Valley \Coad, route it, 6cO.kuk, Iowa. The Operation could be termed
a r'oatlside zoo and has a feedlot atmosphere. Various kinds of sheep,
goats, and ricer, native Mud non—nat.ivc are kept ' I in exhibit arca:;
surrounding
the .eabOlds residence. These exhibits are not what
One might term free—roaming areas. Instead, the animals are kapt in
fairly small hens so thus they can he easily viewed by "the public".

Dear friends:
I am just a single person among the many who are dismayed by the
abrupt manner in which suddenly all animals including the Memorial
Park are to be wiped out as of July 1st. 'Twould seem that if a
democratic society has any superiority over an autocratic one, it
would be related to the deliberate, respectful manner in which
issues are decic. All alternatives would be very thoroughly
examined before final decision-making occurred.Noting the needs
of the refuse department, one can't help be aware of the many,
many needs and the limitation of funds.
As a sixty-five year old about to retire -- May 31st, I am ready
to serve in any useful way. A member of the National Conservancy,
Iowa City Bird -watchers, Johnson County Conservation Education
Board, alumna of Springville Conservation Camp, I have a long
experience of the values of out-of-door living. As a teacher, I
know how childrens' complete education is interrelated with his
feeling "at home" with the animals, plants, and fellow humans
in his surrounding world.
'Twould seem plausible for you to stall on this final decision
until after the Park Commission's meeting Wednesday night, March 10.
Some way of establishing a Bourjaili-Rosenbaum Memorial
there is surely possible, if we are really seeking one. I shall
have plenty of time to study the most efficient, humane care of
some small animals -- (if data supports the report that the prairie
dog could not survive under the present arrangements). I have lots
of energy. I find the linking of young people with older
citizens as they maintain plant and animal life is a rewarding
experience for both groups.
Since we are needing more and more wholesome recreation in
readily accessible spots -- not requiring motorized transportation,
we must not give up on "City Park yet."
If we truly do have respect for living memorials, there's no
gain in carelessly swiftly obliterating such a memorial, without
very careful deliberation.

This letter is in response to your letter of March 9 to the
City Council, City Manager, and the Park and Recreation Commission.
I'm sure you know that the Zoo will be discontinued. We have
made arrangements to sell many of the small animals to the Davenport
Zoo. We do intend, as far as I know now, to keep the prairie dog
exhibit area intact for the immediate future, however, the prairie
dogs will probably be sold to Davenport effective June 30, 1976.
There is a proposal from Marilyn Nickelsburg, which will go to
the Park and Recreation Commi
Museum in City Pssion on May 12, for a Children's
ark which would incorporate the prairie dog area
into their plan. I will call you after the meeting to let you know
the action of the Commission on this matter.

It is probable that, in the near future, I will propose a
Nature Center in an addition to Hickory Hill Park which will include

serve the Bourjaily-Rosenbaum memorial at that time.

RE: Signalization of h'ashi'ng on Street
The Design Review Committee has recommended that stop signs
be placed on Washington Street at Clinton and Washington,
and Dubuque and Washington, traffic signals be installed
at Washington and Linn.
As I stated to the Design Review Committee at their last
meeting, Public (Yorks does recommend full signalization of
the street for the following reasons:
Traffic signals take the guesswork and the danger
out of decision-making. With stop signs, both the
pedestrian and the driver must make a decision as
to the proper time to cross the intersection. Each
time a pedestrian and a driver make the decision
involving both parties, the chance for an accident
is present. In a congested downtown situation, this
occurs often enough that traffic signals are the
logical way to eliminate this problem. It is obvious
that a traffic signal will not eliminate all decision
making problems, but it will help.
The Manual on Uniform Traffic Control Devices,
which the City adheres to, does have warrants for
installation of traffic signals based on pedestrian
counts. While the City is not required by law to
install a signal if it meets the justification of
these rules; such rules do provide a firm basis for
deciding whether to install signals or not. In the
case of h'ashington Street, the minimum pedestrian
volumes are easily met, since it requires only 150
pedestrians crossing the intersection during each of
the eight hours during an average day.
Stop signs are a most i.neffi.cient icav to handle
vehicular traffic. Each car that comes through
the intersection will have to stop several times,
depending on how many cars are queued up at the
intersection. This will accomplish little

to increase pollution, waste gasoline and
present the unpleasant aesthetic picture of cars
stacked up at an intersection for most of the
hours during the day.
There appears to be backlash against traffic signals because
they are associated with the automobile. The question needs
to be asked at this point, "Why shouldn't traffic signals
be put in? " 'fhe only logical reason that has been heard is
that they will possibly encourage automobile traffic. There
is little justification for this belief and there are more
suitable options for discouraging automobile traffic on
Washington Street than the installation of stop signs. Other
options are 1) closing Dubuque Street between Washington and
Iowa or 2) adjusting the traffic signals so that more time
is given the pedestrian and less to automobiles.
In summary, Public Works believes the installation of
traffic signals 1) will aesthetically be more pleasing than
stop signs, 2) will reduce congestion for both cars and
pedestrians and 3) conflict decisions will be made safer for
both the driver and the pedestrian.
All of the underground conduit and the bases for the traffic
signals are presently installed and all the traffic signal
hardware has been delivered to the City. A decision on this
subject need not be made immediately since there are no
critical. construction factors involved, but the issue should
be resolved sometime in the next two to three months.

Notice is further given that pursuant to Section 364.7 of the 1975
Code of Iowa, a hearing by the City Council of Iowa City, Iowa, on said
proposed disposition of said property will be held at the Council Chambers
in the City Hall of Iowa City, Iowa at7:30 P.M. on March 23, 1976
and any person having objections to said proposed action may appear and file
their objections at said hearing.
