PLANNING AND ZONING MATTERS.
a. Consider a recommendation of the Planning and Zoning Commis-
sion to approve the preliminary and final LSRD plan of Ral-
ston Creek Village. 5-7841.
Comment: The Planning and Zoning Commission,'at a regular
meeting held March 15, 1979, recommended by a unanimous vote
(5-0) approval of the subject development plan located be-
tween Gilbert and Van Buren Streets just north of the Abram's
Furniture Store with the following contingencies: (1) the
signatures of the utility companies be approved on the plan;
(2) the legal description be completed including a metes
and bounds description and the certification of a registered
land surveyor; (3) the sidewalk must continue to the drive
on Van Buren Street back to the existing sidewalk; and
(4) the revision of the legal papers being completed. This
recommendation is consistent with the staff recommendation
I
presented in a staff report dated March 15, 1979, which was
attached to the Council agenda of March 27, 1979. The staff
met with the applicant's engineer regarding the possibility
of relocating the trunk sewer and acquiring the necessary
easements. Attached to this agenda is the applicant'n_re-
sponse expressing their willingness to cooperate in this
matter. Before the final LSRD plan is acted upon, the
Council needs to decide whether the sewer should be relocated
orAn easement condemned for the existing sewer.

Comment: The Planning and Zoning Commission, at a regular
meeting held April 2, 1979, recommended by a unanimous vote
(6-0) approval of the plan located south of Melrose Avenue
and east of West High School, subject to the provision of
the signatures of the utility companies, revision of the
legal papers, and construction plans for public utilities
being submitted and approved by the Engineering Division
prior to Council approval. This recommendation is consistent
with a staff recommendation presented in a staff report dated
April 2, 1979, which was attached to the Council agenda of
April 17, 1979. The contingencies noted above have been re-
aolved. This item is now ready for Council consideration.
Consider a resolution approving the preliminary plat of More-
land Subdivision and a resolution approving the final plat
of Lot 1 Moreland Subdivision. 5-7910.
Comment: The subject request is a two lot subdivision lo-
cated north of Rochester Avenue approximately 100 feet east
of Poet Road. The final plat is of Lot 1. The staff recom-
mendation presented in a staff report dated April 9, 1979,
is attached to the Council agenda. Also attached to this
agenda is a letter from John Moreland requesting Council con-
sideration on Tuesday, April 24, 1979. The Planning and
Zoning Commission will take action on this item at the regu-

Comment: By ordinance the Director of Public Works shall establish written
uniform fees for various consumer services. The fee shall be
based upon labor, materials and overhead and the fees shall
- be adopted by resolution of the Council. This is the charge to
plumbers for the City to hook the water line going into a build-
ing to the City's main. The charges proposed and the old charges
are listed below. The charges are being increased because of
added material and labor costs.

Item No. 12 - CONSIDER RESOLUTION APPROVING ENGINEERING AGREEMENT FOR WASHINGTON
STREET BRIDGE DESIGN.
Comment: This resolution would approve an agreement with NNW, Inc. for the
design of the Washington Street bridge over Ralston Creek. The
estimated cost of the bridge construction is $98,000, as per NNW,

spection fee is $12,400. Public Works recommends approval of this
