NOVEMBER 20, 1973

The Iowa City; City Council met in regular session onthe
20th day of November, 1973 at 4:00 P.M.,in the Council Chambers
at the Civic Center.
Members Present: Brandt, Czarnecki, deProsse, Hickerson,
White. Absent: None. Mayor Brandt presiding. The invocation
was given by Rev. Robert Welsh, First Christian Church.-

Gormazano'appeared questioning how many students were on
boards and commissions. Fran Bullard also appeared.
Nancy Sieberlin ,'co-chairman for Project Green announced
receipt of the citation awarded Project Green by the American
Horticultural Society as part of its national' effort to combat
urban visual pollution, for, Project Green's presentation
judged as best calculated to illustrate the link, between'horti
culture and environment. Gretchen Harshbarger commented on the
3/4 page in the Sunday New York Times reporting on this; project
and award.
It was moved by Czarnecki and seconded by Hickerson that
the minutes of the meetings of the Johnson County Region N
Plannin Commission 10 17 73 and Iowa Cit Riverfront Commission,
10/18/73 be received and filed. Motion carried.
It was moved by white and seconded by Czarnecki to adopt ��

comments onthe parking policy. Motion carried.
George' Bonnett,'' Deputy Director of Public Works called
attention to the criteria used to determine speed limits and
recommended a'30 mph speed limit on Gilbert St. between US 6
By-Pass and Burlington and a 25-mphspeed limit on Gilbert /
between IIur ington Street and Market Street. It was moved
by Hickerson and seconded by Czarnecki that the speed limits
as recommended be approved. Brandt, Hickerson and Czarnecki voted
Jaye' ,,J deProsse and White voted 'no'. Motion carried. Tom
Douglass` appeared concerning safety.
Mr. Bonnett also gave the report on the traffic control
devices at the intersection of Melrose Avenue and Mormon Trek
Boulevard and noted that the review indicated si nali.zation
:or,the intersection and he recommended this pro'ect for 1974. V

Manager be authorized to install the signals, funding in the
1974 'Budget'.` Motion carried.
The Mayor announced that this was the time set for public ,
hearing on the disposal of the alley_in Block 4 County Seat., l
Addition, as requested by the University of Iowa. There being no /
interested persons presenttospeak for or against the disposal.,
it was moved by White and seconded by Brandt to adopt the,
Resolution Disposing of the Vacated Alley to the State of Iowa'
or use by t e University of Iowa. Upon roll call deProsse,
White and Brandt voted 'aye', Czarnecki and Hickerson abstained.
Motion carried.' The Mayor declared the hearing closed.
The Mayor announced that this was the time set for public.

Councilman Hickerson advised the Council of his meeting with
'Mr. Jamison of the Cedar Rapids'' Airport Commission concerning the
hearing on Nov. 28th on the Environmental Impact Statement for the
Cedar Rapids Airport. He suggested that the City Manager review thee

Councilman Czarnecki requested the status for the First Ave m
Project and the Rochester Avenue paving. Mr. Bonnett noted that the d
Rochester project was completed except shouldering, and on First l�
Avenue ,the major portion of concrete has been poured. City Attorney
Jay Honohan commented on the fact .that 'the Rock Island had not
begun 'crossing work, and wouldhavea report on this next week.
Councilwoman deProsse requested from the, City Attorney, current
status'' of litigation pending, The City Attorney noted ,that he had' /.
planned to present a report shortly.'
It was moved by deProsse and.seconded. by Hickerson that the
City buy filing cabinets for use by the two new councilwometl. [P
Motioncaried, Brandt and White voting 'no'.
Councilwoman deProsseuestioned when the report on Urban
Renewal would come to Council, and if her questions would be A,;
answered. City Manager Ray Wells proposed a special meeting the
first week of December.
Councilman White requested comments concerning the legislative
liason program.
Councilman Czarnecki questioned when the City Manager would -
have the collective bargaining report. The City Manager advised
he wou repor next Tuesday.
City Attorney Honohan presented the draft of the Ordinance
concerning School Buses. �G
Arie Kroeze appeared concerning the sewer on his Bloomington
Street property, requestin that the Council review the matter,
—The City Manager stated that he would report on the matter at
the next meeting.
It was moved by Hickerson and seconded by Czarnecki that
the meeting be adjourned. Motion carried.

