• _ 2 _ • The City Manager again, after considerable prodding; from the Council, has inaugurated a monthly: reporting system' by.the'Department -Heads . This is a start. To be effective however, these'reports'need to.be7e= viewed by the Council to insure that the priorities of the Council are being followed. - Overall, it is difficult to evaluate the Managers' .per- formance in such areas as delegation of responsibility, Internal reorga- nization, etc. The third area is dealing with other agencies,- such as the University, Regional Planning Commission, the School District, the County, Federal Government and to perhaps be extended to such local groups as CBIC-, Chamber of Commerce, the League of Women.Voters. Generally speaking, with regard to the various governmental, semi -governmental agencies, the City Manager has not improved its -relationship with any of these groups in my opinion and in some cases the relationships have deteriorated. ' Re- garding local city groups , it is difficult to appraise the relationship of the City Manager at this particular time. The fourth area of relationship deals with the public. The City Manager has shown a responsiveness and openness to the community, and in dealing with. the various community leaders and individuals. He has shown a high degree of sensitivity. The formal relationship to the public, via press and radio shows has diminished substantially, perhaps to the betterment of all con- cerned. Internally there have been newsletters generated, covering Urban Renewal and Employee Relations. This has been positive. Administration One aspect of this category is personnel selection/reorganization of City Departments. The City Manager in my opinion has deliberately attempted to reorganize the various Departments within the City in most cases', by -selection of new individuals. While this is -his prerogative, I; believe there has been anextremelack of coordination with the Council in handling this particular matter. I for one would like to have. much more involvement: by the Council in the process, primarily, because I feel that the types of indivi- duals selected has a direct bearing not only on performance, but on the direction the department takes. There was real progress towards implem- entation of EEOC goals and while there is a long way to go, the City Manager; and, staff seem :sincerely interested in moving forward. ' -I have a negative evaluation however, of -the participation by the City in the CETA program. The second area deals with planning. There seems to be at lack of short run and long run planning.by the City Manager. I for one feel the report on the Comprehensive Plan was'a disaster for reasons I have; publicly_ stated.`; There has been a beginning to the setting of goals and objectives, but even; here -- the process has been carried out without consultation with the Council. The third area is dissemination of information.` The City Manager has been involved for a long time in developing a complaint procedure. -.I am an- xiousto see how that recommendation is handled. The`.Manager has utilized the memo as the vehicle of communicating with the Council. This to is a poor form of information, not that it doesn't provide knowledge, but it by its nature limits discourse and makes the Council individuallyrespond to the City Manager, making it difficult.to work out any alternative courses of action. The memos have also had the effect of establishing or modifying policy previously established by the Council. 'Many.examples can be cited,, one particularly is the elimination of the Human Needs' Coordinator, basically; through a memo. The fourth item is the budget. I for one have worked extensively trying to - get measures of effectiveness and productivity established. `These are still yet to be forthcoming. I am very distressed with the lack of a- detailed, bud- ` get process. Early in September, before Joe Pugh left, supposedly, this was going to be worked out. We are now involved intimately in the budget process and yet the role of the Council, the role of the Boards and Commissions and.. the Department heads, is not clear (at least to me). One budget item`that.did go very smoothly was the allocation of funds to the Boards and Commissions. The fifth.area is"individual _projects. ,Under this category, I; include activities in some of the major areas ,such as Urban Renewal-, Ralston Creek,'the Bus System,Collective Bargaining, etc. , that I feel the Council needs to review with the City Manager. This could also be extended to capitol items_. I feel the position of the staff on these items has not been clearly established. Overall I think there has been a hold,on any capitol project improvement and implementation.' It seems in this case we have negated prior work ofithe "City Manager and again, perhaps to the best interests of all concerned. - Still, the City Manager has not taken a stand on many of the major issues that I have mentioned (although again, this may not be a negative),, however, I feel that we need to know the position and direction of the staff and the - Manager on particular issues. The sixth area is the individual Departments. The City Manager basically is responsible for the effectiveness and the administration of these departments. At this point in time however, it is difficult to determine how ,well for exam- ple, the City, Manager has controlled and directed the Police Department, or_ . for that matter, any other department within the city. FROM: Dick Plastino, Director of Public Works RE: Muscatine Avenue Federal Funding r{ Rill Nelson and Jim Hogan, representing respectively the Iowa Department of Transportation and the Federal highway Administration,' have reviewed the City's concept statement for Muscatine Avenue they have inspected it in the field. - and - They have indicated they will approve all elements of the project with the exception of the raised median shown from Arthur eastward to Scott Boulevard. They will not permit federal funding with this design element for the following reasons: I. The existance of a raised median leaves a 12-foot travel lane each way with 6-inch curb on both sides of the traveled way. They feel this is too 'narrow and, in particular,-on e stalled vehicle would completely block traffic. Since this is a bus route, any time a bus stopped all traffic would be brought to a halt. 2. The number of left turns would be relatively small, the they can find no Justification for protection of left turns.