Consider an ordinance amending Sections 8.10.35.9C1 and 8.10.35.1BB (Sign Ordinance) of Appendix A of the Code of Ordinances of Iowa City, Iowa. (second consideration) Content: The Planning and Zoning Commission, at a regular meeting held December 20, 1979, reconuended (6-0) approval of the proposed amendment. This amendment would permit facia signs, if located on the face of a parapet wall, to extend above the roof line and would modify how the area of the sign is determined. Page 8 Item No. 17 - CONSIDER RESOLUTION ORDERING BIDS TO BE TARN FOR THE 1980 MELROSE AVENUE SANITARY SEWER EXTENSION ASSESSMENT PROJECT ON MARCH 19, 1980, AT 10:00 A.M. AND SETTING A PUBLIC HEARING FOR 1 THE FINAL PLANS AND SPECIFICATIONS FOR MARCII 25, 1980, AT 7:30 P.M. Comment: This series of resolutions will allow the construction of the project to begin in approximately April, 1980, and be completed by June 1, 1980. Although the public hearing on the final plans and specifications is on the same day that an award of the contract will be made, it is the recommendation of our bond counsel that I this procedure be followed. Furthermore, the final plans are complete at this time and comments at the public hearing on the Resolution of Necessity will be pertinent to the final plans. Staff recommends ends adopDption of all the preceding resolutions. Action: tj rl P71 r i Item No. 18 - CONSIDER RESOLUTION AMENDING THE CLASSIFICATION PLAN FOR CLASSIFIED PERSONNEL BY RE(L,ASSIFYING POSITIONS. �S Comment: The replacement of one Police Dispatcher position with a Chief Radio operator position recognizes the need to have one employee who is totally familiar with cnr unications equipment. This employee will thoroughly train dispatchers to handle equipment and situations in an area where the impact of error can be substantial. The Chief Radio Operator will be expected to keep abreast of changing technology and advise the Police Chief regarding procedures and equipment. If this change is approved, the cost for the balance of FY80 will be $141.12. Sufficient funds are available in the budget to cover this amount. The reclassification of Parking Enforcement Attendants is to differentiate between Cashiers in the parking ramp whose main duties are inside and collecting money and the Attendants who have outside duties enforcing laws and ordinances. Attendants also appear in court when required. Eight employees will be affected if this change is approved. The cost for the balance of FY80 will be $2,021.76.
