Comment: This ordinance amends sections of the parking side -yard require-
ments currently contained in Chapter 8.10 of the Zoning Ordinance
by increasing off-street parking requirements and making provi-
sions for additional open space of building lots within Iowa City.
The ordinance was amended on May 7, 1974.

Item No. 8 - CONSIDER ORDINANCE TO REZONE A TRACT OF LAND FROM RIA to RIB.
(SECOND READING)
Comment: The Planning and Zoning Commission on March 28, 1974 recommended
by a 5-0 vote that an application submitted by Mr. Dean Oakes
to rezone a 1.48 acre tract of land located east of Prairie du
Chien Road and north of Virginia Avenue from an RIA Zone to an
RIB Zone be approved. The applicant proposes to subdivide the
tract into nine lots. Public Hearing was held April 30, 1974.

Comment: This ordinance designates the responsibility for turf mainten-
ance and weed control on private property and street and alley
right of ways; establishes a standard of maintenance and defines
certain nuisances involving untended areas and provides for

RELATIONS COORDINATOR POSITION FOR THE CITY OF IOWA CITY.
Comment: The City Manager and the Human Relations Commission have been

side of Dodge Street just north of North Summit Street. in order
to gain adequate sight distance for traffic approaching from the
north, a vehicle entering Dodge Street from North Summit must
pull out into the oncoming lane of traffic approaching from the,
south on Dodge Street. An investigation by the City Clerk has
revealed no permit for parking on the parking, however, signs
are erected which woulc permit such. Removal of this parking
on the parking would allow adequate sight distance for vehicles
emerging from North Su:.miit Street.

partial response to numerous citizen complaints regarding stray

In addition to the bids received above, the Union Metal Manu-
facturing Company added a proviso of a freight charge of $521.70

&lso, the Union Metal Manufacturing Company added a statement to
the effect that the prices paid for the poles would be the prices
at the time of shipment.
The total amount for this project amounts to $104,563.91 which is
6.6^% over the Engineer's Estimate of $98,125.00.

Comment: The ve resolutions are nece sary to approve the Mercer Park
Tennis Center Project. Under this project six courts will be
constructed adjacent to the Mercer Park swimming pool. It is
estimated that this project will cost approximately $63,111.

Item No. 17 - PUBLIC HEARING ON DISPOSITION OF AN ALLEY IN BLACK 6, COUNTY
SEAT ADDITION. (V-7401)
Comment: The Univ qf- 1q!jq has requested that th3 alley in Block 6
-if County Seat Addition bounded by Harrison, Madison, Prentiss,
and Capitol Streets be vacated. The University owns the entire
Block and there are no existing utilities or easements in said
alley. The Planning and Zoning Commission on February 14, 1974,
recommended vacation of the alley by a 5-0 vote. Public hearing
on vacation was held March 26, 1974.

1. That the Commissioft notes=that there is no
provision for bikeways.in the proposed C.I.P.
The Commission in its motion of April 24, 1974,
recommended that bikeways be placed under Public
Works in the C._I.P., but in making that recom-
mendation to'the'City Council, the Park and
Recreation Commission in noway discounted the
importance of bikeways'. It rahter felt that a
more effective implementation of bicycle needs
for ,the City would be accomplished by considering
them in the City!s;total transportation needs.
2. That Staff be directed:to;proceed at once with
the acquisition of an East Side Neighborhood
Park.
3. That $500 be budgeted for a Pilot Program for
the handicapped individuals for the period from
January to July of 1975.

Following discussion, a subcommittee of June Davis,
Jim Roegiers`and Sarah Fox was established to famil-
iarize`themselves with the programs and possibly de-
velop a rating priority recommendation criteria.
Chairperson Fox reported on the Council Meeting of
May 1,,-1974-.
- a meeting was discussed to be. held May 13, 1974,
for anyone from the public to suggest ideas for
what might be'included in the C.I.P. budget.
- The park:: and Recreation C.I.P. was accepted
as'wri-ten.

Committee-Meetings:
- A new boat ramp facility has _been proposed at

vation Board.as to what th.®ir plans are and how

Mr. Chubb and Bob Leeof the Parks'.and Re%rection De-
partment reported that meetingscontinue on swim instruc-
tion for;handicapped-:.individuals. Because of fee struc-
ture and timing', Systems Unlimitied declined the plan but
younsters from Pine; school 'Will be in the Center Program.

