Dear City Council Members:
I
'. On September 14 I appeared before you with severalsuggestions dealing
with the question of pedestrian safety in Iowa City.. Ihave received a.,
affic
reply from Mr.'Berlin which indicates ,that my suggestions. regarding [r _
control on Washington had already been considered and rejected by the city.
Zn'addition,'warning signs are apparently.worthless; drivers do not read
„.'i
them. There was, however, one positive suggestion from Mr. Berlin that I i
-about
certainlysupporqthat suggestionwas to educate. pedestrians "walk"
signs at somejstop lights. My concern,,, however, is the control and educe-
tion of drivers as the more dangerous of the traffic mix.
I am here tonight to ask whether or not immediate steps can be taken'
to protect pedestrians crossing Gilbert Street at Iowa Avenue. As some of
tuit .Univers it of Iowa Dean Emeritus of the College
you know, 'Dewey B. S , Y
I
of Liberal Arts, was struck by a car just before noon Friday as he was,
1
welkin 'east in 'a crosswalk from the north side of. Iowa Avenue. Those 'of
g
us who regularly cross Gilbert at this point are concerned about the lack
of attention paid to pedestrians by, drivers., As one of 'the investigating,
officers said to me at the hospital while I was waiting to see'Dean Stuit,
" idents in Iowa City is that it is
e few pedestrian accidents
The reason we have p
suicide to cross the streets .(with no lights).°..
I do not believe that it should be so dangerous to cross the streets,
in or, near downtown Iowa City, and Gilbert and Iowa is close to downtown.
There are two courses of action that I am suggesting as ways to correct
the situation. The perhaps first and erha s the most satisfactory solution'would
'
be to install stop lights at the intersection of Iowa Avenue and Gilbert
just as there are stop lights on other downtown streets intersecting
Gilbert. The cost of a stop light may seem high to those not using that
street; in that case, I would like to suggest ,the cheaper alternative of
putting stop signs an Gilbert Street at. Iowa Avenue. Tfiat<would make the
Iowa Avenue and Gilbert intersection a four-way stop which would at least
reduce the concern of drivers turning on to Gilbert from Iowa Avenue about
tieing hit and perhaps give the pedestrians a Lighting chance. Drivers
-
often do stop or at least slow down atstop signs..`

observations,
the worst offenders are drivers of large and pickups.
However, t g

To justify the cost even of stop signs, if you so desire I can easily
obtain a very.. large 'ofsignatures

many faculty members and students'. that
use that route. As you know, there
are no _buses going down Iowa .Avenue -and there
are a, large number '.of'students
living on Iowa and crossing Gilbert on foot or on bicycles.
,Both the city
and the University have parking lots on the east side of Gilbert along
Iowa.
I would also be willing to arrange for an informal• pedestrian and
vehicle count,
j
including the number of oars that stop for pedestrians in
the crosswalk,
if such information is necessary for a decision. But I
would like to suggest thatthe need for lights great ar Iowa as at
Washington ton Street.
6 A part of the problem is the Policy of moving cars as
rapidly as possible on Gilbert (as
30 m.p.h. on So. Gilbert).
Many of us believe thatpedestrians have as much right to move easily
and safely across the streets of Iowa City as the drivers have to use the'
i
streets. And, of course, pedestrians must also obey laws. If the police
were to issue; tickets both for jay walking and'for not giving pedestrians'
the right of way in crosswalks, there is a good chance greater safety for
allwould be
achieved. ;
