At the present time three meters (L-54, L-56, and L-58) located on the east side of Linn Street just south of Burlington are one-half hour meters. These will be changed to five hour meters. COMMENT: Originally the short-term meters were installed to facilitate the business office operation of Northwestern Bell Telephone Company. Monday through Friday on the north side of Bowery Street from the intersection of Gilbert Street to the intersection of Dodge Street. This action will be taken on or shortly after April 27, 1979. COMMENT: This action is being taken to facilitate traffic movement on Bowery east of Gilbert Street. With the installation of the signal system at the intersection of Bowery and Gilbert Street the removal of parking will enhance the operation of this signal. Dubuque Street and Bloomington Street east to the intersection of Bloomington Street with Dodge Street. This action will be taken on or shortly after April 27, 1979. COMMENT: This action is being taken to enhance the movement of ambulances and patients moving to the Mercy Hospital emergency entrance. This action represents a change from the pre -January conditions in only two blocks of Bloomington Street. The two blocks are the block between Dodge Street and Johnson Street which historically was parking uncontrolled on both sides and the block between Linn Street and Dubuque Street which was also uncontrolled on both sides. The action as proposed above will remove parking from the south side of these two blocks and leave the parking on the north side uncontrolled. In Director Plastino's memo Bloomington Street was to have been signed no parking anytime on the south side and then uncontrolled parking on the north side. This haste has resulted in some confusion on the agenda. This memo will clear matters up. By rescinding the motion which accepted this type of parking Council is, in effect, starting with a "clean slate." Some of the new parking memos are listed on the consent calendar as items 3e(4), (5), and (6). Council should ignore items 3e(4), (5), and (6) and instead work off the rest of this memo. Council should note that item 3e(3) is a parking issue that is completely unrelated to the parking discussions of the last several months. This has to do with the fact that Bell Telephone changed their business office location. Memo #1 - Alternate Side Parking Alterations. This memo makes it clear that Clinton, Linn, Iowa, and portions of Washington and College are to have parking allowed on both sides. Memo #2 - Calendar Parking Alterations. This memo installs calendar parking on streets from 25 feet to 37 feet wide. Memo #3 - 8:00 a.m. to 5:00 P.M. Parking Prohibition Alterations. This memo removes the 8:00 a.m. to 5:00 p.m. parking prohibition on certain streets and portions of certain streets as Council directed. Note that this memo does not yet resolve the matter of Friendship, Hollywood and a portion of Summit Street. (See memo 5a and 5b). Memo #4 - 8:00 a.m. to 5:00 p.m. Monday thru Friday Parking Prohibitions. This memo directs that the 8:00 a.m. to 5:00 p.m. parking prohibition be retained on certain streets as Council directed. Memo #Sa & #5b - Undecided 8:00 a.m. to 5:00 p. m. Parking Prohibition. Council will recall that no decision was made on removing 8:00 a.m. to 5:00 p.m. parking on Hollywood, Friendship, and a portion of Summit Street from Bowery to the railroad tracks. Memo #6 - One Side Parking Prohibitions. This memo institutes one side parking prohibitions on all streets narrower than 25 feet. The side was chosen by fire hydrant location and by the number of parking spaces left. By using a parking survey done in 1972 we eliminated parking on the side that resulted in losing the fewest number of parking spaces. Memo #7 - Parking Prohibition on Bowery Street. This memo prohibits parking from 8:00 a.m. to 5:00 p.m. Monday thru Friday on the north side of Bowery from Gilbert to Dodge. Council had agreed on this. Memo #8 - Parking on Bloomington Street. This is something new. Public Works is strongly suggesting that parking be prohibited at all times on the south side of Bloomington from North Dubuque to Dodge Street. This is the major ambulance run into Mercy Hospital and calendar parking is not felt to be acceptable since the street will be blocked on both sides by parked cars after 5:00 p.m. Public Works strongly suggests passage of this prohibition. Memo #9 - Parking Situation on Linn, Bloomington and Gilbert. This memo provides for no parking anytime on the east side of Gilbert from Market to Bloomington and provides for metered parallel parking on the west side of Gilbert in the same block. It provides for metered parking on the north side of Bloomington from Linn to Gilbert and no parking anytime on the south side of Bloomington in the same block. It also provides for an extension of the metered zones on Linn from Market to Bloomington so the whole block is metered. This is slightly different from the discussion with Council earlier in that there was going to be uncontrolled parking on the north side of Bloomington. This is a commercial area and it is felt the metered parking on the north side of Bloomington will promote vehicle turnover. In summary, based on previous discussions with Council, Council should adopt without reservation the following memos: Memo #1 Memo #2 Memo #3 Memo #4 Memo #6 Memo #7 Council has the following decisions to make on the remaining memos: Memo #5a and 5b - Is 8:00 a.m. to 5:00 p.m. parking to be left on or remove rom Friendship, Hollywood and "ummit? In lieu of a density of 52 dwelling units 48 dwelling units are now being proposed (Lot 3 has four less dwelling units). fhe location of the recreation facilities have been modified by shifting the club house further south to provide space for tennis courts on the north and the storm water management basin will now be utilized for a volleyball and/or basketball court. The number of parking spaces have also been reduced on the plan. All other features of the plan are essentially the same as approved on the preliminary, i.e., the location of parking, private drives, and buildings. The tree planting plan has been submitted and found to be in substantial compliance with the tree regulations. RECOMMENDATION It is the staff's recommendation that action on the amended LSRD plan be deferred. Upon revision of the plan incorporating the deficiencies and discrepancies listed below, the staff recommends the plan be approved. DEFICIENCIES AND DISCREPANCIES 1. The signatures of the utility companies should be provided. 2. A sidewalk should be provided along the north side of Skyline Drive to Westwinds Drive.' 3. A note regarding the number of trees required for residential building coverage should be changed to read 41. 4. Construction plans for public utilities (including storm water management) need to be submitted and approved by the Engineering Division prior to Council approval. 5.
