The above resolution is necessary for the Civic Center Parking
Facility Project. Under this project the north Civic Center
Parking Lot will be paved as well as a new surface on the lot
immediately east of the Civics Center. This item was originally
discussed during the regular Council meeting of June 11, 1974,
as Item No. 19. It is estimated that this project will cost
approximately $65,000.

Item No. 7 - PUBLIC HEARING TO VACATE AN EASEMENT FOR PUBLIC HIGHWAY PURPOSES
ALONG WOOLF AVENUE.
Comment: The Veterans Administration has requested that the City vacate an
easement for public highway purposes located along the southeast
leg of the "Y" intersection of Woolf Avenue with Newton Road in
order to construct a parking facility over said easement. The
Planning and Zoning Commission on May 23, 1974 recommended by a
5-2 vote vacation of the easement and relocation of a public
sidewalk within said easement by the Veterans Administration.

Item No. 9 - CONSIDER ORDINANCE TO REZONE A TRACT OF LAND FROM AN R1A ZONE TO
AN R3A ZONE. (SECOND READING)
Comment: After recent litigation, the Court issued a mandate requiring the
City to rezone a 7.05 acre tract of land located north and south
of Haywood Drive and west of Laura Drive and owned by Amerex Cor-
poration to a zone which would permit the construction of 108
apartment units. The Planning and Zoning Commission on May 9, 1974
recommended by a 2-1 vote and one abstention rezoning said tract
to an R3Z Zone. Public Hearing was-hheeld June 18, 1974.

M1 ZONE. (FIRST READING)
Comment: Business Development Company, Inc., has submitted an application
to rezone a 5.9 acre tract o land located north of Highway 6
By-Pasq and between H. P. Smith Company and H. J. Heinz Company
from an RIA Zone to an M1 Zone. The Planning and Zoning Commission
on May 23, 1974 recommended, by a 5-0 vote, approval of the appli-
cation. Public Hearing was held June 25, 1974.

On July 3, when you consider the Capital Improvements Program, we hope
You will take into consideration and discuss the following:
In relation to "staff commelrts"
We hope you will -,maintain flexibility.as to the operation of mass
transit.. This may mean allocating more or less than 10Y. of costs
from current operating;revenues, it may mean shifts in priority.
We wish to.affirm mass.transit as a top priority item and trust the
CounciI•Will Concur in this ranking.
In relation to G. 0. Bond Schedule (Voter Approval)
We believe you need to give serious consideration to the number of
bond referrendums_projected. We would suggest that you obtain from
the county, school board, etc. their plans for proposed referrendLrns
and that this information be taken into account by you in making your
decisions.
We would further suggest that you consider assigning priorities for
these items.

We did not rank the parking facility. The recreation center expan-
sion in our ranking was listed as a project of $182,000, rather than

the amount was $1,250,000 rather than $525,000.
In relation to projected � projects and expenditures:
1. We suggest that Muscatine Avenue (1st Ave. to Scott) be reduced
from the projected 4 lanes and that the savings be allocated to
mass transit and/or street resurfacing.
2. We hope that when further consideration is given to Scott Blvd.
that it's effect on sewers, developments, street patterns, etc.,
will be taken into account.
3. It would seem appropriate for the Council to rank the pollution
control and water items if they are to be included in the cur-
rent financing plan.
4. We are concerned about the reduction in the tree planting pro-
jects. This was an item of fairly high priority with us. We
hope you will increase this item.
5. We commend the inclusion of Riverfront Acquisition in the pro-
gram.
6. We approve the inclusion of the "new library" project.
7. We cannot comment on whether or not the given dollar amounts are
too high or•too low. •`We would hope that the Council wilt assure
itself that the asphalt resurfacing is large enough to bring all
our streets up to good condition and that adequate funding is
being provided for increased and improved mass transit. In
light of the projected cost .
of the 1974 asphalt resurfacing program
and the condition of the streets, it would appear that this item
should be increased.

Election of Officers -- Fredine Branson was nominated for
Chairman by Mrs. Bosserman. Bosserman moved and White seconded
a motion that the nominations cease. Mrs. Branson was unanimously
elected as Chairperson.
Mildred Bosserman was nominated for Vice -Chairperson by Mr.
White. Retish moved and White seconded a motion that the nominations
cease. Mrs. Bosserman was unanimously elected as Vice -Chairperson.
1. Bosserman moved that the minutes of the preceding meeting,
April 17, 1974, be approved as written. White seconded the motion,

3. Coordinator's Report
At the present time all 209 leases are full, with only one
sublease available to a new tenant. There will be five leases
terminating at the end of May, which are now reassigned.

