1. Call to Order
Chair Hanrahan called the meeting to order at 5:30 PM.
Commission Members Present:
Jeff Falk, Adil Adams, Tahuanty Pena, Kim Hanrahan, Eliza Willis, Barbara Kutzko, Joe
Coulter, Shams Ghoneim, Andrea Cohen.
Staff Present:
Stefanie Bowers.
2. Recommendations to City Council: None.
3. Approval of July 18, 2017 Regular Meeting Minutes:
Commissioner Coulter moved to approve the minutes; the motion was seconded by
Commissioner Kutzko. A vote was taken and the motion passed 5-0. (Commissioners
Cohen and Ghoneim abstained as they were not present on this meeting date.
Commissioners Adams and Pena were not present for the vote).
4. The Social Justice Racial Equity Grant Process and Evaluation Rubric for FY18:
The subcommittee has selected a budget template to be used with the application for FY18.
Staff will be sent the categories to be noted in this template.
Staff recently issued a news release to notify the community of when the grant would be
available and how to apply for it at that time. The news release can be found at

5. National Hispanic Heritage Month Proclamation.
Commissioner Kutzko will accept the proclamation on behalf of the Human Rights
Commission at the September 5, 2017, City Council formal meeting.
6. Rapid Response Team
The subcommittee will meet in the near future to discuss final steps. Suggestions were
made as to possible organizations or groups to work with on this team. Staff will assist in
reaching out to those collaborators.
7. Human Rights Annual Award Breakfast:
Hanrahan, Pena and Willis will serve on the subcommittee to select recipients for awards. At
the September Human Rights Commission meeting, the subcommittee will select a date to
review nominations and determine which roles each Commissioner will hold at the annual
event. Staff will send the list of past honorees to Commission members for their review and
update the flyer with the venue for the event. Former Iowa State Senator and Congress
person Jean Lloyd -Jones will serve as the keynote speaker.

8. University of Iowa's Center for Human Rights Advisory Committee:
The Center has a three part community forum on Making All Children Matter. The events
include Setting the Stage (September 9, 2017), Recording Experiences & Responses
(October 21, 2017), and The Right to a Livable Future: Making All Children Matter
(December 10, 2017). Further information including locations on these upcoming programs
will be sent out by Commissioner Ghoneim.
9. Building and Crossing Bridges Together:
The subcommittee will meet to devise a list of possible programs or events that are aimed at
engaging the community.
10. Iowa City Community School District Equity Committee:
The District is establishing a task force with the specific charge of looking at the LGBTQ
culture and environment for students in its schools and will provide feedback and prioritize
the recommendations regarding how to support positive experiences and outcomes for
LGBTQ students. The taskforce is being convened in response to the 2017 Iowa City
Community School District Student Experiences of School Climate Report and survey data
that revealed a consistent pattern of disparities in student experiences for non -binary gender
identified and LGB identified students. More information on the report can be located at

school-district.
The committee is also working on a list of questions related to equity to pose to candidates
running in the general election for the school board on September 12, 2017. The responses
will be provided to local news outlets.
11. Announcements from Commissioners:
Coulter provided a summary of topics and conversations discussed at the August 9, City
Manager's Roundtable.
Willis spoke on attending the August 10, Party in the Park at Hickory Hill as a Commission
representative.
Cohen mentioned two upcoming events being sponsored by the United Nations Association
Iowa Chapter.
Adams spoke on attending the Iowa Soul Festival held on August 4 and 5 in downtown Iowa
City.
Kutzko mentioned attending the July 20, Party in the Park at Mercer as a Commission
representative.

The second annual "Celebrating the World's Children" will be held Sunday, October 22, 2017 from
2:00 — 4:00 p.m. at the University Club in Iowa City.
We invite your organization to partner with the Johnson County Chapter of the United Nations Association as a
sponsor of this event. Children from diverse national and cultural backgrounds will offer music, dance, and other
cultural presentations from their national traditions. The program from last year's event, which drew an audience of
200 people and nearly 100 performers, is enclosed.
Celebrating the World's Children has three purposes: (1) to highlight the rich diversity of Johnson County; (2) to
salute UN agencies that benefit children and families around the world; and (3) to support the vital work of the
United Nations Children's Fund (UNICEF) and the Trick or Treat for UNICEF Campaign.
There are two levels of sponsorship:

Sponsors will be listed in advance publicity (if sponsorship is confirmed by October 10) and their names and logos

