I have been riding the Iowa City buses back and forth to work five days a week for the past ten years and can tell you that Iowa City has a very good bus system. The people who responded to the Press - Citizen survey by saying that they do not ride the bus because of the inconvenience probably have not ridden it enough to find out. I am sure they are the people who only get on the bus in the bad weather during the winter. That is the time when all the other people who are in the same boat also ride the bus which, of course, makes it overcrowded and behind schedule. They never get to see it when it is running smoothly. I am in favor of raising the rate to 35C and picking up the rest of the cost in property taxes. That way, the bus riders do pay for some of the cost but the rest of it is spread over a greater number of people. The main objection I have heard to doing this is "Why should I pay for something I do not use?" America is the most consumptive country in the world. At a time when the President is asking us to change our life styles and use less energy, we should be doing everything possible to make the bus systems workable and not do something that will make People want to drive their cars instead. The majority of the people who ride the bus are the elderly, students and people in the middle and lower income brackets; it is not the people who have high incomes because they prefer the freedom of driving and can afford to do so. I think it would be more fair to let these people with higher incomes help out those of us who do not have as much money. The increase in property taxes would not be large enough to cause anyone very much hardship and it would help the people who need help. By the way, I am also a property owner so would be paying the higher bus rate plus the higher taxes; yet I still feel this is the fairest way of handling the situation. I do my best to clear the snow from the walks. However, the school kids slide on the banks and kick the snow back on the walks. My husband and I both work so we can't run out to shovel snow everytime the kids kick it back on the walks. Also, when the snow plows go by so fast, they throw the snow back on the walks - hard stuff and difficult to clear off the walks. I hope your •inspectors" take this into consideration when they make their tours of inspection. By the way, why are there no walks on the south side of Whiting Ave? It doesn't seem fair for one property owner to pay for and maintain walks. And don't say that walks are needed only on one side of the street. I think that it is discriminatory. In order to keep this issue before the Coucnil and to prevent this r from being buried in committee and staff research, a letter is being 3ental to the City Manager asking that the sta££ of Planning and the staff of Engineering submit to the council a recommendation on our proposal. Weeber Charles deProsse, MO Orval Yoder Keith Hemingway Joan Brown I know that the City Council is being subjected to an unbalanced budget and does need to examine all of it's programs. I certainly can empathize with you in trying to pare down your budget. I hope you will be able to examine the proposed reduction of animal control personnel from 5; to 3; persons carefully. Animal control is an excellent service that I feel is vital to the community and the quality of that service should be maintained as much as possible. Since I think you probably agree with me on that point and it is really only a question of funding for the personnel, these are two alternatives you might consider. 1. Enact an effective licensing program. It is estimated by Ms. Horton that less than 15% of the dogs and cats in town are properly licensed. The amount of revenue generated may well offset your proposed reduction. Several years ago an effective licensing program was conducted in Sioux City. That program successfully raised the revenues over 1,600% in the first year. There is no reason to think that a successful program could not be conducted here. We understand that our city is having legitimate difficulties in balancing the budget yet we think that the safety of our children is one of the very basic amenities we expect to receive from our tax dollars. We also think that the city cannot abrogate its responsibility for our childrens' safety in the streets by asking the school district to include crossing guards within their purview. The gap study conducted by the city would indicate that there is less difficulty for students crossing at Governor and Church Streets than elsewhere. However, this corner is not safe because of the high rates of speed which vehicles attain on Governor Street. It would definitely ease our minds if crossing guards could be provided on that corner until the time when a light can be installed there. A crossing light would benefit not only school children but also the children and adults who use the Happy Hollow Playground and Market Square Park adjacent to Horace Mann. I am strongly opposed to merging Iowa City's Dept, of Planning and Program Development with the Johnson County Regional Planning staff. I urge that if necessary Iowa. City withdraw from the JCRPC and use the money saved to retain and hire city staff. We can and should continue to work with other governments on a voluntary basis, except perhaps for transportation. i I reachedd this recommendation with personal reluctance after considering the following: 1. Planning studies of the JCRPC have historically been incredibly slow ... over 6 years on the trans ports, tIon study, for instance. They plead lack of staff. 