.Comment:
The test of Section 3.42.3D of the City ;Code is being
amended for the purpose of establishing points of
collection for garbage pick-up. As'has'been discussed,
all garbage cans or containers shall be ,placed adjacent
to the paved or traveled portion of the 'street or alley
which is part of.th.e'collection'route abutting the

- CONSIDER ORDINANCE CONVERTING UTILITY BILLING TO
ELECTRONIC DATA PROCESSING SYSTEM. (SECOND READING)
Comment:
The.City Council has ,previously authorized the conversion
of water andsewer billing to electronic data processing.
This conversion will involve a change in meter reading
frequency and necessitate some clarification in enforce-
ment authority. Those changes are implemented in this
ordinance.

MINUTES OF A REGULAR MEETING
NOVEMBER 13, 1973
4:00 P. M.
The Iowa City City Council met in regular session on the
13th day of November, 1973 at 4:00 P.M. in the Council Chambers
at the Civic Center.
Members Present: Brandt, Czarnecki, deProsse, Hickerson,
White. Mayor Brandt introduced Councilwoman Carol deProsse
taking office today and Penny Davidson, taking office January 1,
1.974.Mayor Brandt presiding, The invocation was given by
Rev. Paul Akin, First United Methodist Church.
It was moved by ,Hickerson and seconded by Czarnecki that
the 'amount read be considered a full reading and to approve the
minutes of the Council meeting of November 6, 1973, subject to
correction. Motion carried.
Glen Epstein, President of Iowa City Clinton Street Tenant's
Association, ',presented a letter with their input concerning the
proposal received frau Old Capital on Urban`'Renewal•It was moved
by White and 'seconded by deProsse that the letter be received
and filed. Motion carried. Mrs. William Moore, 324 Governor
appeared concerning parking for loading of persons. It was
moved by White and seconded by Hickerson ,that the problem be
referred to the City Manager for investigation and report back
to Council. Motion carried. George Knorr, 330 Kimball Road
appeared requesting resumption of City practice of keeping a
compost pile at the Service Building. It was moved by White
and seconded by deProsse that the matter be referred to the City
Manager for report back to Council. Motion carried. 'Don Anderson,
AFSCME, APL -CIO representative appeared presenting a letter stat-
ing that the City employees had formed a chartered union and re-
questing the Council to appoint a committee to meet and act upon
issues brought before the committee by the employees. After
discussion, it was moved by White and seconded by Hickerson that
the letter be received and filed and referred to the City Manager
and City Attorney for review and report at an informal meeting,
at the earliest possible date, the report to include' docking
of employees, as discussed. Motion carried. Skip Laitner,
ISPIRG, appeared presenting the results of their public opinion
survey taken on October 29th, the questions concerning the
proposed Charter.' He also presented the letter written to
Maurice Baringer concerning an inaccuracy contained in their
petition to appeal 1974.operating budget for Iowa City, and
suggested formation of a Citizens Advocate Committee and an
annual report by the Mayor. It was moved by Hickerson and seconded
by Czarnecki that his two communications be received and filed.

