Curtis Purington, Ch airperson, called the meeting to order and welcomed a 1 � new member, Pat Owens, who'is the representative from the Housing Commission. x Milkman also introduced Dale Helling, Assistant City Manager, and Sue Sheets, { Planner/Program Analyst. 2. Purington called for a motion regarding the minutes of the August 2 meeting. I Carter moved, and Pecina seconded, that the minutes of the August 2 meeting be approved. :The motion carried unanimously. 1 - 3. Braverman asked about the decision that was made regarding the allocation of funds for bus: shelters. Sheets answered that the recommendation had been turned) a down by City Council and that she understood the City was working with AARP to get some shelters. She further stated that it was her understandinglthat the CDBG funds had to be used, within the 11403 Area" and that the sites identified f Ifor bus 'shelters and/or benches were within this area. i Braverman moved, and Amidon seconded that 50 000 from the Contingency $ Fund be g Y allocated for the purpose of setting up bus shelters in the 403 area. Motion carried unanimously. 4. Milkman distributed copies of the Proposed Schedules: for CCN Meetings for September,, October, and November: She pointed out that the regular October' meeting had been changed from October 4 until October 18. This change was made in order to provide committee members with citizen; proposals for the Sth year funds.(copy attached) Milkman explained that at this time there is no exact figure of the unused 3rd year funds, but that 'a rough 'estimate would be $400,000. She stated that staff is working now with the Finance Department to determine just exactly what was reallocated and what was really encumbered. After some discussion of the reallocation of unused funds, Braverman and'Pecina noted that they are now in favor of purchasing the machine that would be used to keep Ralston Creek; clear ofdebris. _ Braverman recommended that this machine be placed on the list of projects to be considered for reallocation of funds. S. Milkman stated that on the suggestion of several', committee members a tour is being planned in order for committee' members to see just what has actually been /68q T•-. ASSISTANCE: a � 1. Staff assistance in determining traffic patterns and calendar phasing of the trunk sewer on Madison Street as they would relate to the vacation of Capitol'', ! Street between Court and Harrison' Streets for construction of a new county jail. 9 SUN94ARY OF DISCUSSION AND ACTION TAKEN: Blum called the, meeting to order and asked if anyone present wished to discuss any „ 1 item not included on the agenda.. Kammermeyer stated that he would later report on the City Council meeting of September S. 1 I Blum then called for consideration of the minutes of the meeting of July 27, ! 1978. Commissioners voted' unanimous approval of these minutes; Regarding the minutes of August 3, 1978, Jakobsen stated that she had presided at that meeting and had not made the motion regarding adult businesses in Iowa City. i Commissioners then unanimously approved the minutes as corrected. Review of an'innovative ,parking area design plan for Perpetual Savings and Loan at the southwest corner of Burlington and Clinton' Streets: E Boothroy'stated that he had checked to see what trees would be planted between Pentacrest Garden' Apartments and Perpetual Savings and Loan. Cain asked that the minutes show that the landscaping of the adjacent property along the west border was considered when this plan was discussed. 5-7829. Public discussion of the preliminary plat, of Village Green, Part 10, located southwest and northeast of Village Road extended; 45-day ,limitation period: 9/24/78, 60-day limitation period: ;10/9/78: Boothroy presented an overlay of the area and explained that this subdivision had the same characteristics as the previous Village Green subdivisions. He further ! stated that a sewage detention facility would be required. r„ I 1 Dick McCreedy asked if the Commission had any concerns regarding the general layout of the subdivisionand stated that th'e developers had no objections to the suggestions and recommendations that had been submitted by staff. The only concern voiced by the Commission was the internal circulation of the area. j Jakobsen moved, and Vetter seconded, that action on this matter be deferred until the next regular meeting. Public discussion of the final plat of Bryn Mawr Heights, Part ll, located south of Denbigh Drive and west of Benton Street; 45-day limitation period: 10/2/78, ff 60-day limitation period: 10/17/78. y Martzahn stated that additional; plats had been submitted showing the sewer easements and curve line data. After a brief discussion of this item, Blum called for approval f of the final plat of Bryn Mawr Heights, Part ll. The Commissioners voted unanimously' to approve' the final plat subject to the approval of the legal papers and the location of sewer easements and center line curves. The Commissioners voted unanimously to approve the final plat of Bryn Mawr Heights, `Par 1t 12, subject to the approval of the legal papers and the location of the sewer easements - and center line curves! S-7832. Public discussion of, the preliminary and final Large Scale Residential Development plan of Capitol House Apartments, a proposed 81-unit elderly housing complex at the northeast corner, of Dubuque and Court Streets. ';These plans show three additional, parking spaces being changed to tree islands.' Blum called for approval; of the "innovative parking area design plan" as meeting the definition of "innovative parking area design" as stated in the Tree Ordinance. ji Thevote was. unanimously.. in favor. Blum then called for approval of the preliminary and final LSRD plan of Capitol House Apartments. The vote was unanimously in favor of approval. S-7833. Public discussion of the final plat of Village Green South, Part 2, !S located east of Mercer Park; 45-day limitation period: <10/9/78, 60-day limitation period: 10/24/78. Discussion of this item was included in the discussion of S-7829. Jakobsen moved, and Cain seconded, that action on this matter be deferred uniil the next regular meeting. Motion carried unanimously. 