August 16TH, 2017 – 3:30 PM

CONSIDERATION OF MINUTES OF THE APRIL 6TH 2017 MEETING
Seydell moved to approve the August 16th minutes. Bryk seconded the motion. Motion passed
unanimously.
DISCUSSION REGARDING ALLOCATION OF FUNDING OF THE FY18 PUBLIC ART FUNDS
Bollinger explained that there was $25,000 budget for Fiscal Year 19. $10,000 of those funds
are targeted for artwork in City Hall and the balance would be available general projects.
Seydell suggested that a portion of the funds be used for either an artistic entrance to a local
park’s community garden or for interactive art to be placed inside a local bus stop. Seydell said
there are 5 community gardens in local parks: Chadek Green Park, Wetherby Park, Reno Street
Park, Kiwanis Park, and one will be added to Creekside Park after the construction going on
now. Brown stated that she liked the idea of putting an artistic entrance to the community garden
in Chadek Green Park. Seydell suggested that a budget around $4,000 to $5,000 dollars for the
project would be adequate. Seydell said that Parks and Rec could cement a “pad” to place the
project on. The committee discussed the possibility of adding interactive art to a bus station
around town. Engelbrecht said it would be important to him to have the artist for these projects
be local. Fitzgerald said she is drawn more to the community garden entrance than the bus stop
interactive art.
Bollinger brought the Iowa City Downtown District’s mural project to the committee’s attention,
and asked if that is something they would to allocate funds towards. Bryk stated that she was in
favor of using a portion of the funding for the mural project. Seydell stated that she would like to
use the matching funds to contribute to the mural project. Engelbrecht seconded. Engelbrecht
also suggested a project that could fund an artist to be involved in general City projects citing a
Twin Cities group that does this same thing - “Springboard for the Arts.” Seydell stated that this
would have been useful with the recent park planning project. Funding for this was discussed,
and Engelbrecht said he will do research on the subject. Seydell thought it would be useful,
Knoche stated that perhaps the cost for this artist could be included in the cost for project itself-
not come from the PAAC funds. On the subject of the Longfellow Tunnel mural, Bollinger stated
that the committee would need to allocate $400 for every time the mural is redone. Bryk
suggested they only do the project once a year- rather than once a semester. Knoche
seconded. Seydell stated that the Parks and Rec crew need some warning so they can

sandblast before the painting begins. Seydell made a motion to prioritize the artistic entrance to
community gardens, the Longfellow Tunnel, and matching funds. Engelbrecht seconded. The
committee decided to split up the funds in the following way: $400 for the Longfellow Tunnel,
$8,000 for matching funds, and $6000 for the community garden project in Chadek Green Park.
The committee determined that the deadline for the Matching Fund application would be in
October and March. Motion passed unanimously.
DISCUSSION REGARDING CITY HALL ARTWORK – locations and process
The committee toured City Hall to determine where they would like to see artwork installed. The
spots they surveyed were the wall across from the bathrooms on the first floor, the two stairwells
on the north edition, and the lobby stairwell wall. Given the size and location of this wall, it was
felt that all of the funding be allocated for that project and look towards future funding to expand
art into other locations in City Hall. Seydell stated that the committee should incorporate the
Facilities Manager for the City, Kumi Morris. Fitzgerald said if she were the artist, she would
want to expand the art into the entire lobby- possibly using similar elements of the main piece
and incorporating into the front desk, etc. Seydell advised the committee that the City Hall
interior was designed to be clean and bright and the artist should keep that in mind in designing
the artwork. Engelbrecht mentioned the idea of hanging the artist’s drawings and sketches for
the piece around City Hall on the remainder of the blank walls. Seydell asked if there should be
a theme for the project. The committee decided not to assign a set theme for the project, but to
see what the artist’s come up with. Bollinger asked if the committee wanted a local artist, and
the committee decided to set the stipulation that the artist be from Iowan. Fitzgerald asked if
there was a timeline for the project. Bollinger said the installation should be done by next spring.
Bollinger asked if the committee wanted to do a Request for Proposal or Request for
Qualifications – similar to what was developed for the STEAM wall installation. The committee
decided to do an RFQ and set the project budget for $9000. The top four artists would then
develop a proposal for the artwork to present to the committee and be compensated $250. The
committee will ask the final artists to present their idea to the committee. Seydell motioned to
commission an artist to design a piece of artwork for the lobby stairwell wall through an RFQ
process with a $9,000 budget for the final installation, and setting aside $1,000 to use for
stipends for the top four choices. Knoche seconded. Motion passed unanimously.
COMMITTEE ANNOUNCEMENTS OR REPORTS:
Seydell updated the committee on the Steam projects, stating the one in the Rec Center will be
ready by the end of October, and the one in Mercer will be ready in September. Bollinger
mentioned the idea of having an open house for the Steam murals. Seydell also said she has
only heard positive comments about the Farmers Market mural.
STAFF REPORTS:
Bollinger stated that the Farmers Market mural and the Welcome to Downtown Iowa City mural
were both a success. Engelbrecht mentioned that Hannah Givler had told him that she is unsure
where to rehome her Prairie Box display after October, he asked the committee if that is
anything they would want to consider. Bollinger stated that the city may not want the all
responsibility that the Prairie Box entails. Fitzgerald asked if it could be used inside the parks as
they are being redesigned. Seydell said there could be too much liability having children using it.
Bollinger described the result of the Rummage Redux event and also that they learned a lot
doing the project that they will use when planning the event next year.