Motion carried. It was moved by Czarnecki and seconded by
deProsse to schedule discussion at an informal session soon
concerning getting information to the citizens. Motion carried.
William Meardon appeared clarifying statements made concerning
amendment of the proposed Charter. Mayor Brandt stated that the
Council recommended that the voters vote 'yes'for either of the
two proposals. Jim Murphy, 555 Hawkeye Court, for ISPIRG appeared
concerning the Municipal Recycling Program and presented a
statement. Councilman White pointed out previous action taken to
qualify for Environmental Protection Agency assistance. City
Manager, Ray Wells, noted the rapid changes taking place con-
cerning recycling. It was moved by Czarnecki and seconded by
Hickerson that the statement be received, filed and referred
to the City Manager. Motion carried.
It was moved by White and seconded by Czarnecki that the
disbursements in the amount of ',$1,388,924.55 be approved subject
to audit. Motion carried.
It was moved by White and 'seconded by Hickerson that the
minutes of the meetings of'the 'Housing Commission, 10/25/73,
Planning and Zoning Commission', of 11/8/73, Iowa City Airport
Commission of 10/18/73 and Iowa City CATV Committee of 10/9/73
and 10/15/73 be received and filed'. Motion carried.
It was moved by White and`, seconded by Hickerson to adopt
the Resolution Approving Class B Beer Sunday Sales permit
application for Ernest Stoppelmoor dba/the Links, 1011 Arthur
Street. Upon roll call Brandt, Czarnecki, deProsse, Hickerson,
White voted 'aye'. Motion carried.
After discussion of complaints and appearance of Rev. Welsh
who advised of the mess in the E/W alley behind the First Christian
Church on Sunday mornings, it was moved by Hickerson and seconded
by White to adopt the Resolution Approving Class C Beer & Liquor
Control License application for BMF, Inc. dba/C.O.D.'Steam
Laundry, 211 Iowa Avenue. Upon roll call Czarnecki, deProsse,
Ilickerson, Brandt voted 'aye'. Motion carried, White abstaining.
It was moved by Hickerson and seconded by White to adopt
the Resolution Refunding Cigarette Permit for Leo's Cafe, 127
Iowa Avenue. Upon roll call deProsse, Hickerson, White, Brandt,
Czarnecki voted 'aye'. Motion carried.
It was moved by White and seconded by Hickerson that the
petition from residents of Kathlin Drive to change the name of
Mair Avenue to'Kathlin Drive be received and filed and referred
to Planning and Zoning for report back to Council.. Motion carried.

After explanation by Dennis Kraft, Director, Department
Of Community Development, and recommendation that the request
not be granted, it was moved by Hickerson and seconded by
Czarnecki that the letter from Arie Q. Kroeze, Pleasant Valley
Orchard and Nursery, Inc. requesting a sewer connection be're-
ceived and filed and referred to the City Manager to so advise
applicant of Council's disapproval of the connection. Motion
carried, White abstaining.
It was moved by Hickerson and seconded by Czarnecki that
the letter from Mrs. Leland Nagle, 714 McLean Street, objecting
to closing of either end of Lexington Avenue be received and
filed. Motion carried.
It was moved by White and seconded by Hickerson that, the
letter from James A. Kutz, Jr., l Lt., MSc, Iowa ARNG concerning
a briefing at the regularly scheduled training session at the
National Guard Armory, in Iowa City on December 9, 1973 be re-
ceived and filed. 'Motion carried.
It was moved by White and seconded by Hickerson that the
letter from A. B. Preacher, M.D., 28 Caroline Court,requesting
a stop, sign at the intersection of North Governor extension and
Kimball Road be received and filed and referred to the City
Manager for report back as soon as possible. Motion carried.
It was moved by White and seconded by deProsse that the
letter from Ernest Lehman, President, City Center Association,
concerning use of, the vacant lot on the corner of Washington
and Dubuque Streets during the holiday season be received and
filed and request be authorized subject to clearances by the
City Manager. Motion carried, Czarnecki voting 'no'.
It was moved by Hickerson and seconded by deProsse that
the letter from Dick Clark, U.S. Senator, concerning Community
Development legislation be received and filed. Motion carried.
It was moved by Czarnecki and seconded by White that the
rules be suspended and the second reading of the Ordinance
Establishing the Points of Collection for Garbage by the Sani-
tation Service and Amending the Code, by Repealing Section 3.42.3D
be given by title only. Upon roll call Hickerson, White, Brandt,
Czarnecki, deProsse voted 'aye'. Motion carried and second
reading given by title only.
It was moved by Hickerson and seconded by White that the
rules be suspended and the first reading of the Ordinance Con-
verting Utility Billing to Electronic Data Processing System
be given by title only. Upon roll call White, Brandt, Czarnecki,

It was moved by Hickerson and seconded by deProsse to
adopt the Resolution Approving Plans and Specifications and
Form of Contract for a Two -Ton Flat Bed Truck for the Equip
meat Pool of the ,Department of Public Works and Setting 'Date
for Receiving bids on December 13, 1973. Upon roll call
Czarnecki, deProsse, Hickerson, White, Brandt voted 'aye'.