Mr. White reported the receipt of a letter from Governor Ray inviting friends of senior

FINANCIAL REPORT
Mr. White reported a checking account balance of $7,429.90; a savings account balance
of $392558.09; and interest of$479.20 accrued in'the first quarter.

Mr- White stated that the proposed amendments to the By-Laws were introduced at last
month's meeting, He; noted that the 6 amendment would provide for one voting alternate

Parks, Recreation and Open Space
A-95 Review of Proposed First Phase Development Plan
for Lake Macbride State Park:
Mr. Hokanson reported that the Parks. -Recreation and Open Space Co.mnittee had reviewed
the application for this'development',progiam for Lake Dacbride State Park. He stated
that the total amount of the 'grant is $216,000, half federal and half state funds.
Mr. Hokanson noted that the `Committee had_two major concerns concerning the development:
1) the impact on the road system; aiid 2) the need, for a long-range master Plan for the
development of the park. Mr. Hokanson;reported that the Conservation Commission is
checking into the possibilityof acquiring minor private land adjoining the roads in
question -since such properties now cause local (county) maintenance of these roads.
The Cormnission discussed the.possibility of increased traffic to the development area
at some length. Mr. Cisar pointed out that with -the completion of a portion of I-380,
interchanges near Shueyville:would pull in more traffic headed for the t•acbride area
and the roads in that area could not handle the increased volume. Mr. Bartel also
pointed out`that the Board of Supervisors in Johnson County can not handle the financial
burden of the road upkeep'in the Macbride area. :Mr. Gibson pointed out that this is
a great recreational area and should -be supported.
Dr. Huston moved that the Commission find the proposed project consistent with good
regional recreational -planning, and to also recommend that no further development
projects for the state park be planned or -.initiated until: 1) a long-range muter
plan for the park is prepared and available for consideration, and 2) agreement is
reached concerning the governmental responsibilities for transportation plamiing of
access roads leading to the statepark. Mr. Cisar seconded the motion. Dir. Zaiser
noted that the reason the. PRO Committee did not -recommend this particular motion has
that they did not want to. clutter the A-95;'recommendation but to forward this as a
suggestion separate from'`the A-95 review. .Mr. White ''stated that since the t.unc
schedule for this particular proposal 'is 90-120'days, it could be sent back to the
Committee if necessary'or call for a conference prior to the May Commission meeting.
The question was called .on the motion; the motion was defeated: 8 ayes, 10 neys.
Mr. Gibson moved that the -pro posall.be'.found not inconsistent with good regional
recreational planning and that, apart from'A-95 review, a letter be transmitted to
the Iowa Conservation Commission :asking that full attention be devoted to the trans-
portation issues related to -Lake Macbride State`: Park and also asking that no further
development projects forthe park be planned or; initiated until a long-range master
plan concerning transportation and maintenance for the park is. prepared. Mr. Shoeim;iker
seconded the motion; the motion carried.
Small Towns Committee
Mr. Hester reported that the Committee has been very active and has generated interest
to those small towns. who are.not'currently members of the Coimnission. lie also stated
that in the future, the small towns will require more staff time th:ui in the h:'st.

EXECUTIVE BOARD REPORT
East Central Iowa Association-
of Regional Planning Commissions
Mr. White reported that,the ECIARPC.has amended the by-laws in regard to membership
of all, units of local. government as,,,required by, OPP-HUD. He stated that Jones County
has signed -a. Resolution'of-Participation and Iowa`County is seriously considering
joining the Association. �41r. White noted that'Cedar County, geographically in Area X,
is in the process'of negotiating with OPP"to join another State Area. Mr. White
reported that the Director for the Association will be hired within the next month
and the "office.for the staff will be, located in Iowa City.
S.E.A.T.S: Program
Mr. White reported that the ExecutiveBoardhas asked the Director to prepare a report
on the evaluation process to;be used for the S.E.A.T.S.programtie stated that staff
time has been assigned to`monitor'the meetings.
Legislation
Mr. White reported that the Board discussed land use legislation on a state level,
and opposed the minimum wage coverage for public safety employees on a federal level.
Correspondence
Mr. White reported the receipt of a letter of intent from the Mideast Mental Health
Center for construction'_ of a new facility -,;He stated that the letter was referred
to the Land Use Committee:
Transit Advisory Committee
Irdr. White reported., the receipt of letters from the City of Iowa City and the City
of Coralville appointing,Ray Wells -and Robert Bellamy respectively to the Transit
Advisory Committee. Mr. -White noted that this Is. not a permanent concnittee in that
it can be expanded after the five-year "transit development program is con})leted for
U6irA, as per their requirements.
Mr. Hilgenberg reported, along•this same line, that ,the 1995 projections from the
Highway Commission have been completed., Mr. Hokanson added that with the receipt of
the projections, it Will be- `approximately 'a:six-month process before a final plan is
completed.