® There will be three leases terminating at the end of June. Seydel
is still experiencing difficulty in obtaining larger units as
replacements, though a few have been found.
The Commissioners reviewed Seydel's letter of April 25, to
Luke Walsh and Walsh's reply. Seydel's letter questioned the
validity of the information received at the Iowa Chapter of
NAHRO Annual Meeting. The information indicated that a Local
Housing Authority (LHA) may exceed the total number of units
authorized by an Annual Contributions Contract so long as the
total dollar amount of the Annual Contribution was not exceeded.
Reply from HUD stated that a LHA may increase the number of units
of any size to be leased by as much as 25 percent, provided
there is no increase in the basic (fixed) Annual Contribution
amount for the project.
Prior to the next meeting, Seydel will have the residual
receipts calculated for FY 1974; if there are enough receipts Seydel
will direct a letter to HUD requesting that these receipts in
addition to the funds budgeted for FY 1975 be made available for
additional units for the Leased Housing Program. However, it
is rather doubtful that HUD will approve of such an increase.
The Commissioners reviewed the April 26 Letter to Nate
Rueben, Director Federal Housing Administration. The letter is
® in response to a letter from FHA concerning the Section 23
Housing Assistance Payment Program. The letter outlines census
data emphasizing Iowa City's need for housing for the elderly.
Seydel indicated the various communities, counties, etc., in the
State of Iowa had indicated an interest in participating in the
program. Total units requested for the state equal 9,600.
4. Old Business
Discussion, additions and approval for the sub -committee's
report "Housing for the Elderly" has been tabled until the next
meeting.
5. New Business
Each Commissioner received a copy of the May 3 letter directed
to the City Council from White and Sheets providing information
gathered from the Iowa Chapter of NAHRO Annual Meeting of April 22-24.
Information provided the indoctrination and role of the Housing
Commission member.
John Fountain volunteered to represent the Housing Commission
on the Johnson County Regional Planning Commission's Housing
Committee.
® Bosserman made a motion to accept the Classifications of
Terminations, Leases and Subleases charts and that they be
submitted to the City Council for their information (the charts
to be attached to these minutes). White seconded the motion,
motion passed unanimously.
The following State Bills have died in committee and will
require new requests for resubmission for discussion in the
next Congressional session. 1.) Senate File 1138/House File 1179,
establishing a State Housing Authority. 2.) Senate File 1096,
adopting the Uniform Residential Landlord and Tenant Act.
A report was made concerning information gathered from the
Iowa Conference on Aging (May 10-11). It was stated that some
sociologists felt it best for the elderly to remain
in their own home as long as possible; while other sociologists
felt that the elderly have the hardest time coping with loneliness.
It was believed that since individuals were raised with other
people in a family setting that when their own families have
grown and moved away that a new substitute family in congregate
elderly housing be made available. The following items are other
items of costs which are difficult to manage by the elderly
and low-income elderly: energy (fuel), care and transportation.
Retish informed the Commission of a workshop on the topic
of usable plans of activities for the elderly in County Homes.
The workshop to be held at the Iowa Memorial Union, Grant
Wood Room, May 16-17. All Commission members interested are
invited to attend.
6. White moved and Bosserman seconded the motion that the
meeting be adjourned. Motion passed unanimously.

2. Public Discussion.
Thea Sando discussed the conference concerning the elderly
sponsored by the Office Retired Educational Opportunities,
Department of Social Services, University of Iowa. It will be
held on July 8th and 9th. On July 8th it will be held in Iowa
City and on July 9th in Riverside. Brochures will be provided
prior to June 15 and will be mailed to all elderly occupants
in the present Leased Housing Program. The Department of
® Community Development and the Housing Commission were asked to
participate.