George Bonnett, Deputy Director of Public Works, explained
the project, after which the following resolutions 'initiating
the Demolition and Site Clearance of approximatelyl20 parcels
in the City -University Project, Iowa R-14 Contract #3 were
adopted. It was moved by Hickerson and seconded by, White to
adopt the Resolution Setting Public Hearing on the Resolution
of Necessity for December 4, 1973. Upon roll call deProsse,
Hickerson, White, Brandt, Czarnecki voted 'aye'. Motion
carried. It was moved by Hickerson and seconded, by White to
adopt the Resolution Directing Engineer to Prepare Plans and
Specifications. Upon roll call Hickerson, White, Brandt
Czarnecki, deProsse voted 'aye'. Motion carried. It was moved
by Hickerson and seconded by White to adopt the Resolution
Setting Public Hearing on Plans and Specifications and Form of
Contract for December 4, 1973 and Receive Bids on December 6,

adopt the Resolution Accepting the Work done by Gjellefald
Constructors, Inc., on the 1973 Sanitary Sewer Improvements
Project No. 1 on St. Ann Drive and Bjaysville Lane. Upon roll

aye'. Motion carried.
After discussion of petitions received last week, and
explanation by Director of Community Development, Dennis Kraft
Of previous action, it was moved by White and seconded by Czarnecki
that the Resolution Approving the Preliminary Subdivision Plat

for Hollywood Manor, Part V, be deferred for one week, and the
staff requested to add to the agenda next week a report on the
matter of a park including the relationship with the Cpaitol
Improvements Program'. Motion carried.
After withdrawal of a motion by deProsse and second by
Czarnecki to change Council meeting time to 7:30'P.mstarting
the first meeting of 1974; and further discussion including
Rules Committee report on Boards and Commissions, input from other
new council member, reduction of energy and requirement for one
month lead time; it was moved by deProsse and seconded by Czarnecki.

Councilman Czarnecki asked how the staff intended to respond
to the questions on the urban renewal proposal' presented by, Rev.
Welsh and Councilwoman deProsse and questions and, concerns raised
at the neighborhood meetings. The Mayor noted that the staff
should get information to the Council first for their discussions.
Councilwoman deProsse commented on Community Relations
Director, Julie Zelenka's memo concerning theIWSUI call-in pro-
gram on December 6th, concerning the urban renewal redevelopment
proposal. After discussion, it was moved by deProsse and seconded
by Hickerson that WSUI be notified of the Council's desire to have
this program aired. Motion carried.
Councilman White noted that the City has two vacancies on
the Regional Planning Commission, and that the next meeting was
tomorrow, Wednesday the 14th, and requested filling the vacancies

Mr. Hilgenberg!reported that he appeared before the State Legislative
Land Use Committee concerning state land use legislation. He stated
his comments included review of what the Commission has done in land
use planning, and urged the Committee to include and guarantee local
government involvement in the state land use decision-making process.

RIVERFRONT COMMISSION
OCTOBER 18, 1973
The Iowa City Riverfront Commission met in regular, session on
October 18, 1973 at 4:00 p.m. in the Conference Room at the Civic
Center:

Chairwoman Neuhauser called the meeting to order. Minutes of the
September,20, 1973 meeting were approved as read.
Mrs. Neuhauser made the following announcements:
There will be an increase in',the budgets of the Boards and
Commissions, and there might be a possibility of the Riverfront
hiring a professional consultant. Before we can do this the
Riverfront must coordinate a, proposal worthy of consideration.
A new committee has been set up called the "Trails Task Force
Committee," which will ',study the possibility of trails in and
around Iowa City.
There is a possibility of combining park land with Ralston Creek
in east Iowa City, 50%„ federal funds; available because of flood
control. Riverfront Commission should watch this development
because if the floodplain ordinance is passed, this could
directly concern us.
Mayor Brandt has expressed his desire that any members of the
Riverfront Commission feel free to present any ideas or considera-
tions that will help improve_ relationships between Riverfront
Commission and the City Council.
There has been an offer from the Law School that certain students
• might help the Riverfront Commission in studying the needs and
legalities involving the Riverfront.

