I feel the.Council is not representative of the community it serves be (1) young people are not serving on it and (2) not one of the Council members lives on the west side of Iowa City.:.. Second, I have some prior policy making by currently serving on a the University of Iowa Compus Security Advisory Commission. Third, I am a long time resident of this community and I am aware of the problems that Iowa City faces. Contributions I can make to the Council: Because I 'am a member of a constituency that is not on the Council, I have a outlook and viewpoint that should be on the Council so as to make the Council more representative of community. Direction/Role I perceive of the Council: Athough,_the Council is a policy and decision making board, there are issues like Cable TV, floodplain problems, increasing citizen involvement on the Council and its commission's and board's, Council salaries, the housing shortage, improving the services of the Public Library,to name a few that I feel need to be discussed more or have been discussed but.little action had been taken so far. I have prior experience in policy making and I desire more. One of the main reasons why I'm applying is because 40 percent of this community is made up of young people who I feel should be represented on the Council. Concerning the question of if I would run for re-election in 1975. I would run if I thought after reviewing several months of serving on the Council, that what I have done so far should be continued. Here is a candidate who feels he will represent the community, young people etc. Here is the Council's chance to have a more representative body. Mary Neuhauser is the wife of Paul Neuhauser, Professor of Law at the, University of Iowa. I realize this request might be highly unorthodox and seem rather conceited, however, I am a highly unorthodox person. I have never had political asperations, however, I feel strongly that I can be of service to the community in these times for any of the following reasons: 1) Over the past 4 years I have had innumerable confrontations with city staff over sewers, water lines, and zoning. In all cases I was found to be correct, however, not until a great many words and emotional strain had passel. I feel strongly that city employees should take a positive attitude and not a negative one towards citizens' problems until the citizen's objection is found not valid. 2) I live in\• high density apartment area of the old part of Iowa City in a 98 year old house and thoroughly enjoy it. As a result, I am well acquainted with problems of the private home owner in this area. I also know the problem that student renters have in my immediate neighborhood and in other.neighborhoods because of the many students I have in my classes. I am equally aware of the landlord problems as I was myself a landlord for rental property in Cambridge, Massachusetts. 3) I want desperately to see the old neighborhoods that give so much unique character to the city be preserved and a good mixture of home owning citizens of all age4long with student renters be maintained. The preservation however, must not be at the expense of true progress and thus we must look to the.future and not -harp on what has happened in the past. 4) Regardless of one's feelings on Urban Renewal the fact is that many blocks of downtown are vacant lots and thus construction must begin - I would like to be in a position to make positive suggestions for the planning and rebuilding of new`�xeas of the down town. 5) I am a geologist who has for 2 years been performing analyses of bedrock and water for a project of the U.S. Geological Survey on Linn County acquifers. I thus am versed in geological problems regarding water supplies, run-off (e.g. Ralston Creek), and landfills. I feel that I could be an asset to the city in projects related to these and other geological matters. If the council is interested in vitae and recommendations to you. Patri-ok White, I would like to nominate Mr. Lee Butherus, 209 Linden Court. I think he would be an excellent person to fill out Mr. 'White's undxp.red term. He has had experience on the Council, id of the "middle—of—the road" type, and, in general, appeared to be well liked and trusted during the time that he was in office. In my opinion, it would be a very serious mistake for the Council to appoint a person who had previously been a candidate for a position on the Council and had been defeated. That person would have three strikes against him (or her) from the very beginning because several thousand persons had already indicated at the polls that they did not want him (o r her) on the Council. LaMaster 3109 Raven St. Iowa City, Iowa because I choose to remain here. I have visited other areas and found no other place as much to my liking. It is a town to live in and grow with. This city has a dynamic personality perhaps unique for its size and status. I feel that I can best help this city continue as a vibrant force by becoming a member of the city council. I would like to become a member of the city council because I believe I can serve the interests of all the citizens of Iowa City. I have broad concern in all of the city's affairs. I am not interested in fronting a particular cause or parroting one consistent point of view. No single group or special influence has my undivided support. I am open to new concepts and ideas, -I readily adapt to the developments at hand, and can assess different points of view on their merits with a rational thought process. I am a lifelong resident of Iowa City at age twenty-three and believe these to be assets. I am a product of the Iowa City school system and a graduate of the University of Iowa. I am familiar with some of the problems that the younger elements of