Councilwoman deProsse explained her recent experience
with a parking violation ticket,; and requested that Council
discuss the policy on parking fines and the-cost"of the: pro=
cessing,appeals_ City Manager Berlin explained the `City is
phasing out -multiple slot meters to eliminate the problem of
putting the coins in the wrong slot
Councilman Perret announced a State Conference on Housing
and Community Development Grants to be held in Sioux:City on
Thursday and noted that he And 'Councilman _Foster plan to attend.

made relative to Elderly Citizens riding the bus free. :He
pointed out a number of"people at the ',age _of 62-are.eligible
for Social Security.and:the 65 -age limit should be reduced to
• age 62. City Manager Berlin commented he would checkwith
Steve -Morris, Superintendent of Transit, on Advisability of
reducing the age for elderly riding, free to 62_ ..Councilman
Selzer; also pointed out he had received an`invitation ifrom Mercy
Hospital to- attend -a luncheon as their
guest asked for
clarification on policy of acceptance'. Council.concurred that
they, would, attend. It was requested that some form of -pro-
cedure be set out for,.acceptance.of gifts, etc.
Councilman Balmer"commented on the work of the Sign Review
Committee, explaining";some changes to'the Sign ordinance willibe
presented to Planning and Zoning and later to Council. He also h
complimented.the group on their work...-

had presented a,check inithe amount of $231,880_which IS pay -

Savings & Loan will be located:_ He noted the deeds are. be
executed tomorrow.
Public Hearing was held on the Disposition of Northeast
Corner of Lot 6, Mall First Addition,to Sycamore Investors Inc.
City,Attorney.Hayek explained this: involvesproperty ;_exchanges' '
that were `previously negotiated for First Avenue Realignment
Project. .There -being no others; present to speak,.the-Mayor
declared the hearing closed.
-It was moved by Balmer and seconded by Vevera to adopt.
