AUGUST 14, 1973
4:00 P.M.
The Iowa City City Council met in regular session on the
14th day of August, 1973 at 4:00 P.M. in the Council Chambers
of the Civic Center. Mayor Brandt, presiding'.
Members present: Brandt, Connell, Hickerson. Absent:
Czarnecki and White. The invocation,was given by Bob Shortall
,Student Intern at St. Wenceslaus Catholic Church.
It was moved by Hickerson and seconded ,by Connell to consider
the amountread to be a full reading and to approve 'the ,min-
utes regular Council meeting.of August 7, 1973, subject
to correction.
It was moved by Hickerson and seconded by Connell that

by Hickerson that the Ordinance be, adopted.- Upon roll call

adopt the Resolution Accepting the Work for the Replacement
of the Recreation--Center. by the Cedar Rapids...Roofing

Company. Upon roll call Hickerson, Brandt and Connellvoted

The City Attorney explained the agreement amending the
lease with James Strabala dba/The Deadwood, Clinton Mall, to
include deck area adjacent to modular units M and N, to be
used as an open air patio. It was moved by Hickerson and
seconded by Connell to adopt the-Resolution'Amending.the Lease.
Upon roll call Brandt, Connell and Hickersonvoted 'aye',
Czarnecki and White absent. Motion carried. It was moved by
Hickerson and seconded by Connell that the revised sketch as
approved by the Council be ;provided for the Liquor Commission.

The Mayor announced that this was the time-se-t--for..-public

the 1973_Paving.Assessment Program.. Attorney James Hess..1l��.
appeared representing John and Oscar Smith,, abutting property
owners on Rochester objecting to the inclusion of curbs and
gutters and storm sewer', and requested sharing of costs by
County or State.', It was moved by Hickerson and ,'seconded by
Connellthat the written objection from Attoney William`Meardon
representing the Harrison Orr Estate on Rochester Avenue, be
received and made part of the public hearing. Motion' carried.

Motion carried.
Councilman Hickerson questioned when Charter Election
should be 'set. The City Attorney advised that he would pre-
pare a memo for Council by next Tuesday.
City Manager Ray ,Wells ,reported on the Environmental
Impact Statement received for,Urban,Renewal Project I9wa.R-14..
Council review and comments needed by September 13th, and
copies to be; provided to Council and certain Staff.
City Attorney Jay Honohan reported on procedure for Council �.
selection_of,,Councilman__Connell.'s.replacement. The ,Councilman
selected on September lst would serve until November 7th.
The Councilman elected for that vacancy would serve until
January 1,,1976,.taking 'office immediately after the canvass
of the November 7th election. On the ballot there would be
two 4-year terms and one 26 month term.
It was moved by Connell and seconded by Hickerson that
the meeting be adjourned. Motion carried.

The Iowa City City Council met in regular session on the
7th day of August, 1973 at 9:00 'o'clock P.M. in the Council
Chambers of the Civic Center. Mayor Brandt presiding.
Members present: Brandt, Connell, Hickerson.,' Absent:
Czarnecki and White. The invocation was given by Rev. 'Jack
Zerwas,'First Presbyterian Church.
It was moved by Hickerson and seconded by Connell to
consider the amount read a full reading', and to approve the
minutes of the Council meeting of July 31, 1973, subject to
correction: Motion carried.
It was moved by Connell and 'seconded by Hickerson to'defer
approval of the bills until after item 19. Motioncarried'.
It was moved by Hickerson and seconded by Connell to receive
the minutes of the Iowa City Housing' Commission meetings of
July 5th and July 18th, and the Iowa City Human Relations','

Manager for advise to the Council on its implications, and ,a
copy, sent to the Johnson County Commission on Environmental
Quality. Motion carried. `

letter from John Amidon, Administrative Assistant to the 'Johnson
County',Board of Supervisors requesting ,the 'citytolinvestigate
the possibility' for use by the County Government of Harrison
Street, between ,the Court House and the Federal Parking Lot,
be received and the City Manager be directedlto,contact the
Chairman of,the Board of Supervisors to see if this is an
