Neighborhood Stabilization Update City Manager Fruin gave a brief summary review on Neighborhood Stabilization and House File 134. Fruin presented a Power point on the concept of a cap on rental permits for single-family and duplex units within a defined impact area. Senior Housing Inspector Laverman gave an overview of the recommendations for Housing Code changes. Urban Planner Howard reviewed the recommendations for the Zoning Code changes. Individual Council Members expressed their views. Action: Staff noted the comments on the neighborhood stabilization memo and presentation and will complete the final analysis and prepare the code revisions in the coming months. Clarification of Agenda Items • [Agenda Item 8]... Mixed Use Development - 314 S Clinton St ... Mayor Throgmorton asked Council if they would consider deferring this item to ensure the public had an opportunity to state their views before the vote. Individual Council Members expressed their views and the majority chose to move forward on the item. Information Packet Discussion [September 7, September 141 ➢ September 7 1. (IP2, Copy of article from City Manager: The Looming Decline of the Public Research University) Council member Mims thanked the City Manager for the article. Individual Council Members expressed their views and stated it referenced some of the same challenges the City faces. ➢ September 14 1. (IP6 and IP7, Memo from City Clerk: Listening Post Update and Listening Post Summary Report) Council Member Taylor noted the impressive turnout at Uptown Bill's and proposed Oaknoll as a site for the next listening post. 2. (Late Handout, Reports from Council members) Council Member Dickens commented on the late handout from the Mayor. Mayor Throgmorton summarized his memo regarding the addition of a regular work session topic for Council Council Work Session September 19, 2017 Page 2 updates on assigned boards, commissions and committees. Individual Council Members expressed their views and agreed to add the item. 3. (IP9, Invite from Inside Out Reentry Community: Parole Simulation) Council member Mims noted the invite. 4. (IP8, Making Cities Livable Conference — October 2-6) Council member Thomas mentioned the conference theme which he thought precisely expressed the approach to the Parks Master plan. 5. (IPS, Article from Mayor: From Mobility to Community Building: Rethinking the Future of State DOTs — Project for Public Spaces) Council member Thomas referred to the article and the sensitivity to context on the State designated streets within the City. 6. (IP6, Memo from City Clerk: Listening Post Update) Mayor Throgmorton referred to the memo and suggested Oaknoll for the next listening post site. Council agreed and directed the City Clerk to work with Steve Roe at Oaknoll to schedule a date in November. Adjourn 6:25 p.m.
