Re: No Parking Sign
Parking Ticket$9369
Jan. 6,1976
Dear Council Members:
The above ticket was issued for parking in the unload-
ing `zone in front of the Lorenz Boot Shope, 112 E.
-.--WashingtonSt. at 8:15 A. M. The officer issuing the
- ticket had erroneously marked the time 9:15 ;I took
the ticket to the Traffic Clerk at_the .Civic _Center at
8:30 and she initialed the ticket with the correct time.
I received a letter dated Jan. 7th from Mary E. 'Mead,
the Legal_Secrectary, stating that the ticket was valid.
My purpose in writing this letter is not to have the
ticket cancelled, although I beleive it should be, but
to suggest another sign be placed there reading:
NO PARKING,except for unloading,FROM 9:00 to 5:00
MON to SAT.
This would correspond to the store hours and the time
that the meters are checked. We find that motorists
hesitate to park there in the evening and on Sundays.
We wish to thank the City Council, City Manager and
his staff who were responsible for completeing the
street and sidewalk work on Washington_ street before
the Christmas Season. Most of the merchants that we
talked to had a good Christmasbusiness.
Would appreciate a reply.
Sincerely Yours,

Z. The proposed structures -should be located
20 feet from Willow Street and_American
Legion Road-in°conformity with R3A Zone
setback requirements.
The developer has indicated in a letter dated December 29,-1975,
to the Commission, consideration for a variance in the `required .
number of Off-street parking spaces. While the Staff might
Perhaps agree that the required "number of spaces are not needed
for a housemening_facbe ty of ;this nature, a variance in the parking `

The developer has requested approval of the plan as a PAD. Since
the subject tract is presently zoned R3A for multifamily resi-
dential development the developerapparently is desirous o
approval of a PAD which perf
seeking relief in ,the required number of_parkng spaces via
mits certain variations from require
ments of the particular zone in Which the -tract is located.'
According to Section; 8. 10.20 F of the Zoning; Code, however,,
the report of the Planning.and_Zoning Commisssion must demon-
strate "that the variances -in setback, lot, area t, requiremen

A variance in the required setback requirement can be -author,- _
ized through the approval of'a PAD plan if in the public interest.
and in harmony with the Zoning Code. As' -indicated in'r.Item.7
above, the proposed structures do not meet the :;required setback
requirement. The Staff, however, would riot recommend granting
-
a variance because of the visual impact upon adjoining:-
residences
to the north, west and across the 'street to the east.
STAFF
RECOMMENDATION: It ;is the Staff's recommendation
that .the LSRD plan be approved'
1• The subject to .the following:
plan being revised in conformity with Items
I through 7.
2• A variance in the required number of parking
spaces being granted, by the Board of Adjustment.
Said recommendation would eliminate the need for consideration
of the plan as a PAD.
