d. Setting Public Hearings.
(1) Consider setting a public hearing on February 17, 1979,
on an ordinance closing Myrtle Avenue to through traf-
fic by placing a traffic island west of Greenwood Drive
on Myrtle Avenue.
Comment: This ordinance would close Myrtle Avenue to
through traffic by directing the City traffic engineer
to place a traffic island west of Greenwood Drive on
Myrtle Avenue for the purpose of eliminating access
to Melrose Court from the south.
e. Correspondence.
(1) Letter from Iowa State Bank and Trust Company regarding
proposed amendment to the Housing Maintenance and Oc-
cupancy Code. This letter has been referred to the
City Manager for reply.
(2) Letter from Della A. Grizel regarding parking regula-
tions. This letter has been referred to the City
Manager for reply.
(3) Letter from Mrs. Wanda Pickering regarding trash and
garbage pickup regulations. This letter has been re-
ferred to the City Manager for reply.

Item No. 3 - PLANNING AND ZONING MATTERS.
a. Consider a recommendation of the Planning and Zoning Commis-
sion to approve the final plat of Woodland Hills, Part 2,
5-7842.
Comment: The Planning and Zoning Commission, at a regular
meeting held January 4, 197q, recommended by a unanimous
vote (5-0) approval of the subject addition located one and
one-half miles north of Iowa City corporate limits and east
of Highway 1 via a county road, subject to approval of the
legal papers, provision of the proper signatures affixed to the
plat, deletion of a 50 foot utility easement, and waiver of
the street requirements of the rural development standards.
This recommendation is consistent with a staff recommenda-
tion presented in a staff report dated January 4, 1979, which
was attached to the Council agenda of January 16, 1979. The
applicant has requested that this item once again he placed
on the informal agenda to discuss the provision of storm
water management in the county. The applicant and his attor-
ney will be present at the Council's informal meeting to dis-
cuss this matter.
b. Consider a recommendation of the Planning and Zoning Commis-
sion to approve the amended preliminary large scale residen-
tial development plan of Weet%-Jndu-. 5-7902,
Wrn dWitc.
Comment: The Planning and Zoning Commission at a regular
meeting held February 1, 1979, recommended by a unanimous
vote (6-0) approval of the subject plan located south of
Melrose Avenue and east of West High School. This recommen-
dation is consistent with a staff recommendation presented
in a staff report dated January 29, 1979, which is attached
to this agenda. A resolution for consideration of this item
will he presented at the next regular meeting.
C. Consider a recommendation of the Planning and Zoning Commission
regarding an ordinance amending Ordinance No. 2238, the Zoning
Code, by deleting the permit fees for signs from the Ordinance

the City Council.
Comment: This item was referred to the Planning and Zoning
Commission by the City Council. The Planning and Zoning Com-
mission, at a regular meeting held February 1, 1979, recom-
mended by a unanimous vote (6-0) approval of the subject or-
dinance.
d. Public hearing to consider an ordinance amending Ordinance
No. 2238, the Zoning Code, by deleting the permit fees for
signs from the Ordinance and requiring permit fees to be
established by resolution of City Council.
Comment: Last year the City Council instructed the staff to
delete the requirements for permit fees from all ordinances
and have them established by resolution of City Council. The
Sign Ordinance was overlooked during that resolution establish-
ment process. See item above for recommendation of the Plan-
ning and Zoning Commission.

i Item No. 8 - CONSIDER A RESOLUTION AMENDING THE CLASSIFICATION PLAN FOR CLAS-
` SIFIF.D PERSONNEL BY ADDING AND RE-ESTABLISHING POSITIONS.
Comment: Council has previously discussed the Broadband Telecommunications
Specialist and Senior Center Coordinator positions. The resolu-
tion establishes the Positions in range 11 and Group III, re-
spectively, of the pay plan.
In addition, when the Energy Program Coordinator position was
established, July 25, 1978, Resolution No. 77-410 was incorrectly
amended. Number 3 establishes the position correctly and number
4 repeals the incorrect� resolution.

Item No. 9 - CONSIDER A RESOLUTION AMENDING BUDGET AUTHORIZATION RESOLUTION
6 NO. 78-128 FOR THE PARKS AND RECREATION DEPARTMENT, CEMETERY
DIVISION.
Comment: This resolution moves one position at the Cemetery from Mainten-
ance Worker II to Maintenance Worker II[. The size of the work
force at the cemetery, four employees, necessitates erose train-
ing and extensive frequent overlap in positions. It has been
determined that a Maintenance Worker II is regularly performing
most of the duties of a Maintenance Worker III position. No
salary adjustments are anticipated concurrent with approval of
this resolution.

Item No. 10 - CONSIDER RESOLUTION AUTHORIZING FILING OF A COMMUNITY DEVELOPMENT
C BLOCK GRANT APPLICATION IN THE AMOUNT OF 5935,500 UNDER THE HOUS-
ING AND COMMUNITY DEVELOPMENT ACT OF 1974, INCLUDING ALL UNDER-
STANDINGS AND ASSURANCES CONTAINED THEREIN AND DESIGNATING THE
CITY MANAGER AS THE AUTHORIZED CHIEF EXECUTIVE OFFICER FOR THE
GRANT.
Comment:
Action:
Upon adoption of this resolution, the 5th year CDBG application
(for the period July 1, 1979 -June 30, 1980) will be forwarded to
A-95 Review agencies for comment. After the 45 -day comment per-
iod, the application will he forwarded to HUD for review and ap-

Item No. 11 - CONSIDER AN ORDINANCE AMENDING ORDINANCE NO. 77-2863, THE MECH-
ANICAL CODE, BY DELETING THE PERMIT FEES FOR MECHANICAL PERMITS
FROM THE ORDINANCE. AND HAVING THEM ESTABLISHED INSTEAD BY RESOLU-
TION OF COUNCIL. (first consideration)
Comment: The City Council instructed the staff last year to delete permit
fees from the codes and have them established per resolution of
City Council. The Mechanical Code was overlooked during this
process. There is no Board of Review for the Mechanical Code.
A public hearing on this proposed amendment was held on Febru-
ary 6, 1979.

j ADOPTED THE UNIFORM FIRE CODE, 1976 EDITION, SUBJECT TO CERTAIN
AMENDMENTS. (first consideration)
Comment: The uniform Fire Code presently requires wet stand pipes in open
parking garages. The Fire Chief Is of the opinion that other
facilities will provide sufficient protection with a reduction
in coat. Chief Keating states that there is no State Code pro-
vision in conflict with this amendment. A public hearing on
this proposed amendment was held on February 6, 1979.