A-95 Review for the East Central Iowa Area
Crime Commission 1974 Criminal Justice Plan
Mr. White reported that the Board received. the proposed A-95 review for the East Central
Iowa Area Crime Commission 1974 Criminal. Justice Plan. Mr. Kellogg, Director of ECIACC,
stated that the plan has already been submitted to the Iowa Crime Cotmission and the
the A-95 review is a formality. He stated that the Johnson County portion is inclined
in the plan as adopted and amended'by the Regional Planning Commission. Mr. Kattciiee
stated that it would be a waste of` 'time at., this. point to refer it to the conmitttr, and
that the Commission should not run.the risk of jeopardizing existing projects.
Therefore, W. Kattchee moved that,the East Central Iol-ra Area Crime Commission 1974
Criminal Justice Plan be found to be consistent with.good regional plannuig; Mr. Zaiser
seconded the motion; the motion carried with three votes against the motion. W. White
reminded the Commission of the required memorandum of understanding betueen the appli-
cant and an areawide comprehensive planning organization.
REPORT OF THE DIRECTOR
W. Hilgenberg reported that the Parks, Recreation and open Space Cormittee has been
very active and will start; on thedesign-for next year's plan. Solid waste bt=gc_—_ent
is under discussion jointly with the Solid Waste Connittee and the Corrnission on
Environmental Quality. A,reportfrom the Human. Needs area will be ctibmitted to the
Commission at the next regular meeting.'

Reasons =hy Area Would Be Nice for a Park
1. rrea is centrally located in rapidly developing
residential area which has no planned parks,
open spaces, or holding areas.
2. It adjoins an elementary school grounds, plus
providing- an ideal nature study environment.
3. Drainage in this area drains into small creek,
which in turn drains into Ralston Creek south
of Friendship Street. Further urban development
of this nattiral watershed area is contrary to
advised erosion and flood control practices.
4. hrea has 60-80 year old oak trees and a variety
of native:plants,.shrubs, and wildflowers and
wild life co rm►on to a wooded environment.
5. Many residents would appreciate the availability
of a park within walking or biking distance.
6. The idea of a park in this area was brought to
the attention of.the City Council, the Parks and
Recreation-Commission,and the Planning and
Zoning Department about two years a^o. See

The;aezoning request and proposed, plat for Oakwoods
Part 6 raises two questions:,
1. How is the undeveloped land lyirl between the
present Oak"roods Part 3 and the proposed Oakwood
Part 6 to be used?
The City presently has on file no plans ror the
development of.this area. As a general rule,
"leap -frog" _development of this sort seemr, vera'
inappropriate. A better procedure would be to
approve the plans for the Oakwoods Part 6
development. only after a plan for the use of the
land between Oakwood s'Part 3 and the proposed
Oakwoods Part 6 has been made and approved.
2. What are the City's Plans .for a park or "open space,,
in the area north of- .Court Street and east of
liestminster. Street and <'Bovrlirg Green Place?
As yet no land has been designated for park
development --other than the Helen Le..u:;e play;round
However, as Oaknfrood s' Part 6 and other land in th i.^
area is developed there definitely will be a need
for additional local park facilities.
Our purpose in asking these two questions is nor to
oppose the proposed Oakwoods Part -6 development. Instead,
vre wish to sug est that the proposed, oakwoods developi-ent poin',
to a problem that deserves the immediate attention of the Cj;,_;.
This is the problem of providing adequate parr; _acilities for
the residential area that is rapidly developing no: til of Cau:~t
Street and _east of Westminster Street.
5=e also wish to suggest a solution to this problem;
namelv that the area between Oakwoods Part 3 and Oakwood -
Part 6(see the attached man) be developed as a nark-play.,round-
open space area. There are several reasons :•rny this seeMs to
be an appropriate- use. of the area:
1. It is the only wooded area in the area beLr:een
Rochester and Court Streets and Last of