Coordinator's Report
Nine applications were received and found eligible.
Seydel reported that all 209 units are leased and occupied.
There has been one eviction, a three-bedroom unit. Seydel
reported the approximate damage of the unit was $150. The
tenant's $50 security deposit will be utilized to pay for part
of the damage. It is not known if the remainder will be recovered.
The lease on the unit has also been terminated. The unit did not
meet the required standards but the tenants were in desperate
need of housing at the time of rental.
Application #377 was discussed. #377 has been in the
Leased Housing Program on two previous occasions. Seydel recommended
that #377 be found ineligible for the Leased Housing Program at
this time because it would be harmful to other persons in the program.
Seydel sited some of the problems LHA has with #377; #377 wrote bad
checks for rent twice and was frequently late with paying the rent,
#377 violated the lease agreement by having a pet, #377's unit
was not kept in an acceptable condition and was filthy most of
the time. Since leaving our Leased Housing Program #377 moved
into Mark IV and was evicted as of June 31, 1974.
It was recommended that more information on what is being
done for this person be acquired from Social Services.
It was decided that.Application #377 be held until a bill
for $39.95 is paid. #377 still owes LHA this amount and the
application cannot legally be accepted until this is paid.
4. Old Business
The sub -committee's draft of their "Housing for the Elderly"
Report was discussed. It was motioned by White that the report
be accepted and a copy sent to the City Council. Fountain seconded
the motion. Motion passed 4/0.
5. New Business
At the request of the Mayor, the Comnission discussed meeting
times. It was unanimously agreed to keep the same meeting times;
i.e., 8:30 A.M. the first and third Wednesday of each month.
Seydel, Branson and Fountain attended the Preapplication
conference in Des Moines on June 4. 355 new construction units
are to be awarded. Application will be submitted for 120 units.
Seydel gave a summary of how the application would be processed.

be turned in by June 14th.
It was decided that the Commission members would review the
draft application when it is completed. This is to he either
Friday afternoon or Monday morning June 10th.
If the application is turned down, reapplication could be

"HOUSING FOR THE ELDERLY"

The sub -committee spent considerable time reading and
reviewing various documents and articles on the subject. The
initial idea of the sub -committee was to conduct a specific
survey of elderly persons to obtain data on age, income and
present housing conditions. However, after meeting with
various groups of elderly persons and organizations that
work with elderly it was concluded that there were adequate
surveys completed to serve the purpose of establishing the
need for housing.
First some general statements concerning the elderly
as a groups or classification.
Patterns of living arrangements of the present
generations of elderly people are closely related to their
marital status. Most of the approximately 61% of those over
age 65 live in their own households with spouses, with relatives,
or friends, or alone. Approximately 35% of those over ace 65
live in households other than their own. Many live entirely
alone, that is as one-person households. A relatively small
group live in places such as institutions, hotels, clubs, etc.

The failure of our society to meet some of the particular
needs of older people is due to at least three factors;
(1) the lag between stated goals of income maintenance, and
security and actual economic situations of large number of
older individuals, (2) the failure to anticipate the evolving
needs of the aging individual in relations to the home and
the community; and (3) the emphasis in recent decades has been
upon the environmental needs of younger age groups.
Since a large percentage of elderly persons have incomes
which fall within current estimates of "minimum" or sub-
sistence allowance budgets, they must allocate an unreasonable
portion of their incomes for housing, or they must depend on
some form of subsidy or assistance from the community, or
they must accept sub -standard housing. The cost of living -
including the cost of home ownership as well as of renting -
eats away at net worth at an alarming rate; and when illness
or disability strikes, the economic resources of most aged
persons are insufficient.
The sub -committee of the Housing Commission has met with
various groups of elderly people in Iowa City to discuss their
needs, including housing. lie obtained copies of the various
studies which have been made within the last three or four
years. They are as follows:

The city presently rents 209 units to low-income
families with about half of that number being elderly. The
building of additional units to house senior citizens has been
a long recognized need as indicated by past Commission and
Council recommendations. Following the recommendations of
the Housing Commission, the City Council applied to HUD
and received approval for funding for 120 units. The building
did not beomce a reality due to the President's freeze on
funds. The program under which approval was given has been
abolished. Section 23 Housing Assistance Payments appears
to be the only program in existence. The revised procedures,
which allow three alternative methods of providing housing,
the leasing of existing, newly constructed, or substantially
re -habilitated housing have been designed to meet Presidential
directions.
Even a cursory glance at the information above indicates
the need for additional low cost housing for the elderly
in Iowa City. The census data is now four years old as are
the subjects (people). It can be assumed that at least the
same number of people reached the age of 62 and over as have
died or moved from the area. For example, 437 unrelated
individuals 65 years and older with incomes below poverty
level. The poverty level as used in the census paralleled
the office of Economic opportunity guidelines, or 618 persons
65 years and older with incomes below poverty level, or as
shown in Table 1, 1,845 families with incomes of less than
$6,000 per year.

