At its regular meeting of January 22, 1980, the City Council
received and placed on file your letter concerning the closure
of Melrose Court. The City Council has referred this matter to
the Planning and Zoning Commission which has set a public hearing
for February 21, 1980, to receive further public input. You are
encouraged to attend this hearing which will be held in the Council
Chambers at 7:30 P.M. After the public hearing, the Commission
will make its recommendation to the City Council. When making a
final decision, the Council will certainly take into consideration
your comments as well as others which have been received.

Item No. 3 - PLANNING AND ZONING MATTERS.
a. Consider setting a public hearing on February 12, 1980, amending
Sections 8.10.40.7A and 8.10.40.6A (Tree Regulations) of Appendix i
A of the Cale of Ordinances of Iowa City, Iowa, exempting
parking lots from meeting the Tree Regulations in the CB zone.
Comment: The Planning and Zoning Colrni.ssion, at its regular
meeting of January 17, 1980, recommended by a 4-2 vote approval
of the subject amendment. The amendment, if approved by the
City Council, will exempt parking lots in the central business
zone from meeting the tree regulations.

Consider a motion setting a public hearing on a proposed resolution
declaring that public convenience and necessity require the proposed
taxicab service applied for by Better Cab Company within the City of
Iowa City, Iowa. Public hearing will be held on February 26, 1980 at I
1:30 P.M., in the Council Chambers. (Request is for 9 cabs)
Consider a motion setting a public hearing on a proposed resolution

Comment; At the present time, Supercab is licensed for eight cabs but has
insurance for only two; Yellow Cab is licensed for nine cabs but has
insurance for two; Better Cab Company has seven licenses and insurance
e for all seven. Hawkeye Cab Company is asking for two licenses at
the present time.

WARRANTS IN PAYMENT OF CONTRACT.
Comment: The attached Construction Warrant was issued for construction
completed on the 1979 BDI Second Addition Immprovements Construction
Project. Council needs to approve the issuance of this Warrant.

Item No. 11 - CONSIDER RESOLUTION ACCEPTING THE NORTH SIDE NEIGHBORHOOD PRESER-
VATION STUDY AND AUTHORIZING THE CLOSE-OUT OF HUD INNOVATIVE
HOUSING AND NEIGHBORHOOD PRESERVATION GRANT NO. B-76-19-0001.
Comment: This resolution is necessary to satisfy HUD close-out procedures
for the Innovative Grant program. A memorandum from the CDBG
Program Coordinator is enclosed.

Item No. 13 - CONSIDER RESOLUTION REPEALING RESOLUTION NO. 78-230 WHICH PROHIBITED
TRAVEL TO STATES WHICH HAVE NOT RATIFIED THE EQUAL RIGHTS XMIUMENT.
C=u ent: This resolution repeals Resolution No. 78-230 which prohibited the
expenditure of City funds for travel to states which have not
ratified the Equal Rights Anw&-Ont.

Item No. 14 - CONSIDER AN ORDINANCE DEDICATING CERTAIN CITY PROPERTY FOR PARK
PURPOSES. (Passed and approved)
CCMnsnt: This ordinance will dedicate the north section (40 acres) of Hickory
2J9_3Hill Park as park land. The 39.83 acres of Hickory Hill Park (Gaulocher-
1919) will remain in its present status, which means that the
cemetery could expand into a portion of it at a later date.