2. 1t adjoins,_a school ground.
3.. It is presently used as a park and recreation
area by a -'large number of people in the area,
4. It is populated with a variety of wrildlife
and is variable in both_ vegetation and 4errain.
It is therefore well 'suited to picnic:ring, hikin,7,
and nature. study, as well as playground activities;,
5. Our conversations with people who .etre familiar
with, the area have revealed a Preat deal of pt:hlic
support for_ a park. In addition, to better ',au -,e
the extent of support, we plan to circulate a
petition requesting that the area be developed
as a park.

Dear Mayor Czarnecki
During the April 10th and 24th meetings of the Johnson
County Commission on Environmental Quality, concern
was expressed for the success of the newspaper recy-
cling program.
The Commission voted to recommend to the City Council
that more effort be devoted to informing the public
of the exact pickup routes, date of pickup for each
quadrant and the types of paper which will be accepted.
One method of assuring that households are informed of
the pickup date is to print notices on monthly water
bills. Although it is difficult to assess how' success-
ful it is at this point, the Commission feels that a
strong commitment to the recycling program is necessary
at the initial stages to insure its success. Hopefull'•
the necessary efforts will be made.

At its May 14, 1974 meeting, the City Council of Iowa City officially
received and placed on file your correspondence requesting bicycles to be
used by the Veterans Hospital's phychiatric service. section 321.89 of
the Code of Iowa, 1973, provides that abandoned motor vehicles, which
includes bicycles,' which are collected by the police department must be
sold at public auction. The only exception to this is when a motor vehicle
is unfit for use upon.the highways; in which case it must be demolished or
sold as scrap_ Due to this provision in the State Code the City of Iowa
City is unable to provide bicycles abandoned and collected by our police
department for your organization.
Thank you for bringing this matter to the: attention of the City
Council. We regret that we are unable to meet your request.

Now that the legislature has adjourned it has become more apparent that there
is a need for the larger cities in Iowa to meet and assess the ramifications of
this last session and what the future may hold for all of us.
I have discussed with the Dubuque Council the possibility of such a meeting
to be hosted here in Dubuque during the month of July, preferably the 12th
and 13th, and the suggestion was met with unanimous approval.
No particular program has been established as of this date, but such subject
matters to be discussed could include land -use legislation, local option taxes,
and the development of much stronger influence in the league of municipalities.
This could give us. one day to attempt to develop some positions on State
legislation and leaving the following day to develop our Federal position,
particularly in the area of Community Development Funding.
Suggested guests would include the Governor, various legislators, Congressmen
and a Representative from the Office of Management and Budget.
Now that I have set forth a rough outline of the proposed program the question
remains, would you and members of, your Council be interested in attending such
a session, and if so,:are the dates acceptable. We would also like any comment
which you may have onithe _subject matter for the program. We would appreciate
hearing from you.in regard to these matters at your earliest convenience.
We hope that your reaction is favorable because we think that it is extremely
important that we begin to communicate our problems. It also would be an
extreme pleasure for the City. of Dubuque to act as your host for what we think
will be a very entertaining. and ,worthwhile, meeting.

All work is to be done in strict compliance with the plans and specifications
prepared by George R. Bonnett, P.E., Acting Director of Public works of Iowa City,
Iowa, which have heretofore been approved by the.City Council, and are on file
for public examination in the office of the City Clerk.
Each proposal shall be made on a form furnished by the City and must be
accompanied by a check drawn on, and certified by, an Iowa Bank and filed in a
sealed envelope separate from the one containing the proposal, and in the
following amounts: Division 1,,$700.00; Division II, $1,000.00; Division ill,
$4,000.00; made payable to the City Treasurer of the City of Iowa City, Iowa, and
may be cashed by the Treasurer of the City of Iowa City, Iowa, as liquidated
damages in the event the successful bidder fails, to enter into a contract within
ten (10) days and post bond satisfactory to the City insuring the faithful per-
formance of the contract. Checks of the lowest two or more bidders may be
retained for a period of not to exceed fifteen (15) days until a contract is