® The sub -committee submits this is not an in depth nor
exhaustive study but believes sufficient data is nresented
to clearly indicate the need for additional housing for the
elderly residents of this area. The need for housing for the
elderly is more obvious in 1974 than ever. With increases
in the cost of living, the elderly are having a much more
difficult time in meeting their financial obligations. In
some instances they are doing without food and medications
in order to meet their housing expenses.
We would like to see housing for the elderlv become a
reality as quickly as possible. The housing Commission
recommends that 120 units be constructed in the Urban Renewal

mailing list, the Iowa Council on the Status of Women, the Cedar Rapids Gazette, the
Des Moines Register, the Davenport Times Democrat, the Waterloo Courier, the Iowa

The Commission received correspondence from Representative Mezvinsky regarding
the U.S. Marine Corps Recruiting Service and their advertising practices. The
Commission also received correspondence from Representative Mezvinsky regarding
a new EEOC District Office. The Commission received correspondence from City
Attorney John Hayek concerning a Civil Rights Conference the week of June 17.
He suggested that Bob Bowlin attend this meeting; however, the Commission decided
that it would be more beneficial for the new Assistant City Attorney to attend
the Commission meeting rather than attend the conference. The Commission received
a letter from Joseph Tate, Director of the Iowa Civil Rights Commission, regarding
the training session which the Iowa Commission had conducted for the Iowa City
Commission. The Commission received a questionnaire from the University of Iowa's
Recreational Education Program Committee. The Commission asked that this corres-
pondence and questionnaire be referred to the Parks & Recreation Committee.
Bud Means arrived at 8:10 p.m.
The Commission received a letter from Joseph Tate, Director of the Iowa Civil Rights
Commission, regarding the Memorandum of Understanding between the Iowa City Human
Relations Commission and the Iowa Civil Rights Commission. Chairman Jones indicated
that he would respond personally to the letter indicating that he was very displeased
with the action taken by the Iowa Civil Rights Commission and that he would be invit-
ing Tate to the next meeting of the Commission to discuss the correspondence and the
memorandum in detail.
It was reported that the brochure which had been sent to the Superintendent of
Schools had subsequently been forwarded to every principal in the Iowa City Community
School District. The Commission's secretary had heard from the principal of Grant
Woods School, Mr. Lauffer, who felt very strongly that age discrimination should be
included in the local ordinance.
The Chairperson indicated that he had received a copy of the letter from Bettye Bal-
four to Mayor Czarnecki indicating that she found it necessary to resign from the
Human Relations Commission. The Commission received the letter with regret.
It was moved by Means and seconded by Smith that the Commission adjourn to Executive
Session for discussion of complaints of discrimination. On a roll call vote, Jones,
Costantino, Diecke, Smith, Roberts, Braverman and Means voted yes.

DATE: 2 July 1974
REGARDING: V-7402: request of the Veterans Administration to
the City Council of Iowa City, for vacation of an
easement located at the southeast leg of the Y
intersection of Woolf Avenue with Nowton Road, to
enable the Veterans' Administration to construct
a parking facility.
POSITION: At this time, the Melrose Avenue Neighborhoods
Association opposes granting the request of the
Veterans' Administration for vacation of said
easement, and urges the City Council of Iowa City
to defer action on this matter unteil an adequate
environmental impact assessment has been made and
approved, regarding the proposed construction of
a parking ramp at the designated site.
JUSTIFICATION: This position is taken by the Association for the
following reasons:
1. Study of the Deed of Easement of 10 May 1951,
provided by the City Attorney, in which the Veterans'
Administration granted the easement to Iowa City for
use as a roadway, seems to involve no legal require-
ment for the easement to be returned to the VA, except
.here the City violates the terms of the agreement.
Insofar as the City continues to use the easement
as specified by the Deed, it is in conformity, and is
therefore under no obligation to return the easement.
2. The Veterans' Administration is presently in
process of developing an initial draft of an
environmental impact assessment for the proposed
parking ramp construction, for study and reaction
by local citizen groups and public officials.
It would be premature to open the way for con-
struction of 'this facility by vacating this easement,
before the environmental statement has been made
and studied.
At the present time, a viable alternative for im-
proving traffic on the west side of the river, would
be for the university to reopen Woolf Avenue. This
option would disappear with construction of a VA
parking ramp.
4. The Association believes that, until such time as
Iowa City has a well formulated, written plan for
public transportation, and for street and traffic
development, no step should be taken that has
implications for these concerns, without careful
study.

