The Iowa City Council met in adjourned session on the 20th day,of July, 1973, at 4:00 o'clock P.M. in the Council Chambers of the Civic Center. Members present: Brandt, Connell, Czarnecki, Hickerson, White. Absent: None. 'Mayor Brandt presiding. Mayor Brandt stated the purpose for the meeting as receipt and discussion of Charter and September 6th; timetable for referendum, ':and noted 'the 'amendment RrPaanted_ -)2Y the Charter Codi ss i on to amfnd-the_Charter by_ ;insertion of the words "and Revenue' after ',the word "Obligation" in Section 7.01sB 1(e) He reviewed previous action for Council- man Hickerson, and the City Attorney briefly explained his report of July 10, 1973. 'Councilman Hickerson noted his: concerns as,expressed in letter of 26thto the Council. Lt was moved by Hickerson and seconded by Connell that Section 2.04 of the'Charter be ,amended to language which provides that incumbent Councilmen whose terms have not expired, become at-large members, under the Charter. 'Upon; roll call Czarnecki,White and Brandt voted 'nay',, Hickerson and Connell voted 'aye', motion did not carry. The Council discussed the official filing of the Charter which 'commences the time period for publications and setting election within 120 days. It was moved by White and seconded by Hickerson that the Council receiye the Charter in amended f-Q m_as_th of 11 El],_d2c�un_er�t, 'f Motion carried all voting 'aye'. It was moved', by White and seconded by Connell to amend the proposed Resolution Submitting the Proposed Home Rule Charter of the City of Iowa City, Iowa, for Election, by deleting dates for publication. Motion carried, all voting 'aye'.' It was moved by. Hickerson and seconded by Connell to adopt the Resolution, as amended. Upon roll call Hickerson, White, Brandt, Connell and Czarnecki voted 'aye'. Motion carried. It was moved by Connell and seconded by Czarnecki that the meeting be adjourned. Motion carried. RESOLUTION NO. '73-316 RESOLUTION SUBMITTING THE PROPOSED HOME RULE CHARTER OF THE CITY OF IOWA CITY, - IOWA, FOR ELECTION. WHEREAS, the City Council of the City of Iowa City, Iowa, hasduly. enacted a Resolution `adopting 'division for Organization of the City t Government of the City.Code of Iowa (HF574)•of the Acts of the 64th-General- Assembly of Iowa, and WHEREAS, Section 55 of said City ,Code of Iowa authorized the __City Council to cause a Charter to be prepared and ,filed and made by resolution,_submit it to the voters of the City of Iowa"City, Iowa, and 1 WHEREAS,-the Proposed Home Rule-Charter ofthe City of Iowa City, Iowa, was originally filed on June 22, 1973, and after an amendment, thereto was refiled by, the Charter Committee, appointed by the City Council of the City of Iowa City on July 17, 1973,, and WHEREAS, the City Council-'of the City of Iowa City, Iowa, deems itr in-the publicinterestthat the proposed Charter should be submitted to the voters of the City of Iowa City to determine-whether or not it should be.adopted as the form of government for the City of Iowa City. NOW,-THEREFORE, BE IS RESOLVED by: the City Council of the City _of Iowa City,--Iowa,-as ;follows:, y - - 1. That the proposed Home Rule Charter-'shall be submitted at;a special City _election on,a date selected by the Mayor. 2. That the City Clerk is hereby authorized and directed tc publ'-qh the h•7 Proposed Home Rule Charter and the form of ballot therefore in the Iowd.�City Press-Citizen,,a- newspaper_ published daily, except Sundays, ;and havingj'general circulation in the City.