A discussion followed the above announcements on the ways and means
of letting people in Iowa City know that the Riverfront Commission
exists. A suggestion was presented that we find out ways of opening
new routes so cars can get down near the river. Another suggestion
was finding out the directives for raising and lowering the river.
The Riverfront Commission should have full knowledge of what the
University is planning to do with all the property that it owns
along the Riverfront.
The Riverfront Commission should request that the Planning and Zoning
Commission not change any zoning within 300 feet of the riverfront,
without first consulting the Riverfront Commission.
Since there was no further business to discuss, the meeting was
adjourned.

that potential home owners can afford.
2. A requirement that open spaces be reserved and dedicated to

of each lot, and the corresponding increase in the cost of
each residential unit. To require the dedication of open
space for public park purposes would thus result in a relatively
few 'number lof lot owners purchasing a park for use by the

3. No other subdivision previously approved by the City Council
has been required to set aside open space for dedication to
the public for park purposes, and the present ordinances do
not make this a requirement.
4. The preliminary plat was developed in joint cooperation with
the City Planning Staff to assure the most -suitable street and
utility installation plan and the most beneficial. use of the
property, and to assure that the plat would be in compliance

Oear `favor Brandt:
Recause'of prior commitments, I'find that I am unable to attend the
sessions planned for this week at which discussions will center on
the urban renewal plans for Iowa City. I should like to go on
record,however,' as favoring a plan that will somehow resurrect
the downtown area of our community:
It is my ;impression that there is an,underlying subtle implications
in newspaper publicity and in 'some of the statements made by
candidates before the election, that the Old Capitol Company which
has presented a plan for development of the area, is somehow concerned
with making a monetary "killing'! without regard for the final result,
to the community of its plana I think this is unfair and unwarranted:
The people who are backing this 'plan, so far as I can tell from reading
their names are people who have lived for years in this community,
have indicated by civic responsibility their interest in Iowa City
In the past, and because they intend to go on living here, have e
real stake in its future. Inasmuch as they are the only group to
come forth with a plan, the alternative seems to be to do nothing.
There are protests that the. plan will have an environmental impact;
may I respectfully suggest that the Council take a look at the present
condition of the downtown area and decide if that is the kind',of
aesthetic environment' with which we are going to live for years to
come. Do we plan to let the downtown become seedier and seedier
-- eventually it will be deserted by business and then we will find
even more shopping centers growing up around the periphery. Surely
this will engender the uselof even more autobomiles, additional
acres of parking lots; even less efficient bus service trying', to
go in several directions without a focal point, and a greatly reduced
tax base.
I am not suggesting that the Old Capitol. plan is perfection; perhaps
discussions between the Council and the promoters could engender closer
agreement about some of the points of contention. But I am suggesting
that we in this city are about to do once again, what was done over. 10
years ago when Bob Wheeler proposed a similar study' -- wait until
costs continue to rise, the downtown deteriorates still further, and
Iowa City once again misses the chance to have an attractive, economically
sound; and convenient downtown area.
I respectfully ask that the Council) consider very carefully the consequences
of failing to follow through with urban renewal plans at this Lime.