The Iowa City City Council has requested that the following communication
be forwarded to the City Government Study Group of ISPIRG. This information
is in response to a letter addressed to the City Council dated April 30, 1974,
in which some eleven separate recommendations were forwarded to the Council
for their consideration. The responses are in the order which they were
forwarded:
1. The City Manager is presently in the process of developing a refined pro-
cedure for the answering of citizen requests. The procedure as presently
conceived would include the citizen request as filed with all sources
including the City Council, the various departments and the central
administration. The inain objective to be accomplished in the process is
to insure that citizens receive prompt and adequate replies to all re-
quests.
2. The City Council and the City Manager will endeavor to introduce all City
Staff members which are not identified by name plate during public meet-
ings.
3. The City Council will continue to meet in the Civic Center Conference
Room and maintain the flexibility of being able to move into the Council
Chambers when the seating capacity of the Conference Room has been exceeded.
The Council has also requested that the seating arrangements be changed
in the Conference Room thereby significantly adding to the seating capa-
city of the room.
4. The City tianager will be reporting to the City Council from time to time
with brief summaries of projects which are currently in process. Your
attention should also be called to the fact that the City Council does
maintain a Pending Council Itoms list Which is reviewed monthly by the
Council.
5. The various press media have been notified of your desire to see summaries
of Agendas as a subject of public information prior to meetings.
6. The Mayor does open the Informal City Council meetings by orally presenting
the Agenda prior to discussion.

7. The City Council and staff members will be moro cognizant of hearing pro -
blame at the Informal meetings.
a. The City Council has indicated that they do not feel it to be in order
to adopt any blanket policy which would automatically delay action on
staff reports for a week. It was pointed out during discussion that
the Council rarely takes action on items which have not been the sub-
ject of previous Council discussion and direction.
9. The City Council feels that the present policy of making all reports
and publications available in the Public Library to be a sufficient
answer to this point.
10. The Council has requested that a sign be posted in the Council Chambers
requesting that all smokers be considerate of the non-smokers in the
audience.
11. The City Council presently has under consideration the questions of pro-
viding child care for parsons wishing to attend Council meetings. A
Council Committee report on this subject will be available in the near
future.
The City Council wishes to thank your group for calling these partic-
ular points to the attention of the Council and hope that you will continue
your interest and support of local government.

WHEREAS, the City of Iowa City, Iowa, has negotiated a contract with
Bryn Mawr Part V, VI, VII , a copy of said contract being attached
to this Resolution and by this reference made a part hereof, and
WHEREAS, the City Council deems it in the public interest to enter

At the June 26 meeting of the Executive Board of the JCRPC
the following motion was adopted:
To authorize the Executive Director
to enter into specific work agreements
for the Governmental Space Study and
the Joint Law Enforcement Study.
Pursuant to the above directive, I would like to inquire of
the Iowa City Council their interest in participating in the
above -referenced studies. The attached narrative outlines
the general objectives, needs, and financial considerations
relative to these studies. Also enclosed is a copy of the
""Study Design Alternatives" and the preapplication form for
the Joint Law Enforcement Center. These documents detail
the specific work items associated with the proposed studies.
We are currently discussing these studies with the Johnson
County Board of Supervisors and we have received informal
assurances of the county's desire to participate in the
studies. We intend to solicit a formal commitment from
the Board of Supervisors at next week's regular meeting.

SUMMARY OBJECTIVIES OF THE PROPOSED STUDIES
In general, the objectives of the Government Space Study and
the Joint Law Enforcement Study are as follows:
1. To determine the space requirements of all public
and related quasi -public agencies in Johnson County.
2. An evaluation of county administrative office needs and alter-
native facility arrangements.
3. An evaluation of social service agency space needs.
4. A determination of appropriate uses for existing facilities
(e.g., the old Post Office and the farmer social services
mansion).
5. An evaluation of the "optional mix" (adjacency requirement)
of all public and related quasi -public agencies in Johnson
County.
6. An evaluation of the feasibility for establishing a govern-
mental campus.
7. Determination of an appropriate site for the proposed
Joint Law Enforcement Center.
8. Architectural renderings and cost estimates for the proposed
Joint Law Enforcement Center.
9. An analysis of financing alternatives for the proposed
Joint Law Enforcement Center.
COSTS OF THE PROPOSED STUDIES
In pursuance of federal funding for a portion of the study cost,
the Government Space Study is shown as distinct from the Joint
Law Enforcement Center Study. In reality, these two studies are
highly related and therefore it is suggested that the two studies
proceed simultaneously.

