Proposals will be acted upon by the City Council at a meeting to be held in the Council Chambers at 7:30 on April 22, 1980, or at such later time and place as may then be fixed. The Work will involve the following: Remodeling the old Post Office to serve as the Iowa City Senior Citizen's Center. All work is to be done in strict compliance with the plans and specifications prepared by Wehner, Nowysz, Pattschull and Pfiffner, of Iowa City, Iowa, which have heretofore been approved by the City Council, and are on file for public examination in the office of the City Clerk. Separate contracts will be awarded for (1) general work; (2) mechanical work; (3) electrical work and (4) kitchen equipment work. This Advertisement shall constitute Notice for each of the four separate Contracts to be awarded. Each proposal shall be made on a form furnished by the City and must be accompanied by a bid bond or cashier's or certified check drawn on an Iowa bank and filed in a sealed envelope separate from the one containing the proposal, and in the amount of 5% of the bid, made payable to the City Treasurer of the City of Iowa City, Iowa, and may be cashed by the Treasurer of the City of Iowa City, Iowa, as liquidated damages in the event the successful bidder fails to enter into a contract within ten (10) days and post bond satisfactory to the City insuring the faithful performance of the contract. Checks of the lowest two or more bidders may be retained for a period of not to exceed thirty (30) days until a contract is awarded or rejection is made. Other checks will be returned after the canvass and tabulation of bids is completed and reported to the City Council. Payment to the contractor will be made as set forth in the specification. BLOCK GRANT/ SMALL CITIES PROGRAM APPLICATION IN THE AMOUNT OF $775,000 UNDER THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, AS AMENDED, INCLUDING ALL UNDERSTANDINGS AND ASSURANCES CONTAINED THEREIN AND DESIGNATING THE CITY MANAGER AS THE AUTHORIZED CHIEF EXECUTIVE OFFICER FOR THE GRANT WHEREAS, the City of Iowa City, Iowa, is an eligible unit of general local government authorized to file an application under the Housing and Community Development Act of 1974, as amended; and, WHEREAS, the City of Iowa City, Iowa, has prepared an application for federal assistance under the Community Development Block Grant/Small Cities Program totalling an amount of $2,000,000 over a three year period, of which this year's asking is $775,000; and, WHEREAS, the City of Iowa City, Iowa, has provided the residents of the community with opportunities to participate in the application's development; and, WHEREAS, the City Council of Iowa City, Iowa, believes that the public interest will be served by filing said application with the United States Government. Ralston Creek improvements will include relocation of water and sewer lines, construction of a new culvert on the west side of the f — existing Benton Street culvert and engineering design plans, specifications and contract documents for all planned channel improvements. Acquisition of property will primarily be confined to a three -block portion of the project area on the west side of Ralston Creek. All remaining properties within the project area south of Benton Street and west of Ralston Creek will be purchased. In the two -block area between Benton Street and the Rock Island Railroad tracks partial acquisition will occur. Property will also be acquired on the southeast quadrant of the intersection of Harrison and Linn Streets. The properties to be acquired presently include the following uses: one owner - occupied housing structure, two rental housing structures, one structure containing four rental units, one vacant house and four businesses. Acquisition was initi- ated in February, 1980 and will be completed during this second year of the program. Displaced residents will be provided actual reasonable moving expenses. Owner occupants may receive up to $15,000 in addition to the price of their home, for assistance in securing replacement housing. Renters may be paid as much as $4,000 in rental assistance payments. Relocation payments for businesses will compensate for actual reasonable moving expenses along with reimbursement for a variety of incidental costs. In addition to financial assistance,substantial technical assistance will also be provided to displaced residents and businesses. Relocation activities were initiated in March, 1980 and will be completed during the second year of the program. Contracts for all demolition, clearance and Ralston Creek Improvement activities will be bid in March, 1981, with contracts awarded in April, 1981. In February 1980, a Random Sample Housing Survey was done to determine the con- dition of housing in Iowa City. (See Exhibit A for survey methodology). The survey covered 400 units throughout Iowa City and was used to develop percentages of housing in sound condition, and suitable for rehabilitation. The survey indicated that about 87 percent of the structures are fairly sound in condition, 13 percent are suitable for rehabilitation and 0.50 percent should be demolished. These percentages were applied to the total number of housing units in Iowa City in order to determine the number of units suitable for rehabilitation. Figures in Table I were calculated using this information, and subtracting out the number of units rehabilitated during the last year. Column (e): Owner Units Totals: Line 7 Housing Stock Available Estimates of the total number of housing units were determined by updating the FY78 HAP with recent housing starts. Information was obtained from the 1978 Annual Construction and Demolition Report from the Department of Housing and Inspection Services. Line 4 and 1 Vacant/Occupied Units: Frequent fluctuations in the Iowa City housing market provide a difficult situation for maintaining accurate records on housing vacancies. In the past the overall city vacancy rate of 2.8 percent (1974 