- by raised islands. An examination of Figure`3 and Figure 4 attached to this memo shows the configuration;_thatwas sub mitted to the State and Federal Highway Administration. Before recommending an alternate plan of action to you, it is necessary to discuss some time constraints. The review, procedure on,FAUS projects is very long. For example, work on the Park Road Bridge,, although we began design which is `also federally-funded,-i.n March` of 1975; completed drawings were finished only".last month. This long' time span is due to the fact that all elements of the design and specifications must bereviewedby both the State and-Federal.-Highway agencies and, in addition, certain public hearing notices must be put in the paper. If the City wishes to construct Muscatine Avenue in the summer of'1976;:it appears that time isa critical element since the detailed _;plans and specifications for Muscatine Avenue have not, yet been initiated. Even under the best of circumstances, the probability.' of getting Muscatine Avenue built this su information should by no mmmer is ,probably 70$. This eans influence your final decision on the bedesign configuration to any large extent, but :it is a'fact that must ,-dealt- with. • -3- 1. The Commission shall study the final plat'and. `review the appli- cation of the owner, and also review-the'reports of the City Manager and shall approve`or reject the plat within forty-five (45)'days after the 'submission thereof to the Clerk by `fili their recommendation with the Clerk, the same to -be by Ang, resolution._ Lf the Commission does not act withinforty=five (45) days, the finalplatshall be deemed to be approved; by the Commission, provided however, that ;xhe subdivider may' agree to an extension of time. The Council shall, :'after receipt of the recommendation of -the Commission; or:after--the -time or any extension thereof as,passed <for the Commis their file their recommendation, approve or reject such final plat, the. same to be by resolution - Revised 6-18=75 9.5o....A.4(.1)-��. - require excessive out distance travel. I,f requi-red, they,shall be constructed by the developer and - dedicated to the City. g. Alleys shall be discouraged in residential _districts but shall be provided in commercial and industrial districts unless an alternate plan for - service area is provided'. h Corner lots which abut on-an==arterial or collectoral street shall have -a minimum _radius o£ - fifteen (15) feet at the intersection. i. Lots with double frontage on.front and rear shall .be_avoided, except in specific locations where good -platting -indicates; their use. j. Side lines of lots shall approximate right angles to straight street lines and radialanglesto curved street lines except where a variation 'will, provide better street and.lot.layout. k. Arterialand-collector streets in a subdivision - shall extend through to the boundaries of the sub= division, the Developer shall provide, pursuant to the specifications of the City of Iowa City, Iowa', for a connection of said streets: with; the improved portion of any roadway of any 'street -outsidethe boundary of the subdivision which abuts the sub-': division and which would connect ;with the street - -in .the subdivision itself. -Or, if said street be unimproved, such extension shall be .to a point in the right-of-way of the abutting and connecting street, as determined by the Director of the Department of Public Works,.to be necessary for the public interest. 1. In the event arterial or collector streets are required in the.subdivision, the City of Iowa` -City '. shall pay for the excess of pavement required over that required for a twenty-eight (2.8) foot local - street. This 'excess shall be: considered a`strip.` in the center of the pavement. The cost of this shall be calculated by the City Engineer's Office. The procedure.of such cost-sharing shall be pursuant =7 - to the Rules and Regulationsasprescribed by the City Manager of the City of Iowa City, Iowa. B. SEWERS. The subdivider shall provide the subdivision with a complete sanitary sewer system,;ncluding stubs, for each lot which shall connect with a sanitary sewer outlet approved by the City Manager. The sewer shall extend to the - subdivision boundaries and beyond, as is`necessary to provide for the -extension of the sewers by adjacent property. In the event that the City requires a sewer system :which is greater than is needed to service the subdivision itself, the Developer shall install the additional improvements which are necessary' and the City of Iowa City shall enact a'Tapppping Fee Ordinance which shall establish the tapping fees which shall be required for other -persons , firms or corporations and Developers -to pay; in • -9- • 9. Z0.5.B-9.50.5.F order to connect to said line. Such tapping fees shall be established on a pro -rata basis. Other subdivisions which connect with the said system,shall, on a pro -rata basis, re- .imburse the Developer for;_the cost of the,additionai.system, pursuant to the Ordinance, which shall service that addition, tapping onto said line. In the event that the costs of the improvement are not recoverable, the Developer shall pay -the entire costs of the `improvement which shall be a condition of the approval of said subdivision. The procedure of such cost-sharing shall be pursuant to= the 'Rules ;'and Regulations - as prescribed -by the City Manager. C. STORM DRAINS. The Developer shall provide ._the sub divisionwith adequate drains, ditches;' culverts,; complete bridges, storm sewers, intakes and manholes to provide for - the collection and the removal of-all'surface-waters and these improvements shall extend to the -boundaries of the subdivisions and beyond, so as to provide for extension by adjoining properties. In the event that the City requires a'storm "drain system which is greater than needed to service the subdivision itself, the Developer shall install the: -additional` improvements which are necessary to service the additional areas;.and`the City shall enact a- Tapping _Fee _Ordinance which shall; establish the tapping fees which shall be required for other persons; firms, corporations and Developers to pay in order to connect . with said lines.