Purpose and Participants
The objective of the proposed Joint Law Enforcement Facility
is to provide a unified approach to the problems which are
currently bearing upon local law enforcement agencies. The
potential participants in the study include: the Johnson
County Sheriff's Department, the Iowa City Department of
Public Safety, the University of Iowa Security Force and the
Coralville Police Department. The four major areas of re-
search include:
1• to investigate the feasibility and desirability
of establishing joint programs for local law
enforcement agencies;
2. to investigate the desirability and feasibility
of providing shared facilities and equipment for
local law enforcement agencies;
3. to select potential sites for a Joint Law Enforce-
ment Center; and
4. to provide preliminary architectural renderings
and cost estimates for the proposed Joint Law
Enforcement Center.
Objective
The problems for Johnson County law enforcement are complex
and rather unique. Johnson County has more than six law
enforcement agencies operating within its boundaries. The
offices of the.Johnson County Sheriff, the Iowa City and
Coralville Police Departments, University of Iowa Security,
Oakdale Security and the Iowa Highway Patrol all serve part
or all of the Johnson County population of 72,127.
Coordination of activities is essential to avoid the dupli-
cations and inefficiencies implicit in this complex situation.
There are four main areas which need the cooperation of the
law enforcement agencies within this county: communications
systems, recordkeeping, investigation teams and small town
police coverage.
In addition to the four areas outlined above there exists a
desparate need for more room in present facilities. The County
Courthouse will be even more crowded with the initiation of
the Unified Trial Court Act of 1973, which will require addi-
tional space for court related functions. The Iowa City Civic
Center is also constrained for space and is lacking in land
area for expansion. For years, the Coralville Police Depart-
ment and University Security have desparately needed better
facilities. While present facilities are already inadequate,
the future expansions of the law enforcement departments and
other departments housed with them will increase these pro-
blems every year.
The present situation --separate, scattered and uncoordinated
law enforcement agencies which operate out of cramped and
inadequate facilities --presents problems which call for
immediate solutions.

The United States Department of Justice operates on a
twenty-four hour basis an information center as a focal point
for the receipt, recordation, evaluation, collation and
assimilation of information involving occurrences of national
significance related to actual or potential civil disorder.
This information center is supplemented on the local
level by assessments by the United States Attornev to deter-
mine what type of carefully measured federal response is
necessary regarding any type of civil disorder.
The federal response is not necessarily directed onl%,
toward criminal activities such as riots or looting, but, as
most recently experienced here in Iowa, includes civil disorders
relating to national disasters such as those occurring in the
Ankeny and Dubuque areas. Because of a rapid assessment, fed-
eral disaster assistance is now being provided by those areas
struck by high winds and tornadoes.
In assisting the federal government to become more
responsive to the need of an individual area reaardinc a
civil disorder of any type, it would be appreciated if you
would compile and forward to this office a list of the na-mes,
titles, business addresses and telephone numbers, both office
and residence, if possible, of all local officials in vour
area who would be of significance in measuring and assessinc
a civil disorder. A similar listing of community leaders
would also be appreciated.

The City of Iowa City and AFSCME Local #183 have been
in negotiations for some time now in an attempt to reach an
agreement on a contract that will affect approximately 200
city employees. In this letter I would hope to make several
points clear to the Council and to the public.
1. Our whole hearted support of AFSCI4E Local 183 in
their negotiations. Collective bargaining is the corner
stone of unionism as well as being in the interest of all
parties concerned, whether they directly participate or not.
As witnessed throughout this land of ours, collective
bargaining can work smoothly without bitterness or hard
feelings but only when the two concerned parties act
responsibly and rationally.
Based on what has been released to the news media, I
cannot help but wonder how responsibly the City of Iowa City
is conducting their end of the negotiations. It seems a
little foolish to me to spend eight full sessions trying to
set ground rules, only to have to City Manager ask to have
them mediated. Mediation before contract talks ever really
begin forces me to question the City's whole attitude on this
matter.
The Iowa City Federation of Labor urges that meaningful
negotiations begin at once. Collective bargaining can work
and will work if given a chance.