- - GARBAGE BY THE IOWA CITY SANITATION SERVICE AND AMENDING : -
- - - --.THE MUNICIPAL CODE OF IOWA CITY,,,_IOWA,;:_ BY REPEALING. SEC-
- .TION 3.42.3D ANDENACTING.A-,NEWSECTION IN LIEU THEREOF.
BE IT. ENACTED BY THE. CITY COUNCIL OF. IOWA - CITY, -IOWA. -
SECTION -I -PURPOSE. The purpose of this ordinance is to establish the -
point of collection for garbage to be collected by the Iowa City Sanitation
Service to be adjacent to the paved or traveled portion of the street or
.alley, for the purpose of facilitating thecollection-thereof,thereby
promoting the efficiency of said system and making collection practices uni-
form throughout the City.
--SECTION -_II AMENDMENT. The Municipal Code of Iowa City,' Iowa, is here- --
by amended by repealing Section,:3.42.3D'of the Municipal Code and enacting
the following in lieu thereof:
Section 3.42.3D. Points ..of.Collection. --No garbage can or
trash container shall be regularly kept upon or adjacent to any
street, sidewalk, parkway, front yard, side yard or other place
within the view of ,persons using City streets and sidewalks except
that on or after 6:00 o'clock, P.M. on the day preceding the regular
- day of collection (or .special- day_ of. collection dud' to rescheduling -
because of holidays -or weather conditions) all garbagecansor con-
tainers shall be placed adjacent to the paved or traveled portion of
the street or alley which is part of the collection, routeabutting
the premises of the dwelling unit of the customer. After collec-
tion has been made, such garbage cans or containers shall be re-
moved from such place after a reasonable time on the same day the
collection is made. The City Manager shall, upon a showing of good
cause, considering such factors as age„or disability, grant exceptions
-..to-the'foregoing points of collection requirements and shall establish
procedures, for considering such exceptions.
--:-SECTION III REPEALER. -Section 3.42.3D and all ordinances or parts of
ordinances in conflict with the 'provisions of this ordinance are hereby
repealed.
--- SECTION IV EFFECTIVE.DATE.-Thisordinance shall' beineffect--after

The maximum rate of interestwhich may be bid for

DIVISION OF ASSESSMENT -
WHEREAS, the City of Iowa City, Iowa, duly levied a special assessment
proceeding in the year 1972 for sanitary sewer purposes located on Washington
Street in Iowa City, Iowa, and
WHEREAS, as a part of said assessment, -the -City --of Iowa City, Iowa,
pursuant to Chapter 391A of the-Codeof Iowa, did levy a special assessment
against the St. Mark's United Methodist Church for said 'sanitary sewer purposes
along said Washington Street in Iowa City, Iowa, and
WHEREAS, the St. Mark's United Methodist Church, as subsequent to said
levy, sold a portion of said property and has requested of the City Council
pursuant to Chapter 391A of the Code of Iowa. that the City Council adopt a
resolution dividing the assessment between St. Mark's United Methodist Church
of Iowa City, Iowa, and Patrick Moore, .the purchaser of the portion of real.
estate from the said St. Mark's United Methodist Church, -and
WHEREAS, the City Council of the City of Iowa City, Iowa, deems it in

COUNCIL DISCUSSION -JOINT MEETING WITH HOUSING COMMISSION
NOVEMBER 20, 1973
12:30 P.M.
The Iowa City City Council met in informal session on the
20th day of November, 1973 at 12:30 P.M. in the Conference Room
at the civic Center. Mayor Brandt presiding.
Councilpersons present: Brandt, Czarnecki, deProsse,
Hickerson and White. Others present: 'Davidsen, Wells, Honohan,
Vollertson, Klaus, Maune, Smeed, Kraft, Gillett, Seydel, sermaa,
Stolfus. Housing Commission members present: Frimml, Bosserman
Hamer, Branson, Duncan. Absent: White, Mikelson.
Mayor Brandt noted the letter received from Commissioner
White, who could not be present. He stated that the Commission
had recommended after studying the Tenant -Landlord Ordinance,
that there was no need for a new ordinance, but that the old
ordinance needed enforcement and some additions to it. Council
discussed interest on deposits, small claims courtI settlement
of code enforcement court cases. Coud two other councilpersons
Czarnecki proposed
to change his original ordinance, and two o
were interested. Mayor Brandt thanked the Housing Commission
for their report.
The Council then discussed the Equal Employment Opportunity
Commission report. City Manager Ray Wells noted the need for
study for a, personnel system. He advised that in.December he
would have recommendations on salaries. 'Concerning the status
of the complaint from EEOC, the Attorney advised that the
processwas: confidential.
A committee of deProsse, White and Davidson was formed
to discuss meeting times for the Council, to be in effect
after the first of the year. The City Manager reported on
his meeting with the Superintendent of Schools and the President
of the University concerning coordination of efforts on
reduction of energy during the energy crisis. There was a
short discussion concerning use of recycled paper, and staff
input on the radio program for Urban Renewal. It was decided
that Attorney Hayek should be there.
Councilman White noted that he would make an amendment
to the garbage collection ordinance.