2. Their per capita assessment is already very high compared to other Regional Planning Commissions and Councils of Governments in the state, who are able to assess lower member payments because they have been successful inettin Federal g g people and environmental programs. 3. Planning and Zoning must be done according to state code, which among other things requires the zoning government to be advised by 9 citizen commission of that jurisdiction. The JCRPC would have to expand its staff and its budget to review all subdivision and zoning requests for the citizen commission of Iowa City. Our per capita assessment would go up, and the quality of service might conceivably be slowed If Iowa. City's P and Z functions were merged with the RPC's work schedule, even If our present P and Z staff members were hired by the RPCT or/loaned/ to them. i 4. RPC's are voluntary bodies, dependent on contributions by members. Iowa City and ger governments usually give less than requested. Since every loca`i government is now financially pinched, one or more members may withdrAw from the RPC. Our vital P and Z function might be in jespordy if we could not come up with money to make Op the RPC deficit. I 5. Such a merger of planning staffs would take time, transfer of records,I and institution of new staffing procedures. There would almost certainly need to be a moratorium on subdivision and zpning reviews -- at a time when the new city Comprehensiv Plan needs to be implemented' by adoption of the new poning map and co;e. The timing couldn't be worse from the standpoint of potential staff turnover. Loss of Don Schmeiser and Doug Bouthroy, the staff members who are familiar with both the proposed new code and map (as well as the present and recent past development actions and Operating code) would be a disaster. The terms of 4 commissioners expire in May. New members will need their help to understand It all as quickly as possible. If Don and Doug were assigned to RPC they would have ,they duties as directed. Linn Street Iowa City, Iowa 52240 Re: Rock Island Railroad Spur Crossing, Heinz Road Dear Mr. Xeppel/ft� The City has been working with Shive-Hattery and Associates on the railroad crossing problem. It appears that a three party agreement which involves IDOT or the Rock Island would be almost unworkable because of the Rock Island bankruptcy. John Willers of Shive-Hattery and the City Public Works Department have agreed to investigate the situation and see if a new vertical alignment on Heinz Road and additional storm drainage can solve the problem w railroad, ithout involving the If improvements can be done for under $20,000 it will be cheaper for the City and BDI to cost share with no involvement by IDOT or the railroad. It will also assure that the job will get done in the near future without waiting one to two years for the Rock Island situation to become resolved. When the City Council was approached about this problem several weeks ago, they gave a preliminary indication that they did not wish to have the City participate in any major repairs to this area. It is possible that after a i solution is found, Bill will have to approach the City Council about funding so that Council can make a policy decision. At this point it will not be possible for the staff to commit the City to cost sharing. EOur reasoning is that Woodfields existence threatens the health, sanity and safety of downtown residents. Many Woodfields clients have a habit of using various door- ways to other upstairs apartments as lavoratbries thus lowering downtown rental values and endangering the health of downtwon residents who must daily pass through these "places of relief". From talking to other downtown residents, it has been ascertained that other bar patrons do not have similiar anti -social habits, only the Woodfields crowd has these unusual habits. A very serious and disturbing noise problem also exists for downtown residents of 227 and 221 Washington. the loud disco music can be easily heard in the apartments of these residents of 227 and to a lessor degree in one of the apartments of 221 and such music is off a type and decibel level to prevent normal activities like telephone conversations, listening to a low -playing radio, studying, havdng a conversation with a friend, sleeping etc. We don't think that just because a business exists next door, that our lifestyles have to be seriously infringed upon. Lastly, the safety of downtown residents is endangered by Woodfields existence. Patrons of Woodfields have trespassed on many numerous occasaions into the "private" entances of other aprtments thinking that these entrances were leading into Wood - fields, have vandalized these entrances by tearing down mailboxes, urinated in the hallways, set off fire alarms.