Consider setting a public hearing to amend the Comprehensive Plan by deleting all or part of Foster Road as an arterial street. Comment: At its regular meeting of May 1, 1979, Council received a petition from residents in the Dubugue Road area regarding the Foster Road extension. The petition was referred to the Planning and Zoning Commission, and then to staff, for review and recarmeniation. A staff report, Corridor Analysis: Foster Road and First Avenue Extended, a copy of. which is attached, r — rWa that Foster Road be removed from the i Comprehensive Plan as an arterial street. Planning and Zoning Commission, at its formal meeting of January 17, 1980, voted 6- 1 to recannend to Council that the Comprehensive Plan continue to show Foster Read as a secondary arterial street, but that the design standard be reduced from four to two lanes. Comment: This public hearing was originally scheduled for January 29, 1980, and was rescheduled by the City Council for February 12, 1980. This hearing originally was scheduled to consider an amendment which would exempt all existing I parking lots. Subsequently, another hearing was set to exempt only the CB Zone. This amendment would permit facia signs, if located on the face of a parapet wall, to extend above the roof line and would modify haw the area of a sign is determined. Included with the Council's Agenda is a letter from Mr. Eric Schwarz representing Eagles Food Store requesting early consideration of this item.