4 Kammermeyer reported on the actions taken at the City Council meeting of September 5, 1978. He stated that one, of the major concerns of City Council,is,that boards and commissions not make, policy statements to state and local governments. i Blum stated that, he found it necessary to leave but wanted to state that in regard to the vacation of Capitol Street between Court and Harrison'Streets he felt something needed to be done with West Benton Street ,where it meets Clinton Street. He stated iC that he thoughtsomething could be done with', the island to allow a left turn onto Clinton Street. ; Jakobsen presided at the remainder of the meeting. Discussion of a proposed preliminary plat of a subdivision to be located west of Shimek School. t Schmeiser presented maps and sketches of the area and explained that there appears to be no problem with a 40' right-of-way if sidewalks are placed on only one side of the street. He also discussed traffic patterns between North Dubuque and Prairie !` du Chien. Norman Bailey, developer for the proposed subdivision, also presented a topographic map of the area and discussed his plans for tile development. He went into some detail of the entrance of the subdivision which will feature trees in a center island. Discussion of the vacation of portions of Capitol and Washington Streets for the two -block mall. i Paul Glaves, Development Coordinator, presented drawings of the placement of the building on the two blocks and explained that the jutting of the building into the right-of-way has'a primary benefit on the Capitol Street side of allowing for an additional setback on the Clinton Street side and providing adequate depth for a ; typically dimensioned retail store. He further explained that the chief advantage on the Washington Street side was that it allowed the loading docks to be recessed I r I off the street. f A brief discussion of the traffic flow in this two -block area followed. Cain moved, and Lehman seconded, that the vacation of portions of Capitol and Washington Streets f for the two -block mall be approved. Motion carried unanimously. { Discussion of the vacation of Capitol Street between Court and Harrison Streets for L { a new county jail. i Dennis Kraft, Director of Planning and Program Development,' stated that a request h for: consideration of the vacation of Capitol Street between Court and Harrison Streets has been received.He explained that in considering a central location for the new jail it appears (1) that there will be no dramatic impact on traffic, (2) that the utilities are present, and (3) all of the land on the west side of the street is owned by the University. The legal opinion is that the', City owns, the street. Jakobsen stated that she didn't think the City could even think about closing Capitol L Street until the trunk sewer on Madison Street was completed. She asked that a calendar n ale dar hasi schedule for this work be obtained phasing Also of 'concern to several Commission members,is the traffic Circulation to the 1 Pentacrest Garden Apartments complex. Cain suggested that Mr. Clark be contacted regarding this situation and that perhaps a letter be sent to him making him aware that there are changes possible in the traffic pattern in the area and inviting him to discuss the matter with PP,Z if he wishes. Commissioners asked Mr.,Schmeiser to draft a'letter for Mr. Blum's signature setting forth this information, Commissioners requested staff assistance regarding the traffic, patterns in the area and a'calendar of the phasing of the work on the trunk sewer on Madison Street. Commission members discussed how to best relay their feelings regarding Highway 518 to the DOT prior to the meeting to be held next Thursday, September 14. After some discussion and in light of the feeling of City Council regarding commissions and policy statements, the Commissioners requested Jakobsen to 'send a letter to City Council'' stating their preference for a westerly alignment and requesting that City Council forward this letter to the DOT. In a further discussion, Commissioners decided that they would prefer attending the " DOT's meeting on Highway 518 rather than having an informal P&Z meeting to work on the Zoning Ordinance. i Discussion of scheduling of meetings for review of the new Zoning Ordinance. Schmeiser'stated that several Commission members had suggested to him that perhaps.I 1 the Zoning Ordinance be referred back to staff for complete revision. After some j discussion, the Commissioners agreed that the best alternative at this point is to have staff completely revise the Zoning Ordinance and schedule meetings when the staff feels it necessary to review revised, sections of the ordinance. li Discussion of the status of the proposed revised Tree Regulations. Schmeiser stated that he has met with the landscape architects and gotten their suggestions on the Tree Regulations. Staff, will be preparing a new draft and presenting a revised Tree Ordinance with these suggestions incorporated. There being no further business, the meeting was adjourned.
