Adjournment Draft Minutes Iowa City Telecommunications Commission August 28, 2017 – 5:30 P.M. City of Iowa City Cable TV Office, 10 S. Linn St. - Tower Place, Level 3A Call to Order:Meeting called to order at 5:31 P.M. Members Present:Matthew Brenton, Laura Bergus, Derek Johnk, Paul Gowder Members Absent: Staff Present:Ty Coleman Others Present:Gerardo Sandoval, Bond Drager Recommendations to Council: None Approval of Minutes: Bergus moved and Gowder seconded a motion to approve the June 26, 2017 minutes as presented. The motion passed unanimously. Announcements of Commissioners: Introductions were exchanged between the newly appointed member, Matthew Brenton, and the rest of the Commission. Short Public Announcements: None Election of Officers: Derek Johnk was voted by members of the Commission to continue as Chair. Paul Gowder was voted to continue as Vice Chair. Consumer Issues: Coleman noted that one of the two months reported had no complaints submitted to the Cable TV Office. Bergus asked if the Cable TV Office phone number was still printed on subscriber bills. Coleman said he would confirm with Mediacom. Bergus also noted that it would be nice to have this information included in digitally-distributed bills. Mediacom Report: Coleman reported that he received information that Mediacom’s Letter of Credit to the City was still in place. 1 Draft Local Access Reports: Bond Drager from the Iowa City Public Library and Gerardo Sandoval from Public Access Television introduced themselves to the Commission’s new member. Sandoval reported that PATV is investigating the possibilities for developing its property at Lafayette St. Sandoval also noted that PATV had recently acquired some new equipment that allows for wireless multi-camera productions and live-streaming. Drager reported that the Library is adding ten additional hotspots to its offerings, saying that they have been well-received. City Cable TV Office Report: Coleman noted that the Cable TV Office had been producing programming related to the upcoming School election, including a League of Women Voters forum that presented both sides of the bond issue found on the ballot. Coleman said that a short informational video was also produced. Also, the Meet the Candidates project had recently been completed, offering candidates a chance to speak to viewers for up to five minutes. Coleman said that his staff would also be recording an upcoming candidates forum sponsored by the Iowa City Education Association. He said that a “Meet the Candidates” page had been created on the City Channel 4 website at citychannel4.com/mtc and featured all of the election-related content being produced as well as a list of other candidate forums being held in the community. Sandoval noted that PATV would be producing and live-streaming an Education Exchange program featuring the school board candidates. Coleman said he met with the Housing Action Committee of the Johnson County Livable Community organization to discuss a series of public service announcements to highlight items to be considered by those looking to build or buy a home to ensure long-term living potential. Johnk asked if Commissioners could receive links to some of the programming created by the access channels ahead of each Telecommunications Commission meeting. Bergus suggested that Coleman could direct Commissioners to the online media sites of the access channels by including links in the email that is sent to the Commission prior to each meeting, saying that it would serve as a reminder to members of the Commission to check out some of the latest Iowa City access programming. Johnk said he enjoys promoting the work of the access channels. Coleman said that the access channels would appreciate the extra promotion. Adjournment: Bergus moved and Gowder seconded a motion to adjourn. The motion passed unanimously. Adjournment was at 5:49 p.m. 2 September 22, 2017 To: Iowa City Telecommunications Commission From: Ty Coleman, Media Production Services Coordinator (MPSC) Re: Cable Complaints August 2017 1.) Date: 08/04/17 Method of contact: Phone call to MPSC Complaint/Comment Summary: The customer called to report that she had been experiencing problems with her TV and Internet signal and had a technician out who reported there was not enough power at the street and that a new cable would have to be installed. She did not hear from anyone for a while and called and was told that it would be 21 days before the job would be completed. The customer was concerned that it was going to take so long to get her signal working reliably. Resolution Summary: MPSC forwarded to Mediacom’s