(smoke detectors, but then who wants to be awakendd6 at 2 a.m, by some drunk setting off your smoke detecter), used private bathrooms, etc. In addition, I, on.one occassion was physically threatened with grave bodily harm by a drunken individual looking for Woodfields who I was refusing entrance to (the apartments of 221 Washington). I understand that I have not been the only one with similiar experiences. Several of the women living next door have been sex- ually harassed (both verbally and with illegal actions) by some of Woodfields clientele. Granted menido harass women, but the Woodfields male clientele is of a more animalistic variety. We hope that you will, after hearing some of the reasons of why we don't feel Woodfields should be granted a liquor license, that you will deny them one. During this time of year I find that I am often keeping late hours, working hard at preparing tax returns. Also located in the block of my office is the bar Woodfields. I do not know if this bar is similar to other bars in town, but I would like to share with you some things that I have witnessed while working late. i It is common to come upon men who are standing in the doorways of neighboring stores who are urinating. This usually happens late at night (after 11:00 pm). n on the way to and from the bar, men are yelling and screaming obscene phrases. Very often the phrases threaten to "rape" and "get pussy". I don't know if these men are showing off or serious with their threats. But often I am afraid to walk from my office to my car. I am sure that other women who are in the neighborhood have the same fears. occasionally there will be a fight on the sidewalk. I have only been aware of two fights, but they both seemed to be serious. it appeared to me that someone could of been hurt. I don't know how dangerous Woodfield's clients actually are, but they do appear to be threatening. I don't know what you can do about this situation. Mr. Stevens' attorney has contacted staff and indicated that Mr. Stevens objects to having the remaining right-of- way vacated as it provides access to his property. The subject request (a Council referral) was initiated by Mr. Robert Lumpa, the property owner abutting the subject right-of-way to the north who has the support of the property owner to the south. The important issue regarding this request is whether or not the subject right- of-way is necessary for access and the orderly development of property located to the west. The staff report dated December 13, 1973 for application V-7309 provides a thorough analysis of the development issues and is attached hereto for your information. The suggested development plan has been modified to reflect current conditions. Until the property to the west is developed, it behooves the City to keep all options open in order to ensure that orderly development may occur. In addition, the property to the south faces the subject right-of-way and if it were vacated, there could result some depreciation of property value. Nevertheless, existing right-of-way is 68 feet wide and in excess of the 50 foot width required for local residential streets. The staff recommends that the City retain only 50 feet of right-of-way centered on the existing centerline with easements for existing utilities retained on the vacated portions. Oakwoods Addition, Part 6 dedicated two additional feet; therefore, the property owner to the south would acquire ten feet while the property owner to the north would acquire eight feet. RECOMMENDATION Based upon the foregoing analysis, it is the staff's recommendation that the City vacate all but 50 feet of right-of-way centered on the existing centerline with easements for existing utilities retained on the vacated portions. Date filed: October 30, 1973. STAFF An analysis was previously ANALYSIS: made on the vacation of Lower West Branch Road in a Staff Report dated November 29, 1973 to the Commission. In said report, it was the Staff's recommendation that the street be vacated to discourage through traffic from using it as an arterial street function and because of its extremely dangerous intersection with Rochester Avenue. It was also mentioned that the vacation would permit a more suitable development of the undeveloped quadrant at the southwest corner of the intersection of Rochester Avenue and Amhurst Street. It should be recognized that there are at least three tracts of land in separate ownership (see property lines indicated on the suggested development plan) south and west of Rochester Avenue and Amhurst Street respectively which can present a problem in designing a unified residential development of said quadrant. This report will attempt to analyze this problem and determine whether there are suitable alternatives for access to each particular parcel of land as well as a logical development of the area before confirming the previous recommendation to vacate Lower West Branch Road. The first parcel of land in separate ownership will be identified as that property lying south of Rochester Avenue, west of the extension northerly of Amhurst Street and north of Lower West Branch Road. Access to this parcel is immediately available from Amhurst Street extended northerly, and the parcel can be merely subdivided into three or more lots as indicated on the suggested development plan. If Lower West Branch Road is vacated, the 66 foot right-of-way would provide an additional lot. The second parcel of land in separate ownership will be identi- fied as that property lying west of the first parcel, south- easterly of Rochester Avenue, and north of Lower West Branch Road. j Should the property owner wish to subdivide his land into residential lots, it is suggested that the property be integrated i with the property to the south as could be accomplished according to the suggested development plan. The subdivider of the property to the south would then be required to connect to the turn -a -round. Access to this property is presently available from Rochester Avenue. When the tract is subdivided, it is recommended that access to Rochester Avenue eventually be terminated. A temporary access easement as shown in the suggested develop- ment plan would suffice