Dear,Council Members:
As I will be unavailable to attend the City Council
work session on Tuesday, November 20, 1973, I am using
this means of expressing some of my views related to the
Tenant -Landlord ordinance Study.
The basic question for the Housing commission to
study and report back tolthe'City Council was, "Does
Iowa City 'need a tenant -landlord ordinance?"
Our, approach' to the study was to seek input, from all
sides of the issue, from any group :or organization with
specific information; or, from citizens wishing to express
their ideas or thoughts'. I am sorry to say that I_had
anticipated, information from some areas that did not
develop.
The report expresses the opinion of the Commission
that there is not a definite need for a new ordinance; but
some areas of the present ordinances should be examined and
strengthened. Often -
in our study, it appeared to the Com-
mission that enforcement of the existing ordinances can
help resolve some of the present problems., To add another
ordinance to the code without enforcement of the old, and
the new, would be of no avail. So it is for the Council to
establish priorities in correcting any of the current
problems. Perhaps this is,a very modest report but I
believe it answers the basic question.
I also believe it is important to inform the Council
that the assistance, cooperation and communications with
the City staff members and the Leased Housing office was
splendid. Their assistance in doing some of the research,
typing and reproducing the report as, delegated by the
Commission was splendid. From the Commission's experience
the delegation of authority by;the 'administration 'is.
quite functional.

SUMMARY OF PART-TIME EMPLOYMENT ... JANUARY THRU OCTOBER
Information concerning part-time employment is extremely limited
in terms of reliability, and should be viewed in terms of the
- =limitations -listed below. The new City Personnel Program:is
_now becoming organized for full-time employees, and during the next
few months, a review, systemizing, and centralization of part-time
employmentwill also begin - as much as practicable. In any
case, the following factors must be considered when looking at
general part-time statistics:
1. Only, rough estimations are possible because of a de -centralized
approach to placing part-time individuals;
2. Re-employment of the same individuals within one year is
reasonably common;-
3. Part-timers are usually drawn from one or two general recruiting-
campaigns during the year, as opposed to the totally impractical
individual attention to each classification;
4. Seasonal, temporary, often indefinite expected tenure of any
one individual in any one position: could be for one softball
game,` and it might beforan entire season;
5. Numbers of actual 1,ositions varies greatly since it is on a
need basis from one project:to another; and the number needed
within a given program may change during the course of that
- program;
6. One individual may be on several accounts, performing different
functions at different pay at the same time in the same
department;
7. Movement from full-time to part-time and back, as well as
inter -departmental and intra -departmental transfers and movements
are factors;
8. Recruiting -campaigns are not extensive for part-time employment
because of the temporary nature of the work, and the fact that
need for part-time aid arises and dissipates very quickly.
9. Part-time employees may be drawn from full-time files to fill
temporary functions.
10. When contacted for positions, P.T. applicants are often difficult
to locate.

