Copies of any such request will be furnished to the City and to;the 'Union . Except as otherwise provided, the cost of arbitration shall be divided equally between the parties. Each party shall bear the cost of.preparing, and presenting its own case and either party desiring a record of the proceedings shall pay for the record and make a.copy available without charge to the arbitra- tor. The cost: of -a certified court reporter,' if requested by the arbitrator, shall be divided between the parties. 'If,an officer insists upon arbitration against the advice and consent of the Union, said member shall be responsible for that portion of the costs which would otherwise be paid by the.Union. The arbitration proceeding shall be, conducted by an arbitrator to be selected by the City and the officer within seven (7) working days;- (excluding Saturday and Sunday) after notice has beeng� even. ' If•the_ parties fail to=select an arbitrator, a request shall be made to the Federal Mediation and Conciliation Service to provide a -panel of five (5) prospective arbitrators. Both the'City and' the officer shall, have the right to strike two names from the panel.