RE: Drainage Problem at Third and "J" Streets
After the City Council rejected the proposed storm
sewer assessment project in the area of Third and J Streets,
the staff was directed to return to Council with alternative
solutions for the problem. Please find attached to this
Memorandum a perspective sketch as well as detailed plans
for one solution.
Basically, we are proposing a concrete flume approximately
one foot deep and three feet wide at the bottom with two and
one half to one sideslopes. You will note from the perspective
that we are proposing a flared end section to handle the water
coming from the existing H-2 inlet.
The cost estimate for this alternative procedure is
somewhere in the neighborhood of $2,000 plus we would have to
obtain an easement from the property owner who filed the
original complaint.
In that we have had numerous inquiries from the property
owner in this area please advise me as to what action you
wish us to take concerning the construction of this alternative.

RE: Resurfacing Selection Procedure
The purpose of this Memorandum is to provide information
for response to a citizen inquiry concerning our procedure
for selecting streets to be included in the resurfacing
program. The following procedure was followed:
1. All citizen complaints concerning rough roads
have been placed into a file during the latter
part of 1973 and the early part of 1974.
2. The Street Superintendent prepared a list of all
streets which he felt were in need of resurfacing.
3. The two lists were combined and placed according
to their functional classification of arterial,
collector and residential.
4. Each street was inspected by the Acting Director
of Public Works along with the Assistant to the
City Engineer. During this inspection the street
was assigned a letter designation as follows:
A - Street surface will"in all probability
become unserviceable during the winter of
1974/1975
B - Street in need of repair, however, will
in all probability remain serviceable
with heavy maintenance during the winter
of 1974/1975
C - Street surface rough and in need of surface
repair, however, structurally adequate to
last through the winter of 1974/1975
D - Street surface in need of repair, however,
in all probability adequate to last through
the winter of 1975/1976.
5. A cost estimate was then made and checked against
the available monies from the Road Use Tax Fund.

® 6. The streets were reinspected to make a determination
as to what streets could be completed by force account.
The necessary orders were given for the applicable
streets.
7. A recommendation was prepared as to what streets were
to be resurfaced to fall inside the confines of the
financial perameters. The City Manager, Acting Director
of Public Works and the Assistant to the City Engineer
then drove each of the streets included in this program.
8. After approval of the City Manager, plans and specifications
were prepared for Council approval.
I trust the above procedure will be helpful to you in drafting
a response to the inquiry and should we be able to provide any
additional assistance to you please don't hesitate to contact

RE: 1974 Expenditure Levels
The current budget period extends for eighteen months to June
30, 1975. Although certain contingencies were provided in the financial
planning for this extended period, the current rate of inflation together
with Council change of priorities in some program areas dictates that
operating funds be closely scrutinized and controlled.
In past years the budget has contained enough financial flexibility
to allow budget amendments to provide for major carryover items from the
previous year and to compensate for increased expenditures during the
current year as well. Some of these increased expenditures were for
priority additions to the budget that were not planned at the time the
budget was adopted. This year the extent of budget amendments will be
to cover carryover items from 1973, if necessary, and for unbudgeted items
of a priority nature that cannot be accomodated by substituting a planned
for expenditure.
It is important that each program and activity total remain the
same or lower than budgeted for this year, although adjustments between
line items can be approved. At this point emphasis should be placed on
reducing the overall level of expenditures for this year in order to avoid
serious problems in the near future. As in the past, budget adjustments
will be handled through the Department of Finance with the approval of
the Manager.
It is important that each of you make whatever changes that are
necessary in the coming months to live within the intent of this
directive. If you have any questions regarding budget management,
please refer them to the Department of Finance.

Equipment Rental Rates
Please find attached to this Memorandum a copy
of the new equipment rental rates effective June of
1974 as calculated by the Administrative Engineer
of the Department of Public Works. Basically, these
rates should replace the rates which we have been
using which were put together in 1971.
The methodology used in calculating these rates
was to take the one year's operating history under
the Mainstem reporting system to establish operating
and maintenance costs. A straight line depreciation
was used with no salvage value to establish a depreciation
rate per hour. We feel that this method of calculating
depreciation rate is valid in view of the fact that no
allowance has been made for the inflationary trend in
replacement of equipment.
If you have any questions concerning these new
rental rates please don't hesitate to contact me.