Lobby Stairwell art
INTRODUCTION
The City of Iowa City’s Public Art Program
is seeking artists, artist teams, engineers,
architects or others interested in creating a
permanent wall installation at the Iowa City
City Hall, 410 E Washington Street, Iowa
City. This wall space, approximately wide x
tall is located on the south wall adjacent to
the lobby stair well in City Hall. This is a
very visible, high traffic location for the pub-
lic who visit City Hall to conduct business.
The lobby of the building was recently re-
modeled with very clean, warm white fin-
ishes including white terrazzo floor,
brushed aluminum hand rails and signage,
contemporary Louis Poulsen artichoke
lamp fixture hanging in the stairwell and
maple paneling accents and white corian in
the main lobby area. Because the lobby
provides public access to the Iowa City Po-
lice Department, it is open to the public 24
hours a day/7 days a week.
The goal of this project is to design and
install an eye catching, creative art installa-
tion that may reflect some connection with
the Iowa City community including but not
limited to physical features, the diverse de-
mographic of visitors to City Hall, educa-
tional excellence, cultural amenities, etc.
The wall itself is concave as it wraps
around the curved stairwell. Rather than
ignore, it is preferred that the artwork high-
light this architecture detail utilizing as
much of the available space as possible
but keeping in mind the high traffic volume
using the stairwell and the continual access
to the lobby area to the public.
The medium utilized by the artist is flexible.
There wall itself is constructed with con-
crete block covered the sheetrock so is
structurally sound for most installations. A
secure installation is necessary and prefer-
able out of easy reach to the public.
A preference to Iowa residents will be con-
sidered as part of the selection process.

HOW TO APPLY
The submission must include all of the information
and materials described below.
Applicants contact information including name,
business name (if applicable), physical ad-
dress, mailing address, telephone and email.
Teams must identify one primary contact, as
well as contact information for each applicant
on the team.
Statement of Interest.
Explanation of any connection to Iowa City,
University of Iowa and/or State of Iowa.
Maximum Two-Page Resume that outlines
professional accomplishments.
Three professional references including:
name
relationship to applicant
email address
phone number
For applications involving multiple partners,
include two-page resumes and three profes-
sional references for each member.
A minimum of six (6) and maximum of eight (8)
images of past works. Images may be submit-
ted via email, flash drive, CD or through a link
to a website. Identify images with project title,
location, date completed, media, dimensions,
budget, commissioning agency, project part-
ners, and/or brief description of the project/
conceptual information.
All materials must be emailed to Marcia Bol-
linger, Iowa City Public Art Program Coordina-
tor at Marcia-Bollinger@iowa-city.org no later
than 5:00 p.m. CST on Friday, ?.
Incomplete and late applications may be deemed
ineligible at the sole discretion of the City of Iowa
City Public Art Advisory Commission.

APPLICANT ELIGIBILITY
Successful applicants must demonstrate vision,
past experience and professional qualifications
required to design and create the work and willing-
ness to work collaboratively with staff and other
professionals to finalize the design. Team applica-
tions should demonstrate the qualifications of its
individual team members, as well as their qualifi-
cations to work together on projects. This RFQ is
open to artists, artist teams, engineers, architects,
student teams or others with priority given to those
with ties to Iowa City, University of Iowa and/or the
State of Iowa.
PROJECT BUDGET
The total budget for the completed and installed
artwork is $9000.00 and the project is funded
through the Iowa City Public Art program.
SELECTION PROCESS
A preliminary staff panel will review applications
and select up to four finalists. A stipend of $250
will be provided to the finalists to develop a more
specific proposal.