Payment to the Contractor will be made in cash from such funds of the City

I note that widening of major streets in Iowa City is on
the list of capital improvements to be discussed at an open
meeting of the Council May 12.
The Council's position has consitLently`been in raver of
responding to the views of the eleC{�L,rate, or the citizens and
tax payers, if you prefer.I now ask the Council if any of the
citizens of Iowa City have,`by letter, by telephone, or by
personal appearance before the Council, requested that any of
these streets be widened?
Is there a public demand that these streets, Melrose,
Burlington,Kirkwood, and Benton, be widened?
Is it not the case that public comments and requests in
regard to these street widening, projects have been in oppositicn
to them?
Parenthetically, I have emitted Scott Boulevard. Here I am
not so sure, and do, in fact, wonder if a connection fro.:, 1 80
to Highway 6 via Scott Boulevard is not our last chance to
divert truck traffic from the urban area by sending it directly
to the industrialzones_ instead of through town.
I am sure that the troubled and,indeed, threatened, residents
of these streets would be .pleased to have the pavement kept in
good repair, buiiwidening is not in the best interests of those
parsons directly affected by the traffic flow.
I would like to suggest to the Council that the legitimate and
obvious requirements of truck traffic, and I mean semi -trucks here,
not delivery vans, could be adequately met by plotting out and
designating certain streets as truck routes. That is, numbered
highways and selected feeder streets.,By this means, the lost and
unwary truck driver will not, as one .did a few weeks ago, drive his
flat bed rig, loaded with structural steel and concrete reinforcing
rods,north over the Summit Street bridge, and then, astoundingly,
east on Court Street. I still wonder where on earth he was going.
Those ,of us ,tJho live 'on;;these streets., will never be benefite
by having them widened. We can only be harmed: The Council,
therefore, should not be surprised to find that this particular
project isnot regarded, as an- improvement intended to meet
popular demand and the requirements of public safety and
convenience, but rather as a menace, a threat to all of us
who have, I think, as much right as anyone to the enjoyment of
our homes in relative peace and security.

west and south of State Highway, l and. Interstate 80, respectively,
excluding lands occupied with existing uses, be developed for
residential use at a density of "three units or less/acre". It
is unreasonable to'assume.`that residential homes would be
constructed adjacent to suchhighly'incompatible uses as the
motel and service station necessitating provisions for an area
of transition.
The applicant proposes to develop the subject property for a
variety of uses including offices., Other than open space, natural
vegetation or eacthern features, there is,perhaps not a better
method of providing 'a buffer-between°comme•rcial and residential
uses than office development -that rears upon and has no inter-
connecting streets with the.residential use. For this reason
alone, the property developed for office use would be highly

Along the west boundary line of the subject tract is a deep
ravine (sae topographic map attached), which would be difficult
to traverse with a`city street. In a:staff report dated April
25, 1974, mention was made in review of the Preliminary Plat
of Grolmus Addition of the desirability for an east --west
thoroughfare from Prairie du Chien Road east to either
Dubuque Road ,or North 'Dodge, 'Street (State Highway 1). After
further analysis it would appear"to be much more feasible to
connect said east -west thoroughfare with Dubuque Road at some
point and avoid crossing the ravine. This would result in a
complete separation of unrelated uses on both sides of the
ravine In addition, a 'loop street, as shown on the attached
topographic map -would unable single family lots to rear upon
office development to the east.
The most restrictive zone 'that permits offices is the R3B Multi -
Family Residence Zone. Unfortunately, apartments are permitted
and at a density`of 60 units per acre. Because of rough terrain,
it is highly unlikely_a density of this magnitude could be
obtained. How.ever, it is the staff's opinion that no residential
development should be; permitted ;on the subject tract for a number
of reasons:prospective residents would be located a considerable
distance away.from existing and proposed community facilities
and located in a predominate commercial area with common access.
Since the City's zoning ordinance is of the "pyramidal type
the best solution;is:the creation of an office/transitional
zone which would permit exclusively offices and similar uses
characterized by.a low volume of traffic and limited outdonr
advertising to protect abutting residential areas.
In addition to office use, the applicant proposes to develop
part of the subject property for transient uses such as a motel
or restaurant. Because of existing similar uses adjacent to
the properi:y;it is the staff's opinion there are portions of
the tract which could be utilized for such uses. Again, however,
the CH zone is an accumulation of uses permitted in lower zones
including retai1"uses permitted in the Cl zone.
Unlike transient uses which cater to the motoring public and
can occupy literally hundreds of acres without an effect on
the communityrer'se, retail uses should not occupy more than
two to five percent of the total developed area of an average
community divided_ proportionately among community and neighbor-
hood centers. It is the staff's opinion that no retail uses,
with the exception of retail service facilities, which would have
an effect on existing andproposed shopping centers in areas
designated :in the land -use plan should be permitted on the
subject tract. The best 'alternative, therefore, is to modify
the Highway Commercial zone to include only transient uses.