Rick Karnes for investigation. Karnes confirmed that a new cable would need to be buried and said that a road bore may be needed. A few days later, the customer contacted Mediacom again and was told that the job would be completed a week later than previously stated. Karnes said he would check with the contractors who would do the work to see if it could be expedited. Karnes later reported that the cable had been buried on August 11th and the job was complete. Date of Resolution: 08/11/17 2.) Date: 08/18/17 Method of contact: Online complaint form via City Channel 4 website Issue/Comment Summary: The customer complained that Mediacom had laid a cable across his backyard and that it has remained unburied for a month. He also said that when they made repairs, the cut service to two of his three lines inside the house, leaving him without a signal in two rooms. Resolution Summary: MPSC forwarded to Rick Karnes. Karnes reported that Mediacom was able to restore the signal to the two rooms and that the cable would be buried soon. The customer then reported that though service was restored, that the reception was weak and that some channels would not come in. The customer called a number he was given but did not receive a call back. Karnes reported that a technician was able to meet with the customer to get the issue resolved. The customer was given that technician’s number in case of further problems. The customer reported that part of the problem was determined to be an issue with a loose connection inside his TV. Date of Resolution: 08/24/17 PATV Report to Iowa City Telecommunications Commission September 2017 September in Iowa City has been a lot about the return to school. We had the opportunity to live stream Education Exchange both the candidate for the Iowa City Community School District and the Bond Referendum. We also collaborated with LV on a live stream of The Green Room series. PATV Board Meetings PATV Board of Directors next meeting Oct. 19th., at 6 pm. September 2017 The Library Channel September Update: The 2017 International Authors series with the UI International Writing Program began on Friday September 1st. Seven weekly panel discussions with the writers from the IWP will be broadcast live on Fridays at noon through the end of October. On September 25th we will broadcast “After Brexit, after Trump: Germany at the Polls 2017” in conjunction with the UI Dept. of German. The guest will the Herbert Quelle, Chicago Consul General of the Federal Republic of Germany. September 26th we will broadcast the monthly DNA Interest Group event “Hidden Family History Revealed pt2”. Special children’s programming this month have included a shadow puppet program from local storyteller Darrin Crow and a tribute to Shakespeare’s First Folio from The Forking Queen. Children’s programming will include Storytimes with Banned Book titles, a yoga storytime, and a Storytime told in both English and American Sign Language. We have begun to work with a West High School volunteer, who will be devoting about 7 hours per week to work on the new and improved City Channel 4 website. Website: In August, we had 1,520 users access 3,153 pages in 2,090 sessions. Our most popular pages were Mediacom's channel lineup, Mediacom's cable rates, our home page, our video page, and our Meet The Candidates page. Our streaming media provider reports 7,630 total hits, which includes 3,858 Events (player window was loaded), 87 Sessions (media was played), and 895 OnDemand Hits (media was scrubbed or index point was clicked). 2632 podcasts were downloaded, and our HQ media was accessed 153 times. The huge increase in podcast downloads, which accounts for 70% of total hits, is probably bot traffic. Our live stream was accessed 1,411 times, but all but 200 - 250 of those also appear to be bot traffic. On YouTube, we had 5,581 video views account for 15,095 minutes (251 hours and 35 minutes) of watch time. We picked up an additional 15 subscribers, bringing our total subscribers up to 200. Our most watched videos by number of views were the Welcome to Iowa City! video and Know Your Neighborhood: Lucas Farm, while the most watched videos by viewing duration were the August episode of Iowa City In Focus, Know Your Neighborhood: Lucas Farms, and Emergency Services Youth Camp. Programming: We cablecast 141 programs produced in-house 1018 times for 612 hours of programming, 27 locally-produced (DITV, Senior Center, Hoover Library, JC Board of Supervisors, Coralville, North Liberty and University Heights) programs 72 times for 71 hours of programming, and 20 imported programs 68 times for 32 hours of programming.