` Such cost-sharing shall be on a pro -rata basis Other subdivisions which connect with the.said;system shall, on a pro -rata, basis, reimburse the Developer for the cost of the additional systema pursuant to the Ordinance enacted by the City of Iowa City. In.the event that the costs of, the additional improvement are not recoverable,. the De- ` veloper shall pay the entire costs of the improvement, which shall be a condition of the approval of said subdivision. The procedure of such cost-sharing shall be pursuant to the Rules and Regulations as "prescribed by the City Manager. D." WATER. The -Developer ',shall: provide' the subdivision with a complete water main supply system,; including -hydrants, valves and all other, appurtenances which shall be extended into, and through the subdivision to the boundary lines and beyond as maybe necessary and which shall provide for a water connection for lots and shall be connected to the Municipal Water System. In the event that the City of Iowa City requires a`water main to be, greater in size than is needed to service the subdivision itself, then the City shall share in the expense l' thereof on a pro -rata basis. The procedure of such cost- sharing shall be pursuantto theRulesand-Regulations as prescribed by the City Manager. E. SIDEWALKS. A four (4) foot wide concrete sidewalk shall be provided and shall be located pursuant to Chapter 9.60 of the Municipal Code of the City of Iowa City, Iowa. F. MARKERS. It 'began operating out a"-drop -in CN of, ..' center on Market Street with funds,provided.by an L.E.A.A:;grant.'' ':; -- Since that it`has provided a wide range of services to the,00mmu`nity through.= its various (p programs. I estimate that over 1*, 000 young people have participated in U.A.Y. at one time or another ove'r'the last five years- ' -0 0 The stated purpose of U.A.Y, is-to provide assistance to young peo le < especially-those who are experiencing difficulty in the communit identifying their human and community needs and to`help them developn. effective _ ways;'to meet those needs.Stated simply, we are here' help. ' young people help' themselves. to - U There are currently two major components to U.A Y . Youth Programs .` and Outreach. Youth Programs is an outgrowth-of the drop-in-center and seeks 'to 0 . promote youth involvement.in'the initiation, planning and production of educational, cultural, recreational, and'social activities,for:.young people.` While participation' in Youth Programs.is,open -any°interested to young person, the goal istoattract the involvement-of those � young peopled in particular who do not usually participate in planned group activities., U . co Youth Programs include the following: X Tutoring,: ,using volunteers, provides one-to-one assistance with school o workl,to.secondary- students in;Johnson County. The Iowa City City Council met in informal session on the' 12th-day.of January, 1976, in the Conference Room `of-the Civic: Center. Councilmembers present: Neuhauser, Foster, Selzer, Vevera, deProsse, Balmer, Perret.-Staffinembers;present:_ Neu- hauser, Foster, Selzer,:Vevera, deProsse, Balmer,',Perret. Staffinembers present: Berlin, Stolfus. The first item of discussion was Council review of the formal agenda fortheJanuary 13th meeting.-',It was noted that the ex- piration date in-the University Heights contract material should be corrected to'1977.`'Civil Rights Specialist Linda Ragland announced.a session to be held on January ';18th and 19th by Inter- national Association of official Human Rights Agencies'to train our commissioners. Concerning agenda item 7.c., the Park Bridge Deck Repair,;- the Council asked for explanation of the funding, and a general idea of the project. It is a FAUS-project, and the State will prepare.the plans and is responsible for the contracting. Council also discussed the establishing of parking spaces 'by Council'.` • This is according to the City ordinances. Council noted their concern over items coming to Council ;for a decision at the last minute. Foreexample,the- poetry:. project, there was not time for a_ recommendation from the City"Manager, as, some of the Councilmembers want, or for:investigation. The Mayor noted that it would have been helpful if there had been'a' recommendationfrom the Johnson`` County Arts Council also. The City, Manager advised that he would send Council a copy of the letter he sent for that application." - Mr. JohnWilsonpresented material concerning the%parking, meters on the College Street Bridge. Council noted that it would be discussed at he formal meeting. _Concerning=Mr. Wilson's problem of `hearing -in the Council Chambers, it was suggested;ahat ,. the City Manager look into-provision for:'equipment for.those with hearing problems and into the equipment in general. Phil Spelman;`; for,the Bus Depot and Ralph Oxford _for the -taxi companies were. present. TheCityManager -asked if staff should encourage citizen input at the Monday discussion sessions on items that are on:the,.., Tuesday` agenda,' or if Monday+discussion of,agenda items was for, clarification for `Council only.' It was the consensus,of the; Council.that-it was for Council's;, clarification.
