Bridgeman, Executive Director Barbara Ehl, Secretary JOHNSON rOUNTY COUNCIi, ON AGING The Johnson County Council. on Aging is a non-profit organization which advocates for the concerns of senior citizens in Johnson County community. The Council was incorporated on July 20, 1975 by a ?roup of elderly persons. The Council inaugurates pro- prams which are much needed but are not presently in ex- istonce, and the Council works with other agencies in an attempt to broaden, longhten, and deepen their services for the olderly. Thorn is a Board of Directors which is made up of an Executive Committee and three standing committees: 1). Finance and Budget committee, 2). Nominating committee, and the 3). Annual Meeting commi.tteo. Membership to thn Council. is extended to elderly of Johnson County; agencies providing service to Johnson County elderly- and organizations and individuals sharing concerns for the elderly. At present there are fourteen board members and the chairman from the 1975 Board who are non-componsated; and who work with a paid oxocutive director and a resource secretary. The problems identi- to the elderly in t fiable at that time focused primarily upon overlapping and gaps in existing services; inability to link persons with proper agencies to handle their specific need; and most crucial of all the problems was the elderly did not have a voice in decision making and planning of programs affecting their plight. Tho prime concern of this group was to provide a central place, (a clearinghouse), where older citizens might seek help; an organization which could serve as a catalyst in attempting and provide a vehicle in which their to develop needed services voices could be hoard -someone who would represent them and ad- vocato in their behalf. These informal moctings continued sporadically until July 20, 1975, at which time the group became formally organized with the assistance of an attorney. Craig Gordon, of Area X Agency on Aging (Heritage Agency on Aging). wrote articles of incorporation and were registered with the state of Iowa, as the Johnson County council on Aging. 0 2. 10 Employment and Training Act of 1473, under Title VI, (CEPA) in providing staff -an executive director and a resource secretary; and contributions from agencies, e.g., Lutheran Brotherhood. The Council on Aging is presently seeking a source of funding from the City Councils, and has also submitted application to United Way for agency status. There is an Annual Meeting of the Johnson County Council on Aging held on the second Friday in April. The Johnson County Council on Aging is a member of the National Council on Aging, Washington, D.C. It has been brought to the attention of the Council that many elderly voice a strong opinion_ concerning ex- isting services designed to meet the needs of senior.-zi.tizens that such services are not always satisfactorily meeting their specific needs. Many gaps and overlaps are ident- ifiable in numerous services provided by other agencies and organizations. The Council does not provide direct services, e.g., programs provided by Johnson County Social Services, or duplicate other programs and services, the Council on Aging's primary goal is to act as an advocate speaking in behalf of senior citizens. It is the feeling of many senior citizens that a private, unprejudiced organization can ferret out. from the elderly themselves, their needs and desires, thus effectively coordinating and developing much needed services for, by, and with the clderly. 3 r ` The Objectives of the GOA are: 1. Effective administration. 2. Research (clients, clients needs, service available, service needed) -Provide information and referral for the elderly along; with follow-up -Unito organizations who wish to serve the elderly 3. Promote the development of needed service to the elderly 4.
