Comment: The Planning and Zoning Commission at a regular meeting held on September 2, 1976, recommended by a 5-0.vote with two abstentions approval of an application submitted by Plum Grove Acres, Inc., to rezone the above parcels located west_ of Scott Boulevard and north of the easterly extension of Washington Street.. Comment: The Planning and Zoning Commission at a regular meeting held on September 2, 1976, recommended by a 4-3 vote approval of an application submitted by Heritage Systems to rezone a tract of: land located south of Benton Street across from Seville Apartments from an R3A 'Zone to'a PC (Planned Commercial) Zone.' The applicant is desirous of developing a small neighborhoodconveniencecenter on a 1.25;acre tract at the above location. In conjunction with:the rezoning application, a Large Scale Non-Residential Development plan-'was submitted and simultaneously recommended for approval by the Commission which will be presented .to the City Council subsequent to consideration of anordinance rezoning thepropertyto a PC Zone. Comment: The Planning and Zoning Commission on September 2,'1976, a 7-0 vote recommended by adoption of the above Ordinance. FORESTRY ORDINANCE AND ESTABLISHING NEW SECTIONS IN LIEU THEREOF. Comment:_ The Planning and Zoning Commission at a regular meeting held September 2,'1976, on recommended by a-7-0rvote approval of a`,proposed `Ordinance repealing sections of the Forestry, Ordinance -which are in conflict with the proposed Tree Ordinance. This Ordinance was'recom- mended for denial by 3-1 - a vote at a previous meeting of the Commission held on August 19, 1976, but:because of the revisions to the Tree Ordi- nance itself, it is now being recommended for approval. Comment: A public hearing onthisitem was held September 21, 1976. The Planning and Zoning Commission _ .regular at ameeting held -on August.5, 1976; recommended by a 6-0 vote approval of the subject application.: t :The 20.3 acre tract includes the southern extensions of Sunset Street;' Denbigh and Penkridge Drives. The applicant, Bryn Mawr Heights, Inc., i has also submitted ary a 69 lot preliminplat of this tract with average l lot sizes in;excess:of 10,000'square feet. Since-the, minimum lot size requirement in the RIA Zone.is'10,000square feet, :the 'applicant:has requested a change in zoning to RIB 'for :the purpose of developing homes on corner lots in excess of 0,000 square feet and on inte-rior.lots slightly less than 10,000 square feet. Page 8 Item No. 16 = CONSIDER RESOLUTION AUTHORIZING A CONTRACT FOR REAL ESTATE APPRAISAL SERVICES BETWEEN THE CITY OF IOWA CITY AND IOWA APPRAISAL AND RESEARCH / C CORPORATION. Comment: The Department of Housing and Urban Development requires the'fair reuse value of redevelopment, sites to be updated with new: appraisal evidence whenever the appraisals on which the value is based are more than eighteen t - months old at time of execution of a contract for sale (two appraisals are required). The appraisals which are on record are now outdated The City has solicited proposals for appraisal services, evaluated such proposals received, and selected this firm as one of two to provide appraisal services. This firm has been selected to provide one of the two appraisals required by the Department .of Housing and Urban Develop- _ ment for redevelopment sites at the time ofexecution of a. contract for.sale when the appraisals on which..the property values are based are more than eighteen months old. .
