Dear Mayor Balmer:
Some months ago, I volunteered to serve on the DPO Safety Committee. At
that time, I had absolutely no idea that the Safety Committee was wrestling
with the Adult Crossing Guard problem. Being on this committee, I feel
obligated to help with resolving the guard situation.
During the February 11th meeting between the Safety Committee and your Council,
I had the distinct impression that the Council would be in favor of procuring
an additional $4,000 for this school year, and $22,500 for the school year of
1980 - 1981. At the latter stages of that particular meeting, you and some
members of your Council somewhat tempered their position by indicating that
these monies would be forthcoming if the School Board would "cooperate".
The Safety Committee at a subsequent meeting attempted to figure out the
meaning of your position. I believe that the Committee concluded that the
School Board should consider contributing additional funds for FY81 if the
$22,500 was considered insufficient. Furthermore, the School Baord should not
ask for additional, guard funding for FY81.
It was with great dismay that I heard and read the news that the Council had
taken a position which eliminates the appropriation of the additional $4,000
for this year.
It seems to me that everyone agreed that all guards must finish this school
year and any changes should be made prior to the beginning of a new school
year. I do not think that there is enough time to fight the battle which will
i determine who should or could pay for the school guards. It is probably most
prudent for your Council to finish funding this year's program and to limit
next years program to your budgeted amount. Furthermore, I think the School
Board should be expected to recognize your financial constraints and to come
up with a way to fund additional guards if $22,500 is considered insufficient.
The Safety Committee has indicated that they will help in determining the
guard program for next school year while recognizing your financial constraints.
Since I personally feel that this year's guard program must be completed at
present strength, I plead with you to appropriate the additional $4,000 with-
out delay, /

Department now has the responsibility to organize a Community
Housing Resources Board (CHRB) consisting of representatives of
community organizations that have an interest in fair housing and
equal opportunity. The purpose of the CHRB is to assist and
advise the Iowa City Board of Realtors with any problems that
may arise in connection with implementation of the Agreement and
to assess progress of the Agreement.
We would appreciate your cooperation in nominating one person to
serve on the CHRB as a representative from your agency. Once that
:person has been identified, discuss the Agreement and its implications.
Also, inform that individual that he/she will be required to attend
meetings periodically with other CHRB nominess and the Board of

If your legal staff could draw a proposed agreement, we will put
it on the Hills council agenda for public hearing promptly.

The City Development Board, State of Iowa, has received a petition for
voluntary annexation of territory owned by the Chicago Rock Island & Pacific
Railroad Co. to the City of Hills, Iowa, Said territory is within the
urbanized area of the City of Iowa. City, Iowa and, pursuant to Section 368.7
Cade, City Development Board approval is necessary for the annexation to be
complete. A copy of the petition is enclosed.

Re: Bus Loading Zone, East Side of the 100 Block of South Clinton
Street
As directed by Section 23-16 of the Municipal Code of Iowa City, Iowa,
this is to advise you of the following action:
ACTION:
Pursuant to Section 23-287 of the Municipal Code of Iowa City the Traffic
Engineer will direct that the existing bus loading zone on the east side
of the north one-half of the 100 block of South Clinton Street will be
removed and replaced by a commercial vehicle loading zone. The exchange
will be made on or shortly after 11 March 1980.
COMMENT:
The existing bus loading zone was established prior to the completion of
the Washington Street bus transfer area. Due to the completion of the
Washington Street bus transfer area, this loading zone is no longer being
used by buses. This change in loading zone designation is being made to
provide for loading space for commercial vehicles.

Re: Yield Sign at Intersection of Bradford/Dover Streets
As directed by Section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action:
ACTION:
Pursuant to Section 23-160 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct that a yield sign be installed at the
intersection of Bradford Street with Dover Street so as to cause vehicles
on Bradford Street to be prepared to yield the right-of-way to vehicles on
Dover Street. This action will occur on or shortly after 13 March 1980.
COMMENT:
This action is being taken in response to the increased amount of traffic
on Dover Street. In the past year new subdivisions have been developed
south of the intersection and new homes are being occupied which have
increased the amount of traffic entering this intersection going to and
from these new subdivisions.

the Owner and Developer, Cooper Laboratories, Inc., here-
inafter called the "Developer" and the City of Iowa City,
Iowa, hereinafter called the "City". WITNESSETH:

WHEREAS, the Developer has submitted a proposed Large
Scale Nonresidential Development (LSNRD) Plan to the City
for approval, which proposed development is located on the
following described real estate, to -wit:
See Exhibit "A" Attached.
and,
WHEREAS, the City has imposed certain requirements
upon the Developer as a condition to the approval of said
LSNRD Plan by the City, and
NOW, THEREFORE, in consideration of the approval by
the City of the proposed LSNRD Plan submitted by the Developer
and in consideration of the mutual covenants hereinafter set
forth, it is agreed by and between the parties as follows:
1. WATER LINE EASEMENTS. The Developer will grant to
the City an easement for water main purposes in the form
attached as Exhibit "B".
2. STORM WATER CONTROL STRUCTURE. The Developer
will construct a storm water detention facility in accord -
once with the Iowa City Storm Water Management Ordinance

in a manner which is consistent with said ordinance, which
obligation shall be a covenant running with the land and
enforceable by the City against the Developer and the
Developer's successors in interest.
3. RIGHT-OF-WAY DEDICATION. The Developer will convey
by Quit Claim Deed all of its right, title and interest to
that area lying between the West line of the real estate
described in Exhibit "A" and the center line of Lower Muscatine
Road for use by the City for street purposes.
4. COVENANT. This agreement shall be binding upon
the parties hereto and their successors in interest and
shall be construed as a covenant running with the title
to the land described herein as though the same were in-
corporated into each subsequent conveyance of the land
described herein.
IN WITENSS WHEREOF, the parties have caused this
agreement to be executed at Iowa City, Iowa, on this

The duties of members of the Resources Conservation
Commission will include serving as an advisory body
to the City Council of Iowa City. They shall re-
search, review, and recommend policies, rules, reg-
ulations, ordinances, and budgets relating to mat-
ters of energy and resource conservation and pro-
vide recommendations and reports to the City Coun-
cil on the activities of the Commission. The Com-
mission shall exercise broad responsibility for
development of resource conservation policies and
shall pay special attention to long-range planning
and programming. The Commission shall, for the
public welfare, make recommendations on energy
matters. These recommendations may relate to local
governmental and quasi -public agencies, private
residences and investment properties, and office,
commercial and industrial properties.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City. The persons appointed to this Commission
shall be, by training, education, experience, or
demonstrated interest, knowledgeable in matters
pertaining to energy use and conservation.
These appointments will be made at the March 4,
1980, meeting of the City Council at 7:30 P.M. in
the Council Chambers. Persons interested in being
considered for these positions should contact the
City Clerk, 410 East Washington. Application
forms are available from the Clerk's office upon
request.
