The dwelling unit total is 1126. Also, not included in the Urban Renewal figure are 35 dwelling units scheduled for demolition this fall.` The greater part of the Urban Renewal demolition _.cias:two-family- and -multi-family dwellings. Tables I through V attached are to be referred'to as an integral part of the written information. _ The summary in Table I indicates an unallocated balance in the General Fund as of June 30, 1975 of $84,310 which is available for appropriation during FY 1976. The first column in this table is the estimated balance that was _. `projected in the preparation for the F& 1976 -Budget. The encumbered Column reflects accounts payable_ outstanding as of June 30, 1975, which will not be reflected as -expenditures for .FY 19751 but which will be carried into the next, fiscal year. Two adjustment items listed in this table deserve special mention. The first-:adjustment-is_thenet difference betweentheending balance in. the i Traffic Control and Street Maintenance functions of the :Transportation- -: ' Program. Consistent with the recommendations of the City Finance Committee, we have established a new`Special Revenue Fund for the deposit, of Road_ Use Tax beginning July 1,`-1975. This new fund will provide the revenue sources for the expenditures in the Traffic Control and _Street Maintenance, functions by meansof inter -fund transfers. However, -excess: --Road Use Tax balances:will_not_be available to the General Fund from this point forward as has been the case in past years, and the transfer of $45;221 from the General -Fund to :.the :Special Revenue Fund -_will-initiate this change. The second adjustment represents approximately three months ofexpenditures (April, May, June)accumulated-inthe Equipment Maintenance Revolving Fund which must be charged back to the General Fund during FY 1976._ Expenditures for equipment maintenance_ will therefore be understated in FY 1975 in the General Fund by ,;$95,181,_ and this charge must be accounted for and absorbed during FY 1976. ,The reason for this charge back delay is as a result of the -changes in the -equipment -maintenance accounting -system -instituted:-with termination of the contractwithMainstem in March 1975. Appropriate budget amendments will be presented at a later date. Table II is an identification of the additional`application and sources of funds not I-budgeted for receipt -or expenditure during FY -1976. This starting date seems to be the most; reasonable considering the lead time necessary foe -Council decision, leasing arrangements for_the buses, and the Printing of schedules. To assist in your review we have attached TablesIIIand IV to- this `memorandum which outline the financial picture of the bus system's operations as we now see it. Table III is a summary of ,the past and projected :financial conditions which includes the -original. program projection, for FY 1976. Table IV is a,current revision which provides information as to the actual experience for FY 1975, and an estimate of operations for FY 1976 prior to final recommendations made herein. On an annualized basis, we estimate that -_ service to the.-Wardway area would result in an expenditure:.of approximately :.$50,000. After making --adjustments for amounts already provided `inthe FY 1976 Budget, and:considering the service to Wardway to begin on October 1, 1975, it is our best estimate that this extension of service will result in :a net expenditure of between $14,000 and $17,000 during FY_1976.--_This -=extended :service will provide for the leasing of two buses, one used to -provide a loop service oa 30 -minute headway. n . Table IV reflects an annual deficit-of447,869-over that which was budgeted for 'FY 1976 because the,permanentincreasein.State Municipal Assistance of.$93,100 will not be enough to offset the $146,500 difference- between a 15C fare and a 250 fare. Additional_costs for equipment maintenance of approximately $30,000, 'which -will be carried over into the :next fiscal year, will -have the effect -of increasing the expected deficit to approximately $78,000 prior to the following recommendations. This deficit will result with expenditures at a level of $547,953, which includes $36,000 which was set aside originally for matching, the federal grant for the purchase of three buses. As you remember, a'last minute change was necessary in approving the budget in order .to provide for the City's share of the grant,,out:of the EquipmentReplacement-Reserve Fund.:.. Therefore, the $36,000 `- budgeted can :be used in some fashion during FY 1976.- Table V has been prepared to illustrate the recommended use of the sources of funds -identified in.:Table .II. - What has been doneisto adjustthe $280,362 by_applying:_. the various sources to the applications of <funds identified'in Table II.: The following recommendations with regard to the reallocation ofavailablefunds are made for your consideration and review: 1. The -original purposeofthis service bay was to provide a truck turn- ;r around, loading area, and consolidated service bay for the uses along the alley in block 81. Reasons were (1) that the alley is too narrow to provide for bothvehicle; movement and truck storage while loading and unloading', and (2) since the alley would deadend at the Dubuque Street right-of-way and not extend across the pedestrian mall, some turn -around` wouldd be needed for trucks. Since the original concept was put forth on sheet -five-of the contract plans and; paragraph five of Schedule F, several events have occurred that have changed the situation to where it is today without a conscious decision by City-Council.The contract -in paragraph five of Schedule F "trades" air rights over rights=of-way for; the service M1 bays as shown on sheet five. The Welton Becket conceptual design shows the alley open across the Dubuque Street right-of-way pedestrian mall. The apparent reason for this was that Ray Wells :believed after -looking at the specifics, that it was highly impractical, if not all but impossible, to have semis negotiate a 20' alley and turn around in the proposed space. Conceptual design plans then _began.reflecting this changed concept last fall. Old Capitol Associates currently proposes a 1224 square foot loading bay area at the rear of Plaza Centre One which is not sufficient in size or depth to provide for semi truck turn around. 'It is highly questionable if the spaces indicated on the original contract drawings would have provided adequate turn around space. Nevertheless, with the, alley now shown as being open -through; blocks81and 65, it is not necessary to provide the larger service _bay. A-major>problem results ,if the _original_ concept of_a semi turn around is required'.` A floor to ceiling height of 16' would be required making a second floor over the turn around impossible as shown on the contract drawings (16' being too high for as a second floor).