first two methods in -'normal development and to allow the latter
only where conditions warrant it, as.a lift station designed to

of our large-scale residential development ordinance,

rezone the Amerex property, to at least a R -3-A zoning category so that
the proposed improvements will be a conforming use. The property that
must be so rezoned is not the entire Amerex property but rather is the
parcel of ground approximately 660 feet East and West by 465 feet 'North

A public meeting was held by the City Council for dis-
cussion of the proposedCapital Improvements Program, 1975-
1979, in the Council Chambers of the Civic Center on May 13th
at 7:30 P.M.
Councilmembers'present: Czarnecki, Davidsen, deProsse
and White. Absent: Brandt. Staff 'present: Wells, Strabala,
Taylor, Kraft.
Mayor Czarnecki gave a summary of what had transpired at
the meetings held with HUD officials, Birch, Sparks and Lorenz,
today. He advised.that the possible termination date of June
30th had been removed, the City had received assurances that they
will receive approximately $450,000 of relocation money in 10
days, with approval of that portion of the amended contract.
A financially feasible program was worked out by 1) excluding
parking facility from the financial plan and 2) reducing street
improvements to meet the City's 25% obligation. With University
credits of approximately, 2:l million, the City will pledge
approximately $900,000 to street improvements, basically on
Court and Burlington Street projects. This will need to have
HUD approval.
The Mayor announced the City Council received April 30th
a proposed.budget for thefiveyear Capital Improvement Program
containing proposed improvements for 1975-1979. The list of all
proposals, not ranked in any particular order, was available.
The purpose of the meeting was to obta4.n citizen input either
by submission of additional items for consideration, or for
establishment of priorities either overall or within particular
major areas. Mayor Czarnecki noted the source of funds is not
spelled out, and can be operating revenues, revenue sharing,
special assessments or bonding.
Interested citizens appearing were: Skip Laitner, question-
ing what will be'the City's share in the $40,000,000 of projects,
and concerning Mass Transit; Rick Larew, concerning Mass Transit,
Housing.and Library; S.R. Huntley; 1107 H. Burlington, concerning

The steering committee of the Neighborhoods United Organization of
Iowa City urgently requests that the Iowa City City Council provide another
public meeting at which reactions of the citizens of Iowa City can be
expressed to the proposed Capital Improvements projects for the purpose
of assisting the City Council in setting priorities for these projects.
The citizens of Iowa City need more time to go over these projects.
It is obvious from the arrangement of several projects that a gen-
eral plan for -the city has been used by the city staff. The details of
this plan and the rationale behind each of the proposed projects should
be made available to the general public before a public meeting in order
that citizen input can be both relevant and worthwhile.
The steering committee of Neighborhoods United also wishes to indi-
cate to the council that some agreement can be expected in the near
future among the concerned citizens of Iowa City as to a mechanism for
more effective and relevant citizens input to the City Council. Neigh-
borhoods United wants to take this opportunity to thank Mr. White and
Mrs.-DeProsse for conducting two public meetings to explore some reactions
to the general topic of citizens' input. The preliminary statement of
the project COPE developed by the city of Cincinnati is certainly a step
in the desired direction. It is to be hoped that the rather negative
evaluation of this general activity expressed in a story in the Daily Iowan
for last Friday does not represent the views of either Mr. White or Mrs.
DePresse. It is suggested that the topic of capital improvments would
constitute a useful topic for a tryout of a mechanism of citizen input.

ton and Muscatine streets, I urge you to provide for another public eeet-
ing on these projects in order to give the citizens directly involved in
these projects another opportunity to present their views to the City

prepare our case to bring before you.
We would also like to know the general plan being used by the city
staff in proposing these several street widening projects and their
rationale for each one. This information is needed by all citizens of
Iowa City in order to form a reasoned judgment regardin� these several
projects.

