Affirmative roll call vote unanimous, 707 6/O, Vevera absent. LaMar Morris, 3014 Friendship, appeared and suggested that W. Benton St. and Melrose Ave. be extended west to FW 518 to help alleviate /7/0 traffic problems & facilitate traffic to hospitals. No one appeared at the public hearing on the plans & specifications for the River Corridor Sewer Project. P'.W. Dir. Plastino indicated the City might have a chance to receive Federal ,funding, and he also described 1711 the area of concern for this project. Mayor Pro Tem Balmer announced there is one vacancy for an unexpired term ending 1/1/82 on the Parks & Rec. Comm., with the appointment to be made at the 10/24/78 meeting. Erdahl commented that, parking on both sides of College St. impedes traffic flow for the detour around Muscatine. In reference to Erdahl's concern for Seaton's Grocery, P.W. Dir. Plastino stated new detour signs will be erected stating that there is access to Seaton's. Perret relayed 7 .' the citizen request that the lights at theintersectionof Burlington & j Capitol be turned back on for pedestrian safety. Mayor Pro Tem Balmer stated that'Council will be discussing the truck embargo on Kirkwood Ave. at the Sept. 25 informal meeting. U.R. Coord. Glaves explained the sidewalk on Dubuque Street was temporary & soon would'be covered with brick and that the disjoined alley would be connected with a zig-zag of ' cement,(wnich is part oftheoverall design). Perret asked that staff check the potholes on the Melrose bridge. Mayor Pro Tem Balmer noted that City received arg ant for, approximately $90,000 to help furnish the Senior Center. Roberts requested that Council discuss calendar parkin in the near future before winter arrives. Neuhauser complimented the St. bridge. 1713 P.W. Dept. for the good repair job done on the Summit Acting City Mgr. Helling read a public information notice indicating that a public meeting would be held on 10/3/78 at, 7:30 P.M. in the Council Chambers to explain the process of citizen involvement in the A allocation of CDBG funds. Moved by Neuhauser, seconded by deProsse, to table the ORDINANCE ; AMENDING ORD. NO. 2605 TO REQUIRE THAT AN ESTABLISHMENT FOR WHICH A LIQUOR CONTROL LICENSE OR BEER PERMIT IS ISSUED SHALL BE LOCATED ON THE, GROUND FLOOR OF A BUILDING AND SHALL CONTAIN WINDOWSWHICHPERMIT VISIBILITY OF ITS INTERIOR FROM THE'PUBLICWAY to discuss further. 1720 Motion carried, 6/0, Vevera absent. City Mgr. was directed to ask the P.W. Dir. to put his concerns regarding utilities concerning this matter in a memo to Council and to find out the schedule by which Johnson Co. needs to have this matter taken care of.