Census) and the rental vacancy rate of .98 percent (1975 Rental Housing Survey) was used to compute occupied rental units and the rate of 3.60 percent for owner - occupied housing was estimated from residual figures. The change in insturct- ions for this HAP (computing vacancy rate from a base of standard housing rather than all housing) slightly lowers the vacancy rate for Iowa City. Lines 2 and 5 Substandard Units: Estimates of substandard units were derived from various sources, primarity the Random Sample Housing Survey (February 1980) and information provided by ongoing housing code enforcement activities. Lines 3 and 6 Standard Units: Lines 3 and 6 were computed per table instructions. Column (f): Owner Units Suitable for Rehabilitation The number of units suitable for rehabilitation was calculated by using per- centages developed from the Random Sample Housing Survey and applying the criteria set forth in the deTin1t10n o Su table -for -Rehabilitation. Rehabilitation projects completed during the past year were then subtracted from that total in order to update the estimate. Lines 3 and 6 Standard Units: Units enumerated on lines 3 and 6 in column (e) are exempt from rehabilitation by definition, i.e., there may be one or more local code violations present amoung standard structures. However, these violations would be of a type such that the health and safety of occupants is not significantly effected. Column (a)' Renter Unit Totals _ Line 7: -.� Estimates of the total number of renter housing units are computed and waccorderedated to 1970 Census date percentages foin r owner and rental housing, P by current construction information. Rental housing constitutes approximately 54.1 percent of all housing units in Iowa City. During the last year 171 units of rental housing were constructed, bringing the total to 9,671 units. L, Lines 5 and 1 Vacant/Occupied Units: A 1975 Community Development Survey of Rental Housing_ provided a 0.98 percent vacancy rate for rental housing in Iowa City. This 50 percent sample of the rental units in Iowa City provided specific information on the number of units vacant and the amount of time they were vacant which allowed calculation of 7 an annual unit -month vacancy rate (units vacant multiplied by the number of months vacant as a percentage of all unit-months.in which housing could be occupied). This 0.98 percent vacancy rate was applied to the current number of rental units available in order to compute vacant units and occupied units for all rental housing. Thus, 9,671 rental units x .98 = 94 vacant rental units - 9,671 rental units - 94 vacant units = 9,577 occupied rental units With the change in instructions, using standard housing as a base for vacancy rate, the percentage on line 9 decreases slightly. Lines 2 and 5 Substandard Units: The Random Sample Housing Survey and housing code enforcement Codeata were used to establish substandard structures in column (g).Housing ment activities show that approximately 80 percent of the rental units had one or more code violation upon inital inspection. This percentage has been sig- nificantly lowered as code enforcement activities have continued. Applying this information with that from the housing survey reduces that figure to 20 percent. Thus, 20 percent of 9,577 occupied renter units or 1,915 units, are substandard uni20 percent of ts for the purpose of this HAP. Applying this percentage to the number of occupied renter units (.0094 x 9,577), yields 90 occupied units which are not suitable for rehabilitation and 1 vacant unit which is not suitable for rehabilitiation. I 0 0 R I EXHIBIT A Random Sample Housing Survey Methodology In order to develop percentages for housing conditions in Iowa City, a random sample of housing units was taken from the City Directory prepared by R. L. Polk. The address selected were then individually surveyed using the following criteria: Condition one: Sound These units ranged from a structure recently built with no surface wear apparent and no repairs needed to a structure in need of surface maintenance and showing some signs of aging. Overall, the structures were sound. Condition two Deteriorated (suitable for Rehabilitiation) These structures are begining to deteriorate, yet they are still repairable economically. Repairs are necessary to minor sturctural elements such as the porches, step, windows, or roof.. This condition includes more significant wear. Goals chosen for second year activities include 15 units of assistance for home owners to be provided entirely through Housing Rehabilitation. The majority of rehabilitation assistance to home owners is directed primarily to lower income elderly households. This is due to the fact _ that this group comprises 71% of the need for home owners. This second year goal provides for approximately 21% of the three year goals to be completed. While no goals are listed for new construction assistance to home owners, _ staff is currently investigating the possibility of implementing the Section 235 (revised) Program in Iowa City. In a meeting with developers, — a good deal of interest was expressed in this program, and a desire was y expressed to meet with a representative from HUD to receive more information. The use of this program will continue to be investigated, with the hope that Section 235 (revised) can be implemented during the third year of the current HAP, or during the first year of the next three year HAP. Second year goals for renter households include 75 units of assistance to be provided through construction of new rental units, rehabilitation and an increase in rental subsidies for existing units. Small family households comprise 76% of the need in the renter category, thus, a relatively high percentage of assistance will be directed to small family renters. During the second year, approximately 28% of the three year goals for rental assistance are scheduled for completion. While secondear y goals for housing assistance to renters