to the healthy environment to which the citizens of this community
and this state are accustomed; and

of future drug abuse lies with the family, schools, and local commu-
nities to help young persons develop their own capabilities to resist
peer pressure, handle difficult decisions, and cope with humapi prbblems
without turning to drugs; and
M h r rrtw each individual citizen must examine his or
her own drug taking habits and set a proper example for children and
for other community members; and

proclaimed by Robert D. Ray, Governor of Iowa, as Iowa Drug Abuse
Prevention Week:

by virtue of the power vested in me as Mayor of this
community of Ionia City, Iowa , do proclaim and pronounce the
week of November 14-eu, 1976, as Drug Abuse Prevention Week, and
ettthusiastically encourage all citizens of this community to p4r-
ticipate in this effort by examining their o�m drug taking Behar-
by searching for possible alternatives to drug use, by establishing
open communication with family and friends to instill in other$ the
necessary self-reliance to resist drug misuse, and by supportiIig
drug abuse prevention and treatment efforts already underway,

WHEREAS, the vast majority of youth are concerned, knowledgeable and
responsible citizens, and
WHEREAS, the accomplishments and achievements of these young citizens
deserve recognition and praise of their elders, and
WHEREAS, Optimist International has for the past twenty-t«o years
promoted and conducted a program entitled Youth Appreciation
Week, which this year is to be observed 'November 8 - 14:; and,
WHEREAS, the citizens of Iowa City, Iowu, have indicated a desire to john