the community face as well as the growing needs of the city as a whole. My youth brings me close to the large student population as well as the young labor force in the community. My solid roots in the non -university com- munity contribute to the close ties I share with the more permanent residents. Present council members have informed me that to effective- ly serve on this body one must expect to spend at least twenty hours a week. This is the type of responsibility I am pre- pared to accept. My business committments are flexible enough to allow citizen input on a personal level. I expect to -have direct contact with many citizens in a variety of settings. Interaction with the public and city staff is essential for the understanding of how to make local government responsive to the citizens. This can be accomplished by attending various citizen meetings, by talking to people on the streets, and recognition o'f points of view as put forth by staff members on specific issues. The first step in the decision making process after a proposal has been submitted is to gather as many points of view as possible on the subject. Citizen. input can be sought in a variety of ways as mentioned previously. Special or standing committees employing knowledgable and interested persons are valuable members would begin to form separate views on the issue. From this should come a discussion on the merits of all sides with final declaration coming only after all the points have been aired and thoroughly discussed. I appreciate the careful consideration this council has given to the matters confronting it. I am confident that I could work effectively with these council members and the varied points of view the reflect. I am not quick to jump to conclusions but do accept new points of view at face value. I firmly believe that the basis for any interaction among individuals must be truth and sincerity. Why do you wish to be a member of the City Council? I believe that I could render effective service to the community as a member of the Council during the coming year. 1975 will be an important year in the life of Iowa City. The City Council will need to establish working relationships with a new city manager, make decisions relating to Housing and Community Development program funds, establish preliminary perimeters for a comprehensive plan, including coordination of planning efforts, make many decisions called for relating to the new charter form of government and take further steps relating to urban renewal. It is not so much that I wish to be a member of the Council as it is that I believe that I could render effective and valuable service. 2. What qualities, atttibutes, or experience do you possess for this posi tion? I believe that I am one of the best informed persons in Iowa City concerning the agenda items before the Council and have evidenced my interest in the total community. I think I have the ability to envis- ion long-range implications of decisions and to correlate items, see- ing the relationship of one decision to another. I think 1 can listen to persons and help them hear what others are saying. I can read budgets and work with figures, plus I believe I have good organizational ability and the courage and ability to make decisions, along with the ability (although difficult at times) to acknowledge mistakes. I am concerned about persons, about the total welfare of the community. I have served as chairperson of the Low Rent Housing Agency, the Hous- ing Commission and CATV Committee (which task could be completed by January 7). I have served as chairperson for 2 years of CBIC and have attended Council meetings regularly for 6 years. In part this is answered by my previous answer, because I believe that my knowledge, organizational ebility, etc. would contribute to good government. I believe that I could work effectively with the other members of the Council. From my perspective, I think I have a good working relation- ship with the members of the Council (recognizing differences, maintain- ing respect). Thust I think I could be a part of a working team and that I could help the Council more toward a unity of purpose that is important to the welfare of the community. I also believe that my presence on the Council could help to restore confidence in the governmental process. 4. What constituency do you represent, if any? Would this present any conflict? At the present time, I would have to say that I do not represent any constituency. Hopefully, I would represent all the citizens. Even when I was more closely identified with various groups.. I think every- one understood that I would not be beholden to any group or individual but open to all. 5. no you have time to devote to the Council? I believe that my present level of activity and involvement indicates that I have taken the time to serve in this capacity. Time is a matter of priority. As you know, during the past year I have expressed concern about what appeared to me to be manipulation of information designed to determine Council action. I felt that the Council was not demanding account- ability from it's staff. In light of more recent events, this judge- ment was probably not true. At the present time.9 I see the Council more open than it has ever been to the citizens. This is a positive step forward. i I think that the Council's concern for.human needs is a second positive step, as is the Councils efforts toward improved relation- ships between Council., Commissions `and Staff. On the other hand, it appears that the Council at times complicates the process by not making decisions and that the Council still has not yet achieved a unity of purposes an establishment of priorities that is essential for it to fulfill its leadership role.
