An organizational meeting also must be held to elect a mayor, mayor pro -tem and to appoint the City Clerk and City Attorney. The Council can take no official action until after noon on.January 2 when the new Council becomes the official governing body of the City._ To comply with both aspects of the law, it would appear practical to hold a swearing-in ceremony at 11:45 A.M. on January 2 and hold the organizational- meeting at noon. If, for some reason, a member of the new Council cannot be available at that time, we can scheduletheswearing-in ceremony at an earlier time and hold the organizational meeting at noon, as long as a Council quorum is present. Please notify us as:soon as possible if you are available for a 11:45 A.M. swearing-in ceremony and noon organizational meeting."
