City of Iowa City
PROCLAMATION
Whereas, last year somewhere in the United States, one structure fire was reported
every 59 seconds, one home structure fire was reported every 79 seconds and one civilian
fire injury was reported every 30 minutes; and
Whereas, almost two-thirds of reported home fire deaths resulted from fires in homes
with no smoke alarms or no working smoke alarms; and
Whereas, households with inoperative smoke alarms now outnumber those homes with
no smoke alarms, and smoke alarms most often fail because of dead or missing batteries;
and
Whereas, the designation of a special day to remind residents of Iowa City to change
the batteries in their smoke detectors, timed to coincide with the fall ritual of changing
clocks, would greatly diminish the chance of this tragedy occurring in Iowa City; and
Whereas, smoke alarms should be replaced every ten years; and
Whereas, November 2nd, 2008, is the day the citizens of Iowa City change their clocks
from daylight savings time to standard time.
NOW, Therefore, I, Regenia D. Bailey, Mayor of Iowa City, Iowa do hereby proclaim
the day of November 2nd, 2008, to be
Change Your Clock, Change Your Battery Day
in Iowa City and urge all residents to change their smoke alarm batteries and install new
smoke alarms if they are ten years old or older.