represent a resonable percentage of the three year goal, these goals will be very difficult to reach. This is due to the fact that the HUD insuring office _ state allocation plan does not provide any funding in the Iowa City area for Section 8 - New, Public Housing - Rehabilitation, Section 8 - - Rehabilitation, or Section 8 - Existing. E NARRATIVE REPORT An effort was made during the last year to identify units suitable for substantial rehabilitation. The most successful method of identifying these units was developed as an offshoot of the City's emergency grant program. During the operation of this program, units were pinpointed as being suitable for rehabilitation, and the owners educated as to what this would entail. Later, actual determination of eligibility was made. As part of the Small Cities Program for the Lower Ralston Creek Neighborhood, the City of Iowa City will be acquiring a site for the development of new rental units for our Assisted Housing Program. It is hoped that development of these units can take place during FY82. At this time, seven sites for 15 units have been found and have received final approval from HUD for scattered site public housing. The developer's packet has been prepared and will be advertised for bids during March, 1980. The packet will ask for proposals for 68 units, although only seven sites have been located at this time. A Section 8 new construction proposal for a 100 family unit was submitted at the end of November 1979. It is currently pending with HUD, and no decision has been made as yet. A meeting was held with area developers to determine if any interest existed for the Section 235 (revised) Homeownership Subsidy Program. Fifteen developers attended the meeting, and a number of them expressed interest in becoming involved in the program. A desire was also expressed to hold another meeting with an official from HUD present to explain the program in more detail. A Housing Information Pamphlet was prepared containing information on how to find a place to live, homeownership and ras,ousing rehabilitation, rental assistance, elderly handicapped assistance, and some additional information on housing program available. La, CI:a To: Small Cities File (Citizen Participation) From: Marianne Milkman Re: Neighborhood Meeting A neighborhood meeting for the Armory neighborhood residents and prop- erty owners was held on Saturday, April 14, 1979, at 1:00 P.M. in the backyard of 916 S. Dubuque Street, the home of Marie Alexander and Inez Foster. Staff Present: Milkman, Knight, Vann CCN Members: Swisher, McCormick, Horton, Clark Neighborhood Residents: Johnson, Foster, Alexander, Croker, Chadek, Graham, Jones (Mr. and Mrs.), Lothridge, Marks (Mr. and Mrs.), Campion, Davin, Plevin. This informal meeting was organized by Ron Johnson, CCN representative from the area, in order to update information about the future of the neighborhood. The meeting was organized prior to the announcement of the successful preapplication for a Small Cities grant, the aim being to talk about what could be done to improve the neighborhood even if no Federal money were received. In fact, Iowa City was notified about its successful preapplication on the day prior to the meeting and the meeting therefore turned into a discussion of what in fact would occur when money was received if the full application was approved and what particular improvements and concerns the neighbors had. The main ideas voiced at the meeting were as follows: 1. Development of part of the creek area as a greenbelt using pieces of land which are not developable for commercial purposes along the edge of the creek for instance, and the levy which will be built up on one side of the creek. This idea had been discussed by the Ralston Creek Coordinating Committee in past years and it was hoped that this greenbelt will be a continuous strip along Ralston Creek eventually throughout Iowa City as shown on the Comprehensive Plan. 2. Residents wanted to be kept informed and up to date not only on the progress and changes made in the full application but also about possible dates for appraisal, acquisition and actual implementation of the program in the neighborhood. Some residents were concerned about how a price for their property would be arrirPQ at. Conveniences and special aspects of the neighborhood that were mentioned were the proximity of a park, a grocery'store, laundramat, and bus service. The owner of an insurance office indicated the convenience and easy access for his clients on his corner lot. 4. There was considerable discussion and interest in permitting owners of property first opportunity to acquire the land back after it had been improved. The owners particularly of commercial properties felt that having located in the area for a particular reason they should be given the first chance to buy the property back to continue their commercial activities. They realized that they would have to pay an increased cost for the improved property however they still felt that they should have first *6fusal. Staff said they would look into this question but thought that probably the City would have to put the land up for sale at the same time for everybody in order to treat all citizens equitably. Ron Johnson, who organized the meeting, did an excellent job in noti- fying and talking with the neighbors prior to the meeting and in indi- cating that he felt that the whole project would greatly improve the area and benefit the whole city and that the best results could be achieved by working with the City and improving the whole area. One other concern that some of the residents had was how soon they would be required to move out of their present location. Some even feared they would have to move within the next three months. This points up the importance of giving the residents dates for proposed acquisition, etc. as soon as possible. Another concern was how soon they could relocate once they knew that the property was acquired.