The League of Women Voters of Johnson County welcomes the presentation of
the 1974 edition of the Capital Improvements Program.
This listing of projects which the.city staff has presented to the Council
provides -an opportunity_ for the public.to'express their views as to the de-
sirability or importance of "the various items: Although the lint contains a
wide variety of items it points up,the' fact that most of the city budget must
go for relatively fixedexpenses.
The C. I. P. appears as a list rather than as,a unified plan of development.
It is, however, a'step toward a comprehensive plan for the future of the city.
With such a comprehensive plan priorities would be more easily determined. The
League believes that the Council.is' of the desirability of having a com-
prehensive plan and is'' taking steps :to accomplish this.
In the absence of such a plan the League is hesitant to assign priorities to
the listed projects. _However there are certain proposals which we would like
to emphasize.
The Low Income Housing Project (20-1) tends to support a position long held by
'further
the League. Webelieve.that the community should assume part of the
responsibility for subsidizing such housing if other funds are not sufficient.
The Ralston Creek project (20 -2;', -add 44-14) is urgent and shodld be carried
forward without delay. We hope this long-standing problem can be solved by
the actions called for by these proposals. -
The items related to the R-14 Urban 'Renewal project should have high priority
in order to carry out the proposal _as;adopted by the City Council.
The League regards the:maintena.nce and expansion of the bus system to be of
great importance,,and we would give `a ligh priority to items 42-1 and 42-2
under Mass Transportation.
Under the Parks and Recreation proposals`we would like to stress the importance
of park land acquisition while suitable land is still available. We also
reiterate our concern regarding acquisition of land along the Iowa fiver, which
seems not to be provided for in the C. I. P.
The League appreciates this opportunity to express its views and to participate
in the process of decision-making. We hope thatinfuture years we will be
able to relate our evaluation of the C. I. P_. more specifically to a compre-
hensive plan.

1. Board and Commis tion Appointment Process.
The importance of the process involved in the appoint-
ment of persons to boards .and commissions cannot be under-
estimated. Implementation of this Committee's earlier
recommendation on advertising vacancies has been a signif-
icant step. Some -refinements should now be possible. The
volume of interested individuals.has been accompanied by
some difficulty in council members being knowledgeable
regarding all of these individuals. Logistics and time
constraints make personal interviews with potential
members an impossible task.i However, some degree of
evaluation of motivation and interest could still be
accomplished.
It is recommende0that each applicant or interested
individual be asked to submit comments on: (1) the reasons
why she/he wishes to serve; (2) what contributions she/he
feels individually they can make; and (3) whatever thoughts
she/he has regardingthe role of the board or commission
for which interest is expressed. A concise form should be
prepared will all applicants will be asked to complete to
be used by the Council forreference in its deliberations
on appointments,`. -It is recommended that the form require
only brief biographical data. The City Clerk could forward
this form to ;the individuals upon receipt of any name and
they could, of course, be always available from the Clerk
or Council members. Distribution to civic organizations
would also be desirable._ Itis recommended that the Mayor
and the Rules Committee jointly develope such a form.
2. Records of Executive Sessions.
It istherecommendation of the Rules Committee that,
henceforth, all executive sessions of the City Council be

tape-recorded and that such recordings be retained in the
same fashion as.are regular'informal,and formal ceeL itis
of the Council. Recordings of executive sessionx could
be filed and retained by the City Clerk separate from the
recordings of other sessions and would not need to be
kept with records generally open to inspection.
The purpose for this recommedation is obviously co
eliminate any post -meeting doubt as to exactly what
transpired or was discussed in such sessions.
We would also like.to;remind the Council, the meirbers
of this Committee included,.of the need for precise
definition of the reason for an executive session. The
motion to go into executive session must be specific
enough so that the minutes make clear the items to be
discussed and the necessity for the executive session
in terms of the Iowa?public'meetings law.
