The Iowa City City Council met in regular s'e'ssion onthe
26th day of September, 1976, at 7;30 P.M. in the Council
Chambers at the Civic Center. Couficilmembers present were:
Balmer, de-Prosse, Foster, Neuhauser; Selzer; Veverac, Perret
arrived at 7:35 P.M. Absent: none. Mayor Neuhauser pre!§id-
ing.
Dr.' Robert Dryer} 15 'Seventh Ave.,, and Mr. Lowell Cross,
1705 Giendale 'Road. appeared to elabbrato on -their 1;etter of
September 22, 1976. They emphasized t;he'fact'that tfaffi,o'in
the neighborhood of 7th and Glendale had ;developed into a
real danger to personal safety and to property, and'';t}iey vrish-
ed to have continuous }surveillance by :Ehe,Police De-artii E,
Councilman Vevera suggested installing, a four-way sop. Mayor
Neuhauser noted costs to provide the appropriate manpower in

cussed at budget time. Dr. Dryer indicated that citi2ens liv-
ing in the neighborhood would be willing to meet with Gity
staff'to discuss this,prbblem, as suggested by the Mayor.
Mayor Neuhauser proclaimed the week of Septemb,r 27 -

2526 Mayfield Rd., appeared and requested that the resolu=
tion modifying the Urban Renewal Plan be amended to not allow
institutional uses above the second. floor ,in buildings out
side Blocks 83 and 84 within the Urban Renewal area; or, not
to allow•institut.ional use of the second floor of any of the
buildings in the Urban Renewal Plan. After extensive dis-
cussion, Council came to the consensus to have the City Attor-

AUDITORS REPORT
Dave Johansen, McGladrey, Hansen, Dunn F, Co,, was present to discuss "
their recommendations concerning their audit of the annual financial
report for the City for the fiscal period ending June 30, 1976,
City Manager Neal Berlin called attention to his Sept, 21st mento con-
cerning the audit procedure. The staff had asked this year that the
auditor expand the scope of -their report. He suggested using the services
of the auditing firm on an ongoing basis thruout the year. Ilia concept
of the audit and the role of the auditor are changing. The 1972 issue
of the General Accounting Office of the Standards for the Audit Govern-
mental Organizations, Programs, Activities and Functions lists three
elements to be audited: 1) financial, it) question of.' ecanoniy efficientl

and 3) program results; these areas to be reviewed with the auditor, Ha
quoted sentences from 'Financial Disclosure Practices of the American
Cities'. In summary he pointed out that he was saying that Iowa Ciity
had a long way to go to incorporate the audit function into the overall
financial program of the City.
Johansen explained the use of the cash basis for receipts

Councilman Balmer questioned whether or not more staff would be needed
to carry out the suggested recommendations in the evaluationof the
internal accounting control. (1/a, b, c, d, e),Johansen compented that
all the comments had been discussed with the City staff, and he did not
anticipate any extra people, but a realignment of duties. Acting finance
Director Harvey Miller advised that in some instances action ,has already
been taken.

City Manager Berlin advised that there was not a total inventory of all,
City property. This would be a part of an accrual system,, but should be
taken at this time. Concerning the auditors' corrective action #7,
regarding the policy for the formai bidding process, Councilman Foster
asked for the list for which there had been non-compliance of City,
policy. The City policy is more restri.ctive than State laur, the City
limit is $5,000 and the State limit is $10,000. As there has been a
change in State law since the City purchasing manual was written, the
City Manager questioned whether or not the purchasing manual should be
changed to conform to State law, to be consistent. He stated that he
did not want the $5,000 expenditures to be subject to his approval, but
thought that the Manager should have control over the purchasing policy,
to see that it is proper and carried out.
Councilman Selzer questioned if there was a lack of communication or
cooperation between some.of the departments and the finance department,
Johansen commented that there seemed to be some problem between the
Engineering Department and Finance. Concerning #8, bids and contracts

advised that he ranted the legal review.
Johansen explainted #9, compliance with federal regulations in regards
to labor and safety standards acts concerning public improvement expen-

Vann commented that wherever possible in-house labor will be used,

City is at the end of the line concerning development and will need an
agreement with Glasgow concerning extension of the trunk sewer, Council-
man Selzer pointed out that the real problem is that Ralston Creek is
catching the bulk of the water way out where it starts coming down.
Regarding the situation -of expansion of the: BDI Lift Station the City
Manager pointed out that McCreedy and A!agie will have to come to the
City with a proposal that satisfies both BDI and the City to expand the
lift station, and being sure there is sufficient capacity in that lift
