MINUTES OF A REGULAR COUNCIL MEETING AUGUST 7, 1973 4,0O P,M, The Iowa City 'City Council met in regular session on the 7th day of August, 1973 at 9:00 o'clock P.M. in the Council Chambers of the Civic Center. Mayor Brandt presiding. Members present: Brandt, Connell, Hickerson. Absent: Czarnecki and White. The invocation was given by Rev. Jack Zerwas,;First'Presbyterian 'Church. ' It was moved by Hickerson and seconded by,Connell to consider the amount read a full reading, and to approve the minutes'of the Council meeting of July 31, 1973, subject to correction. Motion carried. It was moved by Connell and seconded by i. Hickerson to`defer �r approval of the bills until after Item ��• Motion carried. It was moved by Hickerson and seconded by Connell to receive the minutes of the Iowa _C'tv Housing Commission meetings of July 5th and July 18th,,and the Iowa Citv 16th and July 30, 1973. " City Manager Ray Wells,reported,on an agreement with the Johnson County Department of Social Services including 1) hiring of a'youth co-ordinator to be supervised by Social Services, 2) advisory board acceptable,' and 3) utilization of grants for financial assistance. Henotedthat the basic intent was that the Department of Social Services would be directly responsible' to 'the Council for conduct of this program. It was moved by Hickerson ''and seconded by'Connell -that the City Manager and the City Attorney be authorized to proceed with contract development as outlined by the City Manager. Motion carried. After discussion and comment by the Mayor concerning-the Council registering a protest to any increase of electrical charges, it was moved by Hickerson and seconded by Connell that the letter from,D.R. Stichnoth, Vice President of Iowa-,Illinois Gas and Electric Company, concerning notice of revision to electric rate schedule, bereceivedand filed and referred to the City 'Manager and the ,City Attorney for study and reporting', recommended action for the Council.Motion' carried; It was moved by Hickerson and seconded by Connell that the letter from J.R. The Mayor advised that as the amendments had not been incorporated into the Ordinance and due to the vacation schedules of Councilmen, he would like to have the 2nd reading of the Sign, Ordinance deferred. The Mayor announced that this was the time set for public hearing on the Resolution of.Necessity forthe Transit Building Modification Project.
