The enclosed petition, signed 'by'500 residents of Iowa City,
provides documentationof concern for the impact of our airport
facility on west side residential areas'. Low and noisy flights
have increased significantly within the ,past 'two years. These
flights have been as frequent as 45 sec. to'5 min. (generally
every 1 - 3 min.) occurring consecutively for approximately 30 min.
to several hours. Flights sufficiently_ noisy to awaken sleeping
residents have frequently occurred as late as 11 pm and,midnight
and as early 'as"5 am. Two often used flight paths are within
a few hundred yards of Roosevelt and 'Ernest Horn' Elementary Schools,
two retirement homes, a densely populated commercial area,
two; high-rise dormitories and General Hospital

Dear Mayor Vevera and Council Members:'
Having attended the regular Council meeting of September 5, 1978, I
wasp articularly pleased that the letter; and petition from the Brookland
Park, Neighborhood Association was discussed early and quite seriously.
one of my very first contacts with the city was.about'our traffic problem
when',I attempted to have a stop sign placed at the corner of Melrose Court
i
and'Brookland Park Drive to protect my small children. .
At the meeting, L was particularly disturbed about a comment that
had been made suggesting that the Melrose Avenue Neighborhood Association
had worked against easing traffic flow on Melrose Avenue and therefore
had ,limited the possibilities of cutting down traffic on Melrose Cout•
Since,', our group and the Melrose Avenue Association had worked together,
I want to clarify the Melrose Avenue Association position.
The Melrose Avenue Association argued that Melrose Avenue had been
found 'to be adequate 'at its present width for man years in the future.
However., since,traffic does not'flar smoothly toward the Riverside
intersections theye suggested that the circle made by
Grand -Avenues
Melrose'Avenue, and Byington be made one way and that the turn on
$gington into Grand Avenue be made wider to handle two lanes of traffic.
Presently,'the'two lanes on''Byington are not used because twozears cannot
negotiate the turn at Grand, Avenue. By -widening the right lane, cars
making right turns on to Riverside would be able to make their turns
without waiting for those going straight; or turning left. This would also
encourage' people to use the:Byington approach rather than cutting through
Melrse' Court.
I am looking forward to hearing the staff report and I hope I can be
notified when it will be discussed. I or someone from our neighborhood
would be more than happy to meet with staff members if possible,

PUBLIC INFORMATIONAL MEETING

The City Council of Iowa City will hold a public,meeting
on Tuesday, October 3rd at 7:30 P. M. in the City
Council Chambers at the Civic Center, 410 E. Washington
St., to explain the process of citizen involvement in
the allocation of Community Development Block Grant
Funds (CDBG).
Members of the City Council and the City Staff will
explain how and on what types of projects the city's
approximately $l million allocation may spent and
where and when citizens may make their recommendations

on these allocations. Citizens will during this
o
meeting have the opportunity to review and comment
t
�' on the citizen participationplan for FY '80 CDBG
funds.