UN CLIMATE CHANGE CONFERENCE
UNICEF. The United Nations Children's Fund (UNICEF) provides
emergency relief and long-term development assistance to mothers
and children in 190 countries. Each year UNICEF provides imme-
diate aid in response to 250 emergencies, ranging from war to earth-
quakes. Right now, UNICEF is aiding hurricane victims in Haiti
and the civilian population in the Syrian city of Aleppo. UNICEF
also works to improve child health, to provide clean drinking water,
and to educate the 58 million children worldwide who are not in
school. The Johnson County UNA helps UNICEF by participating
in the Trick or Treat for UNICEF program, and Kiwanis Internation-
al provides significant financial support for UNICEA
UNHCR. The UN refugee agency, the Office of the UN High Com-
missioner for Refugees (UNHCR), provides immediate assistance
and helps to resettle the 65 million refugees and displaced people
worldwide who have fled war and oppression — the largest human-
itarian crisis since World War 11. Most of these vulnerable people
are women and children. The Johnson County Chapter raises funds
for refugee education with a focus on refugee children in Kenya.
WORLD HEALTH ORGANIZATION. The World Health Or-
ganization (WHO) works with national governments, other UN
agencies, and non -governmental organizations to combat diseas-
es — infectious diseases like influenza, HIV, Ebola, and Zika, and
non -communicable ones like cancer and heart disease. WHO helps
mothers and children survive and thrive so they can look forward to
a healthy old age. Had your flu shot this year? WHO coordinates
the annual formulation of the flu vaccine. WHO and its partners
eradicated smallpox in 1978 and, working with Rotary International,
WHO has nearly wiped out polio.
THE UN AND CLIMATE CHANGE. Several UN programs
and agencies cooperate in international efforts to combat climate
change. So far, this is the warmest year on record, and the warm-
ing of the planet threatens the futures of all of the world's children.
The UN system prepares and distributes reports on climate science,
promotes renewable energy sources, and helps governments respond
to and mitigate the impact of climate change. In a major break-
through, the UN Framework Convention on Climate Change facili-
tated the negotiation of an international agreement in 2015 in which
190 nations pledged to curb greenhouse gas emissions.

You and a guest are invited to join us and other public officials and civic leaders
from Johnson and Linn counties at the Refugee and Immigrant Recognition Dinner, Saturday,
October 14, 6:00 — 8:00 p.m. at the North Liberty Recreation Center, 520 W. Cherry Street in
North Liberty.
This event is hosted by the Refugee and Immigrant Association, a local nonprofit organization
assisting families in Johnson and Linn counties. Our group is comprised mostly of refugees from
Africa, and we serve as pathfinders for those seeking to build new lives. During the Recognition
Dinner, we will share stories and information about new Iowans living in our area.
As you may know, the refugee and immigrant population in Eastern Iowa has grown steadily
over the years. Families from the Congo (DRC), Burundi, Sudan, Togo, Liberia, Rwanda,
Ethiopia, and more have come to call Eastern Iowa home. As part of our mission, we seek to

Ever wonder what it is like once you leave prison? You can find out at the
Reentry/Parole Simulation. Developed by the U.S. Attorney's office, the
simulation aims to help the general public understand the obstacles
returning citizens face as they re-establish themselves back in the
community.
By "living the life" of someone released from prison, participants
experience first-hand the challenges encountered on a daily basis by
returning citizens.

Niyaz—known for its contemporary electroaccustic trance music that blends Sufi poetry with folk music from Iran and
surrounding countries —embraces the collision of the old and new as a means to create the unique and affecting. The
artists are part of Hancher's Embracing Complexity project, which takes a multidisciplinary and collaborative approach
to building understanding of contemporary Islamic cultures and Muslim identity.
Join Azam Ali and Loga Ramin Torkian and their collaborators for a series of conversations about the intersection of art
and technology, immigration, the relationship between Islam and Sufism, and their latest work, The Fourth Light Project,
which focuses on the life and work of Rabla al-Basri, an eighth -century Muslim saint and the first female Sufi mystic.
These events are free and open to the public and attendees are encouraged to bring their lunch.

HANCHER PRESENTS: Islam and Sufism, a brief history— Band members will discuss the eighth -century Muslim saint
who served as the inspiration fortheir latest work, Rabia al-Basri, who set forth the doctrine of Divine Love and non -
duality, which today lies at the heart of Sufi mysticism. They will discuss the shared, but eventually diverging, histories of
Islam and Sufism to explore the similarities and differences between the two.

HANCHER PRESENTS: Iranian American Immigration History— Niyaz has created a 21st century global trance tradition

artists will talk about the roots of their work and engage in a larger exploration of the long and storied history of Iranian
American immigration.
