has worked with the Crisis Center and had contact with U.A.Y.

The July service report brought extensive discussion concerning
structuring of time. This led

Summary of Discussion and Action Taken'
The meeting was convened at 4:25 by President Bezanson.
Minutes of the regular meeting of July 27 were approved. Moore/
Richerson.The August disbursements were approved.' Newsome/Richerson.
Director's Report attached.
Connie Tiffany, AV librarian, reported'on progress of Cable TV
in Iowa City and how that progress will affect the Iowa City
Public Library. The cable TV ordinance was approved August 22,
1978, by the City Council. Proposals were sent to 25 applicants
for the franchise. Three percent of ,the revenue will go to the
City for equipment and, personnel support. Competition may bring
in support above three percent, especially in the form of equip-
ment and/or services for the library's, proposed cable studio. The
ordinance calls for the library to be responsible for,the city's
participation in the composite government/education channel.
The President's Report and Committee Reports outlined progress towards
the November'7 referendum. The.brochure, to be distributed be-
ginning with a September 11 kick-off,is now at the', printer's.
'After distribution, Board members and their crew will conduct a
follow-up telephone survey. Suzanne Richerson will be informed ,
of newsworthy events in order to prepare press releases.' Funding
for the campaign for the new library, is being sought from private
sources, and public and private grant sources for the new building
are also being investigated.- Board members were reminded that
September 28,'7:30 p.m.,' Thursday, in the Auditorium, is the
FRIENDS sponsored public meeting on the referendum. Joyce Summerwill
will coordinate Library tours beginning in October. It is planned

to have a table at the front entrance for information and tour
recruitments. Trudi Rehnquist is the coordinator of the displays
in Sycamore Mall on Saturday October 14, Saturday October 28
Saturday November 4 and Sunday November 5. Board members will

take shifts at these displays.

Financial
I recommend that no further HLM bills be paid until both extra
projects are completed (engineering study and preparation of
presentation materials) and itemized bills have been submitted.
Cable TV
Connie Tiffany's participation in the planning process for
Cable TV has been an asset `for :the City, and has greatly strengthened
the community,, and the franchise applicant's understanding of the
library's role in use of the video/cable medium. sIt has also
greatly increased ,the possibility that the library will be a vital I.
link in any system which will be constructed.
White House Conference on Libraries & InformationServices i
The Governor's Conference on Libraries and Information Services-
to be held March 27-29, 1979 in Des Moines is one of 50 conferences
being held as a preliminary meeting, to the November 1979, White
House Conference.,', The ,purpose of the state meeting is to select
delegates and adopt resolutions to send to the national conference.
One hundred of the 150 delegates to the state conference must be i
"lay" persons. Fifty will be librarians. All delegates are chosen
following a self -nomination process. Applications will be avail-
able Oct. 1, and must be "submitted by Nov. 10. Those selected
will be notified in January, 1979. A`national information policy
and'a better understanding din of all kinds of libraries and how they I
relate to each other and other' information resources are, the goals
of the White House Conference. I urge you to consider, attending
and, to recruit others in the 'community to, apply.

Kinney -Lindstrom Grant Application
We have sent a preliminary letter of intent to the Kinney -Lindstrom
Foundation. Our ,grant application in preparation will request,$301000
to purchase the opening day audio-visual equipment for a new
building. It is based on the premise that in its new building
