re: Melrose Court re -opening

Dear Mr. Balmer and members of the City Council,
I am grateful already to you and others who have given some promise
of re -opening Melrose Court shortly. Let me briefly list some urgent reasons
why my family and I feel this street should be re -opened soon. I speak from
26 years as a resident of the Iowa City Area during which time I used Melrose
Court every day, first as a bicyclist, then with a car, and now walking quite
frequently. Here are my reasons in order of urgency:
1. To save energy. Traffic stacks up bumper to bumper on Melrose both ways,
engines running, morning and evening. For us who go to the church on Myrtle
Street it means needless miles of out-of-the-way driving.
2. It is the only access to Myrtle Ave. when snow is deep. Many of the residents
on top of the hill are isolated when traffic conditions are bad,and the
church cannot be reached any other way. That happened twice in January 179.
3. It is a crime against the folks who live �Xthe barrier. It means much
extra driving or taxi fares and is a nevere hardship for the older folks.
4. It is a dangerous precedent. Already the people who asked for closing are
trying to foist their ideas on other neighborhoods, dividing and embittering
people.
5. Hinders tradesman. It is annoying for people like me who go to service equipment
To have to go so far out of the way, especially to go for parts.
6. It is creating a severe problem on other streets. Benton and George streets
have doubled in volume and they were already busy streets. I have a house
on Benton St, and can hardly get out into traffic.
7. Child safety. I believe the street is less safe for children now than formerly.
I have seen and many others also have seen the neighborhood children playing in
the street with little thought of safely. That was never the way before. It
puts much more responsibility on the drivers be look for the unexpected.
I believe firmly the whole irssue was a phony one, brought about by a group
with self-serving ends. Never in 26 years have I ever witnessed anything like
3000 cars a day. That must have been a football Saturday or a basketball game.
I seriously dobbt that there are 1000 cars a day and many of those would be
residents of the street.
I am not aware that one street resident has sold his car. All are using others
streets. All moved there knowing full well that they were on a street that was
used by others. Most of the children that use the street come from the West and
do not have to cross.

PETITION
We, the undersigned, are property owners and residents of the 800 block of Keswick
Street in Iowa City. It is our understanding that James Brachtel, Traffic Engineer, has
recommended that "N O PAR K I N G " be instituted on one side of Keswick Street
1 based upon a petition by certain residents. We request that the 800 block of Keswick,
south of Wheaton Street be considered separately from the portion north of Wheaton.
While the sharp curve in the 700 block may make parking one one side desirable in that
jblock to some residents, this does not affect the 800 block. Itis wide enough to

permit parking on both sides. In addition, residents of the 700 block may use Westgate Street
I
for "overflow" parking for parties, but the 800 block terminates at Benton Street
and Willow Creek Park without cross streets for extra parking. Therefore, we respectfully
I request that the City Council direct the Traffic Engineer to designate the portion of
Keswick Street in the 800 Block south of Wheaton as an area whereparking on both
sides may be permitted.

A Better Cab Co. hereby submits to the City Council of the City of
Iowa City, Iowa, the following proposed schedule of fares and charges
for taxicab service:
In town (Iowa City and Coralville)t
For a single passenger the fare shall be '$1.75 for the first mile
(or, if the trip is less than one mile, for the trip) and $0.60 for each
additional half -mile or portion thereof.
For groups the fare shall be the single passenger fare for one
member of the group plus an additional $0.25 for each additional passenger
provided that he or she has celebrated his or her 6th birthday.
Small parcel delivery -- When a parcel is to be delivered by a
taxicab driver rather than carried by a passenger, the charge shall be
$1.75 for the first mile or portion thereof, 0.60 for each additional half -mile
or portion thereof, and $0.50 for each time the taxicab driver is required to
carry a package or packages to or from the taxicab.
Out of town (Any trip of ten miles or more that begins or ends outside 'the
corporate limits of Iowa City, University Heights and Ooralville)t
For a dingle passenror traveling only one way the fare shall be
$1.20 for each mile or portion thereof.
For a single passenger making a round trip the return fare will be
half -fare, or $0.60 for each mile or portion thereof. There will. be no
additional dharge for additional passengers, but a trip originating outside

All Locations:
Luggage with passengers: Normal suitcases and small parcels will
not constitute cause for additional charge. There will be no charge for -'
groceries, laundry or shopping bags accompanying a passenger, nor will there
be any flight charges for stairs. Drivers will deliver such parcels to the

The duties of members of the Resources Conservation
Commission will include serving as an advisory body
to the City Council of Iowa City. They shall re-
search, review, and recommend policies, rules, reg-
ulations, ordinances, and budgets relating to mat-
ters of energy and resource conservation and pro-
vide recommendations and reports to the City Coun-
cil on the activities of the Commission. The Com-
mission shall exercise broad responsibility for
development of resource conservation policies and
shall pay special attention to long-range planning
and programming. The Commission shall, for the
public welfare, make recommendations on energy
matters. These recommendations may relate to local
governmental and quasi -public agencies, private
residences and investment properties, and office,
commercial and industrial properties.

shall be, by training, education, experience, or
demonstrated interest, knowledgeable in matters
pertaining to energy use and conservation.

ADVISORY BOARD/COMMISSION APPLICATION FORM
Individuals serving on Boards/Commissions play an important role in advising the Council
on matters of interest to our community and its future. Applicants must reside in Iowa City.
The City Council announces advisory board vacancies 60 days prior to the date the
appointment Will be made. This 60 -day period provides for a 30 -day advertising
? day training period for new members. The training period allows new members o become f miliar
with the responsibilities and duties of the advisory board before becoming a full voting
j nember.
After a vacancy has been announced and the 30 -day advertising
Council reviews all applications during the informal work session. Thehaapp initm nit tis
announced at the next formal Council meeting. Appointees serve as unpaid volunteers.
All applications must be submitted to the City Clerk no later than one week prior to the
announced appointment date.

OF CONTRACT
WHEREAS, the Council of the City of Iowa City, Iowa,
heretofore entered into contract for the construction of the
1979 SDI Second Addition Improvements, and in said contract
provided that payment to the contractor or contractors, and
others, would be made at the option of the City by the
delivery of Construction Warrants issued pursuant to Section
394.57 the City Code of Iowa, bearing interest at seven
percent (7E) per annum; and
WHEREAS, the following balances are owing in connection
with the construction of said public improvements above
referred to, and have been duly approved by the Project
engineer with provisions for retaining not less than ten
percent (10%) thereof, as required by Chapter 573, Code of

This instrument is evidence that the City of Iowa City, Iowa,

thereon at the rate of seven percent (78) per annum, until
called for payment. Interest shall commence if this warrant
is not paid upon presentation hereof.
This Warrant is drawn on and payable solely from the
1979 BDI Second Addition Improvements Construction Fund, or
any fund from which payment for such work may be made.
This instrument is one of a series of similar instruments
given in payment for street and sewer improvements designated
as the 1979 BDI Second Addition Improvements, of said City, being
constructed under contract dated July 5 , 1979 , and issued
under authority of Section 384.57 of the City Code of Iowa.
The City of Iowa City reserves the right to prepay the
amount represented hereby at any time with accrued interest to
the date of such payment. Both principal and interest of this
Warrant are payable at the office of the City Treasurer or
Financial Officer of the City of Iowa City, State of Iowa.