as a means of access until the property to the south is developed. As another alternative, right-of-way for a street to connect with the turn -a -round from Amhurst Street could be reserved in the first parcel, however, at the loss of one lot in the first parcel and one lot in the second parcel. Access from Amhurst Street along Lower West Branch Road should be discouraged. Four -legged intersections particularly with collector and major arterial streets has a high accident potential. In a report published by the Bureau of Govern- mental Research and Services of the University of Washington entitled Design of Subdivisions, it was found that the ratio of four -legged intersection accidents to T -intersection accidents was 14 to 1 in limited access subdivisions and 31 to 1 in grid pattern subdivisions. The third parcel of land in separate ownership will be identi- fied as that property lying south of Lower West Branch Road and west of the subdivided lots along Amhurst Street. This parcel is the largest of the three and can be developed with access from three different points: Rochester Avenue, Lake Forest Avenue, and Westminster Street in Oakwoods - Part 7 as is illustrated in the suggested development plan. i While it is recognized that the vacation of Lower West Branch Road would create some inconvenience to property owners accustomed to using the street, access would not be denied, and there are suitable alternatives for the development of the three tracts in separate ownership as mentioned above. The Staff, therefore, upholds the original recommendation to vacate Lower West Branch Road between Rochester Avenue and Amhurst Street. Patients from both hospitals(University 6 V.A.) are flown in and Out On a daily basis. Local industries use the airport on an almost daily basis to fly parts and supplies in and out. Car and equiprent dealers use air services to receive parts ,thereby preventing delay in repairs. The open green space of our aiport plays an iuportant part in the disspersion of polution created by surrounding built-up areas. TAb might well look towards using sone of the open space at the airport for ball diamonds,tennis courts,etc. Every one like to watch aircraft activity. I would like to see the creation of a small picnic area where the public could watch the activities at the airport. A copy of a composite rate structure which I have prepared and which indicates from which proposal each particular item was taken. Also included in your packet is a copy of a letter from Mr. Finley of the Hawkeye Cab Company outlining proposed increases which he would wish the Council to consider to become effective March 1, 1980. The amount of these increases corresponds similarly with those proposed by the other cab companies. The proposal which I have submitted would seem to include a feasible rate structure representing a combination of the proposals of all three cab companies. Since the Council has the authority to approve, deny, or modify the proposed rate structures submitted by the cab companies, your options would seem to be wide open. I would suggest that you consider either approving all three rate tables as proposed or else modify in a manner similar to the proposal which I have made. As a result, we felt that perhaps some additional information about the taxicab business might be helpful. Some explanation of our reasoning as we decided what rates to request may also be of interest to you. Our main concern is that on March 20, 1979, the City Council approved our diving senior citizens over 60 and handicapped people a 10% discount, lie :could like to continue this discount and to have it considered a permanent part of our rate schedule. It is because we consider this discount such an integral part of the service we are attempting to provide, rather than as part of our rates, that we failed to mention it on our rate request. This leads to our reason for asking for an "across the board" increase rather than simply jumping the minimum charge as so many cab companies elsewhere have done. Most senior citizens and handicapped people travel relatively short distances. These people are more dependent on taxicabs. .Therefore an increase in the first mile or minimum fare hits hardest those people least able to afford the increase. There is one rate on the comparison sheet prepared by the City Clerk that is not rrhat we intended. The delivers charge is listed on that sheet as $0.50 Plus mileage. tie intended our rate request to be $0.50 per carry plus mileage. For example, if the delivery were brought to and nicked up at the car, the charge taould be the same as a regular cab fare. if the delivery were brought to the car but the driver had to take it in, the charge would be cab fare Plus $0.50. If the -driver had to go in and get the delivery and go in to drop it off, the charge would be cab fare plus $1.00. As we explained at the Feb. 12, Council Meetings the present charge of 50.50 for any stop up to five minutes is an aggravation to both passengers and dri- vers. If someone needs to make a stop for less than a minute, it is ridicu- lous for them to have to pay an additional fee for the stop. It seems fairer to us for payment to be commensurate with how long the driver and equipment are tied uo. There is expense involved in tying up $2,000 worth of equipment and an expensive insurance policy. It also does not seem fair to expect a driver, paid on commission, to stop and :;ait for little or no remuneration and forgo a chance to drive and make money.
