(1) Consider resolution setting public hearing on March 11, 1980, on plans, specifications, form of contract, and estimate for the South Branch Detention Structure. Comment: This will start the procedure for bidding the South Branch Detention Structure. Land acquisition is in the intermediate stage, but it appears to be the Proper time to start this project. In addition, we are still waiting approval from the Iowa National Resources Council, but it is believed this will be forthcoming. e. Correspondence. (1) Letter from Robert G. Beall regarding the rights of bicyclists on the streets of Iowa City. This letter has been referred to the City Manager for reply. (2) Letter from Jane Jakobsen, Chairperson of the Planning and Zoning Commission, regarding Foster Road. This letter has been referred to the City Manager for reply. Consider setting a public hearing on March 11, 1980, vacating Lower West Branch Road right-of-way west of Amhurst Street. Comment: The Planning and Zoning Commission, at a regular meeting held February 7, 1980, recommended by a 4-1 vote denial of the subject request. This recommendation is not entirely consistent with the staff recommendations presented in a Staff Report dated January 17, 1980, which was attached to the Council agenda of February 19, 1980. The staff had recommended that all but 50 feet of right-of-way be vacated. Mr. Robert Lmmpa will be present at the Council's informal session to discuss his request with Council. The subject will be put into ordinance form prior to the public hearing. The applicant will discuss this matter at the informal % session on Monday. �/ Action: V e J ) Ot,� k2 J , n. b. Consider recommendations from the Planning and Zoning Commission regarding the proposed relocation of Scott Boulevard and surrounding land use plan by Mr. Bruce Glasgow. Comment: The Planning and Zoning Commission, at a regular meeting February 7, 1980, reviewed the subject plan and made comments and recommendations to be forwarded to the City Council. The staff has included in the Council's packet a memo detailing the Planning and Zoning Commission's recommen- dations and recommendations by the staff. Staff will be present to discuss this item at the Council's informal meeting. No action is required at this time. Whiting Company to issue Industrial Revenue Bonds for the acquisition, construction, and equipping of a facility for manufacturing and processing thermoplastic monofilaments. After the Public Hearing a memorandum of agreement must be approved which sets forth mutual undertakings and agreements relating to the further processing and issuance of the Bonds. Representatives from the Whiting Company will be at the Public Hearing to provide additional information. Comment: This task force shall be changed with the duty of reviewing the j current Iowa City Housing Cade and providing applicable recommen- dations to the City Council concerning the Code. Comment: This resolution approves settlement agreements between the City of Iowa City and the Iowa Department of Transportation and the 8 City of Iowa City and West Side Co., an Iowa partnership, all in reference to the Freeway 518 litigation. Approval of this f resolution will have the effect of terminating the Freeway 518 t litigation. Action: Item NO. 19 - RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF IOWA CITY AND THE IOWA CITY ASSOCIATION OF PROFESSIONAL FIRE FIGHTERS TO BE EFFECTIVE JULY 1, 1980, THROUGH JUNE 30, 1981, AND APPROVING AN 1?M MENT AMENDING THE COST OF LIVING ALLOWANCE OF THE CURRENT .,.__ COLLECTIVE BARGAINING AGREEMENT. Comment: The City's negotiating team has reached a tentative agreement with the fire fighters and recconends approval of the agreement. The amenldment to the current collective bargaining agreement is a F part of the negotiated settlement which resolves a dispute over current contract language. A copy of the proposed agreement is Pg c attached to the agenda.