SUMMARY OF POLICE AND FIRE PROMOTIONAL
GENERAL COMMENTS:
TURNOVER APPROXIMATIONS
- - The City ofIowaCity has been averaging -approximately 8.2
vacancies per month over the last ten-month period. If this
trend continues through November and_December,;,we would have
a raw average of 28.68 turnover. Newly created positions are
not considered in the turnover:figure,_and neither are
promotions and lateral moves
- Since turnover generally slows during the holiday season,
a more accurate turnover approximation would be closer to
258 •during 1973.
Although a'turnover of 258 initially appears to be a
staggering figure, it is fairly typical of college communities
similar to Iowa City.
Approximately 898 of the employee turnover occurred in non-
administrative/professional classifications; suggesting that
most of the vacancies occurred in classifications considerably
below range 25 in the pay plan (please see the final section of
this report for an approximate position -allocation breakdown);
and the City's record in filling the Administrative/professional
positions with female and/or minority individuals is reasonably
sound during 1973.
The only areas where turnover tates are significant are in the
CLERICAL and GENERAL (labor, trades, para -professionals,
miscellaneous categories) -occupational areas, accounting for
678 of the total vacancies, and as stated earlier in this report
the City -is-making significant;effort.in not discriminating -
between males and females when filling previously male dominated
classifications - both in promotions and new hires.
PERTINENT FEATURES OF THE IOWA CITY COMMUNITY IN TERMS OF
AFFIRMATIVE ACTION.
The population make-up of Iowa City is not representative of
a minority or even majority individuals if_compared -to -a National --
_population cross-section. (Please see the recently released
MINORITY STATUS REPORT.) An'inaccurate ,presumption `would be
that minority individuals are seeking employment in Iowa City
as actively as in other communities, or are even interested in
considering Iowa City as an'attractive place to live.
-While the City of Iowa City offers reasonably competitive
salaries and benefits,- the cost of -moving -;a family to Iowa
City and into a higher cost of living area does not tend to
appeal to most minority individuals, especially if their
friends and relatives are currently close to them. Commuting
to Iowa City from cedar 'Rapids :-is a possibility, but most
individuals would find such a -practice not -worth the cost or
effort
Minority individuals whoare reasonably well trained or skilled
are indeed difficult to locate even in 'a large metropolitan
area, and minority members in a community like Iowa City tend
to demand somewhat higher salaries than non -minority individuals
often pricing themselves beyond the budgetary capabilities of
a given department. Most _vacancies which tend to occur on a
regular basis -are -in fact lower level vacancies, with functions
that are probably not of exceptional interest to minority
individuals in this community:
Generally, a non -college oriented minority individual would
not feel 'comfortable -entering the Iowa City area for fear
of further alienation.
GENERAL COMMENTS CONTINUED
ADVERTISING/AFFIRMATIVE ACTION
In order to attractinterested minority individuals to
available City Positions, announcements of vacancies are being
sent to agencies and individuals on`a reasonably extensive
mailing list (approximately 80 letters each time) throughout
the 'state`. - These agencies and individuals -may -or may not have
extensive contact with the minority population in this geographic
area, but a direct effort is being made to notify associated
parties.
Occasional advertisements are being placed in the minority
publication, the BYSTANDER published out of Des Moines; and
while we have had virtually no response to ads placed in this
weekly, we continue to attempt contact through this vehicle.
General-advertising.is'done locally in the PRESS -CITIZEN and
the DAILY IOWAN, and occasionally in the Des Moines, Cedar
Rapids, and Davenport papers,:: depending on the difficulty of -
attracting applicants.
For skilled positions the City may advertise in national
professional journals or in large Metro area newspapers such as
the CHICAGO TRIBUNE, ST. LOUIS DISPATCH, ETC. The City of Iowa
City is, in fact, posting positions quite' extensively; and
individuals are not disqualified through any testing procedures,
but generally stand on their merit in terms of background,
training, orientation, personality:
THE CITY'S RECORD FOR 1973 TENDS TO INDICATE THAT OUR
AFFIRMATIVE ACTION PROGRAM IS WORKING EFFECTIVELY; AND THERE
IS NO'REASON ,TO BELIEVE _-THAT -OUR EFFORTS IN THIS AREA WILL
DIMINISH.
The Personnel record keeping systems for all employee and
potential_ employee transactions are developing very well,
and next year should produce -much -more :valid statistical
information, establishing a base for various validity reviews
as they may be
APPLICATION OF "GOALS'&TIMETABLES" (AS SUGGESTED TO THE IOWA
CITY HUMANRELATIONSCOMMISSION) TO THE -IOWA -CITY SITUATION
Considering the apparently solid effort of the City in the
affirmative action area, with very significant` results in 1973;
considering the scarcity of minority individuals in the City and
difficulty in attracting them to this community; considering the
peculiar nature of the population cross-section in Iowa City; and
-
considering the relatively small municipal operation (less than
350 full time employees) involved; the idea of imposing even
advisory "goals and time -tables" would appear to be a frivolous
academic exercise at best.
The City has committed itself to a continuing philosophy of
positive affirmative action and will continue to do the best it can considerinthe nature _of_the overall circumstances.
In the situation of Iowa City, "goals and timetables" would
not provide anything additional that would be constructive
and beneficial to our affirmative action efforts.
