The Iowa City City Council met in regular session on the 12th day of October, 1976, at 7:30 P.M, in the Council Chambers at the Civic Center. Councilmembers present were: Balmer, deProsse, Foster, Neuhauser, Perret, Selzer, Vevera Absent: none. Mayor Neuhauser presiding. Mayor Neuhauser asked that if anyone would like to ad- dress the Council, to please limit discussion to five min.xites. Francis Hamit, a local developer, appeared and read his per- sonal statement concerning statements made by citizens object- ing to the rezoning for Heritage Scuar� It was mo-ied by Foster, seconded by Perret, that his statement be received, placed on file, and made a part of the record. Motion car- ried, 7/0. Berlin indicated a draft evaluation of the process has been prepared. N Il Page 2 Council Activities October 12, 1976 Concerning the Comprehensive Plan, as discussed previous- lY, it was moved by Foster, seconded by deProsse, that Staff be authorized to enter into a contract with Sasaki -Associates Attic & Cellar to formulate a citizen partici»ation proposal and help carry it through. Comm. Dev, Dir. Kraft outlined the four basic elements the contract requires the consultant to do: (1) develop an awareness program, (2) prepare the; sur- vey instrument to be tabulated by City staff and analyzed; by the consultant, (3) prepare a general survey to be published, in the newspaper to be tabulated by City staff and ;analy.zed by the consultant, and (4) coordinate neighborhood;meetinigs which will be analyzed by the consultant. Andrea Hauer. CCN hairman, appeared and expressed the committee's disapproval of the sample survey presented by the prospective consultant. Some Councilmembers felt City staff: should design and imide ment the survey and not hire a consultant or use Univers' expertise. Others felt a consultant's; expertise was neei';Ly It was suggested that the Sanitation Dept. could deliver and pick up questionnaires. Selzer called for the question on the previous motion. Ayes: deProsse, Foster,. Neuhauser, Perret;. Nays: Balmer, Selzer, Vevera. Motion carried, 4/3.. Mayor Neuhauser indicated the Comprehensive Plan Coordinating Com- mittee would meet Oct. 14 to discuss specific details of this contract. (see:"` 1-785) It was moved by Foster, seconded by deProsse, to accept andh? authorize implementation of the Ar_ctectural BarrieryPe- aogram as, outlined and in phases as recommended by staff for city -owned buildings and parks. It was noted that provi- sion for temporary stickers for women in their 8th or 9th month of pregnancy was deleted. Motion carried, 7/0. (See -*� 177d"�' City Mgr. Berlin requested an executive session following this meeting to discuss property negotiations. IIe also inform- ed Council that letters had been sent to the Republican and Democratic chairmen asking them to refrain from placing cam- paign signs on gn61ic property. He stated that his.office later issued a press release stating the City would take dis- — ciplinary action if these incidents continue. City ;Kgr. Ber- lin announced there would be a Budq t Advisory Committee meet- i_nq Oct. 13 at 3:00 P.M. to discuss the, budget process for, next year. The public hearing on conveying an ally in Blcrk 46 to John J. and Ella M. Reiland was held. No one appeared there- fore the public hearing was closed. Council discussed rezoning, Court Hill- Scott Blvd. Add. #5L from RIA and R3A to R1B and R3A zones. Bruce Glasgow and; Rbr; Meyer, both representing the developer, appeared and dis- cussed their views concerning the impact of the development on the present sewer s stem. Motion carried, 5/2, Selzer and Balmer voting, "no". City Mgr. Berlin requested the motion refxect;that the Staff and Mr. Glasgow will deal with available informa- tion to solve the question of extension of the trunk, sewer,. The motioner and seconder agreed. Page 4 Council Activities October 12, 1976 Councilman Selzer asked for a clarification of_ Section 8.10.40.4.0 which obligates property owners whose cost .for alterations to structures is in excess of 10% to comp13r�with the tree ordinances. He felt this provision encroaahed',upon the rights of individuals and further stated than before an€!a ordinance of this caliber and magnitude is adopted, CO1lC1Cil should consider and obtain information as to the.cost aF the project to the City in the future.
