Official Actions Public hearing was held to provide an oppor-
October 3, 1978 tunity for citizens to review and comment on the

Dev. Block Grant projects for FY80 will be selec-

Mayor Vevera announced three vacancies, on the
Riverfront Comm., representatives to be chosen from
IowaCity, 'a Coralville, 'Johnson County, terms
expiring 12/1/81;'.- and one vacancy on the Board of
Appeals for unexpired ',term ending 12/31/79; all
appointments to be made at 11/8/78 meeting.
Erdahl & deProsse called attention to abate-
ment of noise.' Environmental.Protection Agency, of

LaMar Morris, 3014 Friendship, appeared and suggested that W.

traffic problems '&,facilitate traffic to hospitals.
No one appeared at the public hearing on the plans & specifications
for the River Corridor Sewer Project. P.W. Dir. Plastino indicated the
City might have a chance to receive Federal funding, and ,he,also ,described
the `area 'of concern for this project.
Mayor Pro Tem Balmer announced there is one vacancy for an.unexpired
term ending 1/1/82 on the Parks"& Rec.'Comm. with the appointment fo be
made at the 10/24/78 meeting.
Erdahl commented that parking on both sides of College;,St. impedes
traffic flow for the detour around Muscatine. In reference to Erdahl's
concern for Seaton's Grocery, PW. Dir. Plastino stated new°detour„signs
will be erected stating that there is access to Seaton's. Perret relayed
the citizen request that the 'lights at:the intersection of Burlington &
Capitol be ,turned back on for pedestrian safety. ,!Mayor Pro Tem Balmer
'stated that Council will be discussing the truck embargo on Kirkwood
Ave. at the Sept. 25 informal meeting. U.R.-Coord. Glaves explained the
/ sidewalk on Dubuque Street was temporary & soon would be covered with
brick and that the disjoined alley would be connected with:a zig-zag of
cement (which is part of the 'overall design). Perret asked that staff
check the potholes on the Melrose bridge. .Mayor Pro Tem Balmer noted
that City received a grant for approximately $90,000 to; help furnish the
Senior Center. 'Roberts requested that Council discuss calendar parking
in the near future before winter arrives. ',Neuhauser complimented the
P.W. Dept., for the good repair job done on the Summit St. bridge.
Acting City Mgr. Melling read a public information notice indicating
that a public meeting would be on 10/3/78 at 7:30 P.M. in the
Council °Chambers >to explain the process of citizen involvement in the
allocation of CDBG funds. There were no Council objections to holding
meeting.

Johnson Co. needs to have this matter taken `care 'of.

A. Larry Schnittjer, MMS, explained the type of street they are
proposing has been very effectively used in Cedar & Linn Counties'.
B. P & Z Commr. Blumn stated their commission's policy re consideration
of extrateritorial jurisdiction applications. ',P,& Z examines the'
potential for foreseeable annexation of an area of:land within a
20 - 25 year period.
C. The fact that an annexation policy was needed was reiterated.
D. There was favorable discussion for an intermediate set off -standards
for rural 'subdivisions betweew the enforcement ofrall of thed
Standards and none of the standards.
E. Several; Councilmembers indicated they would like to discuss the
County's position on requirements for county subdivisions. l