Bikeways
6/26/74
A random sample of 1,400 Iowa Citians will be asked a series of 31
questions about their use of bicycles in a questionnaire that will be mailed
out by the city's Department of Community Development on Monday (June 24).
Results of the survey will help the city plan a series of bikeways within
the city limits that will be compatible with other bikeway plans by the
University of Iowa, Coralville and Project GREEN.
Project GREEN has supported establishment of Bikeways throughout Johnson
County for several years and has held Bike-a-thons to raise money for a bikeway
from Iowa City to the Coralville Reservoir.
Marianne Milkman, Chairman of the Project GREEN Bikeways Committee urged
recipients of the questionnaires to fill them out and return them to the city.
A stamped envelope, addressed for return to the City, will be enclosed with
each questionnaire.
Mrs. Milkman praised the survey as the "First positive step the city has
taken during the four years I've been involved with the bikeways effort."
40 "Since the City has already allocated funds in its Capital Improvements
Program for bikeways and has given these funds the highest priority category, it's
vital that we get an effective plan formed now for the city," Mrs. Milkman said.
"Use of the questionnaire will give citizens a chance to have some
input into the bikeway plan," Mrs. Milkman said.
The questionnaire will include queries about how many cyclists there are
in each household, the ages of bicycle users, and whether bicycling is used
for transportation, pleasure or exercise.
It also will ask non-users why they don't use bicycles. In addition,
residents will be asked about safety experiences while riding bicycles and
what types of bike paths they would use most.
David Smalheiser, who is coordinating the survey, said residents will be
asked to return the completed questionnaires by July 10.
The Department of Community Development expects to release the survey
results as part of a full bikeways report sometime in September.

4:00 P.M,
The Iowa City City Council met in informal session
at 4:00 P.M. on the 28th day of June, 1974 in the Con-
ference Room at the Civic Center.
Councilmembers present: Brandt, Czarnecki, deProsse,
White. Absent: Davidsen. Staff members present:
Wells, Hayek, Stolfus, Kraft, Zelenka, Bonnett, Hunzinger,
Klaus, Amhof, Maune. Mayor Czarnecki presiding.
City Manager Ray Wells distributed a corrected sheet
for insertion in the Capital Improvements Program papers.
Mayor Czarnecki advised of a meeting of the Council
and Senator Clark on Monday at 4:00 P.M. in the Council
Chambers. The City Manager advised of discussions of
the following:- July 2nd, recycling and Federal Aid to
Urban Systems; July 3rd, Capital Improvements Projects;
July 9th, disuss tax base with Willis, Review Board
and discussion with Johnson County Board of Supervisors;
July 16th, appointments to Johnson County Commission
of Environmental Quality and Riverfront Commission;
July 23rd, Bus Route report and appointment to Human Rela-
tions Commission. The City Manager requested that at the
end of each meeting he would like to have discussion
of negotiations with the Union.
The City Manager announced today's discussion of the
proposed design standards. George Bonnett, Acting Public
Works Director, pointed out the changes from the existing,
standards, noting 1) streets were proposed to be 31', back
to back of curb, Vhich will allow 2 lanes of traffic and
parking on one side, 2) downtown standard parking lanes
would be 10', 3) the major controversy is over the thick-
ness of pavement materials, 4) staff did not recommend
sidewalk thickness of 3z" to match a tzvo-by-four, 5) drive-
ways should be specified as 6" thick, 7) downspout water
not to be put in sanitary sewer4 8) for storm sewer, inlets
will be required above each intersection, 9) a warrant is
a condition upon which a recommendation can be made for
installation of traffic control devices 10) 7000 lumen
lights will be installed at each intersection, and in
midblock if the block is more than 600', Type III is a
football shape with light distribution down.

Council discussed the several types of water discharge
entering the sanitary sewer, legal sump pump discharge, and
it was pointed out that warrants to determine speed con-
trols would be in the policy manual, not design standards.
It was ddcided to set a public hearing on the design scan_
dards for August 6th.. Time for discussion of the Johnson
County Regional Planning Commission budget was considered,
with the Mayor suggesting waiting until after the water allo-
cation process was resolved and Councilman White suggesting,
as an alternative, to pay at the current level. meeting
adjourned, 5:05 P.M.

The following is a summary of the financial results of the newsprint
recycling program for the month of June, 1974. Changes for the month
included an increase to 22.83 tons of newsprint .ollected compared
to 18.99 tons in May, and a decrease of $5.00 per ton sold to $30.00
