Mayor Neuhauser advised that the Comprehensive Plan Committee would not;
be discussing walkways at their next meeting on the 10th', bifit would
discuss land use plan development, zoning ordinance, flood plant, and
citizen participation. The Mayor commented that there has become a -
feeling that this committee is somehow stacked, that they are trying to
ram things thru, and it is not true. They are trying to get as much a
poitut of view of 'the entire City on the Comprehensive Plan as possible.
She noted concern over the process, noting that the citizen participation
process should be B1 priority, other elements could be worked into the
process but shouldn't take staff time away from getting the ;.oning
ordinance and land use plan done, such as happened with the teworkipg of
the tree ordinance. The Mayor commented that the consultants would be
in Iowa City to discuss areas of concern, which should be addressed in a
Comprehensive Plan. After the: questions are formulated, they will be
submitted to the Comprehensive Plan Committee and the Committee on
Community needs for review. Councilmembers were urged to give their
input while the consultants are here.

Chairman Cilek stated that one area that had always bothered him. was. the
fees and charges area, and they were now reviewing them. Tho ;Mayor
suggested talking about the Commission's philosophy, on wjiat basis they
make charges, and what triggers a rise in a fee. The City DIanage'r
stated that this subject would be very beneficial in the (4scus5iop of
goals and objectives. The Mayor asked that the Commission outline tj lese. l
areas where it is important to have some kind of agreement, for use in
the discussion.
