied. Unanimous.
SUMMARY OF DISCUSSION AND FORMAL ACTION TAKEN
* Moved by Hillman, seconded by Wooldrik that the February 13 minutes be approved.
Unanimous.
Ken Hudachek of Iowa City BMX Promotions, Inc. requested that the group be allowed
to use a 25 acre tract at the landfill to make a track for children's bicycle
racing. The group is sanctioned by the American Bicycle Association, and is run
by their rules and safety regulations. There would be no cost to the City; a group
Of volunteers would make the track, mow, and provide staffing during the Sunday
races. They would also provide a $300,000 insurance policy. Showalter added that
this land will be used by the landfill in the future, and that Plastino and Berlin
* would agree to a three-year lease with a 90 -day out clause. Moved by Hillman,
seconded by McLaughlin to recommend to the City Council that the Iowa City BMX
Promotions be given a three-year lease on the west portion of the landfill. 8 yes,

hours per week; lessons are scheduled throughout the year. Other classes offered
are pre-school gym and swim, kindergym, and fitness. Darkroom facilities are also
available.
I Lee reported on the cost of keeping the Recreation Center pool open from 4:00 to
9:00 p.m. on Saturdays: 334.50/day for two guards or $50/day for three guards,
for a total of $1,345.50 or $1,950 per year. We would need a minimum of 20
swimmers per hour to pay for this cost. In order to have funding available, this
amount would have to be approved by the Council as an expanded service, and at
* this time would probably not be accepted. Moved by Riddle, seconded by Humbert to
close the discussion about additional Saturday pool hours. Carried.

Jim Walters, a representative of the Farmer's Market vendors, requested that
discussion of the possibility of expansion of the market to two days a week be
put on the agenda for the next meeting. The vendors have not yet met to discuss
the proposal.
DIRECTOR'S REPORT
The NON Optimist Club has agreed to donate $10,000 for Napoleon Park bleachers,
backstops, and players benches. They have requested that a sign reading "Noon
Optimist Softball Diamonds" be erected and that there be a christening. Bids on
the project will go out as soon as possible.
The Jaycees have indicated that they are not interested in the Mercer Park fence
project, but that they are interested in constructing an octagonal cedar building
for concessions, restrooms, storage, etc. Their estimated cost is $19,000; an
additional $2,000 will probably be necessary for water and sewer hookups. They
would like to appropriate between $10,000 and $20,000; a decision on the project
will be made March 11. The City has $35,000 set aside for a block building at
Mercer.
The Pilot Club of Iowa City, an organization of professional business women, has
donated a van to the Recreation Center for use by SPI programs and other programs
as needed. It will be a tremendous aid to Recreation programming and the SPI
program.
St. Francis Church has requested the use of Shelter 17 in Lower City Park for 18
or 19 consecutive Sundays, to be used for church services from approximately 9:00
to 11:30 a.m. Discussion included questions about using the .park on a regular
basis for non -recreation activities; exclusive use of the shelter so that other
persons would not be able to use it for picnics or recreation; and whether there
would be other groups who would request a block of reservations (Sundays are the
* most requested days for shelter reservations). Moved by McLaughlin, seconded by
Hillman that any request for the use of recreation facilities for weekly church
services be denied. Unanimous.
CHAIR REPORT
Crum reported on the joint pool committee meeting. The School Board is anticipating
setting aside $500,000 by 1983; an additional $250,000 would come from the City.
The committee will meet again on March 13.

SUMMARY OF DISCUSSION AND FORMAL ACTIONS TAKEN:
Hotka corrected the first sentence of the second paragraph under the
Heat Loss Identification Project update, of the minutes, to read:
"Hotka reported that between the '71-72 and the '78-79 heating
seasons the average of home heating energy use has declined by 29.4
percent." Gormezano moved, Hamilton seconded, to approve the
minutes of the February 5, 1980, meeting as corrected. Approved
unanimously.
FORMULATION OF POLICY PAPER FRAMEWORK
The Commissioners requested photocopies of the Wichita Energy Policy
manual. Singer proposed that the following needs be assessed under
Transportation:
City operations needs,
citizen transportation needs,
- commercial transportation needs, and
- University needs.
CIVIC CENTER HVAC REPORT. DICK PLASTINO
Plastino reported that the City Council has $150,000 available to
improve the system. He reported that he has spelled out the alterna-
tives to the Council and now it is up to the RCC to make a recommen-
dation on which steps to undertake. A tough decision to be made is a
decision concerning the future use of the Police firing range and the
basement under the Police Department offices. The Commission

decided to prioritize the various alternatives and make a recommen-
dation to the City Council at the next Commission meeting.
ELEMENTARY SCHOOL ENERGY FAIR
Singer reported that the students will be coming in on the City bus

Tinklenberg reported that he notified the famV ies as w whether
their home was picked or not and that he is currently working on the
bid packages for the two homes.
Tinklenberg reported that over 75 homes have been scanned for heat
loss to -date.
HOW reported that Iowa-Itlinois Gas and Electric "Sky Scan" has
been done and that the photographs will be ready for people to see in
March.
OTHER BUSINESS

The Commissioners asked for copies of the "Elected Official
Locater."
The next meeting was scheduled for March 4 at 4:30 p.m. The agenda
will include the transportation policy paper, finalizing plans for
the energy fair, and the RCC recommendations concerning the Civic
Center HVAC system.
The meeting adjourned at 6:30 P.M.
