Thank you Mayor Vevera, and Council Members, for voting to have
the NO PARKING 8-5 signs removed from Sheridan Avenue, and from
other streets in the City. Having places on at least one side of
streets wher6..visitorst helpers,. and aervice—people.can park means.
so much to the aging, the disabled, and the home—bound, myself included.
I feel sure that the residents of this area will oo—operate with
the City andwill observe the new parking regulations on street—cleaning
and snow removal days. This should not be difficult if the alleys can
be kept open during snow storms, as the number of off—street parking
spaces in this area is almost equal to the number of motor vehicles.
Last summer we were told that the streets in this area would be
swept once a month, but it was not done on any reguler or announced date5,
No reply to this letter is necessary.

Each proposal shall be made on a form
furnished by the City and must be accompanied
by a bid bond or cashier's or certified check
drawn on an Iowa Bank and filed in a sealed
envelope separate from the one containing the
proposal, and in the amount of $1200.00
made payable to the City Treasurer of the City
of Iowa City, Iowa, and may be cashed by the
Treasurer of the City of Iowa City, Iowa, as
liquidated damages in the event the successful
bidder fails to enter into a contract within
ten (10) days and post bond satisfactory to
the City insuring the faithful performance of
the contract. Checks of the lowest two or
more bidders may be retained for a period of
not to exceed fifteen (15) days until a contract
is awarded or rejection is made. Other checks
will be returned after the canvass and tabula-
tion of bids is completed and reported to the
City Council.
Payment to the Contractor will be made as
specified in the "Standard Specifications",
Article 1109.06, but no sooner than July 1, 1979.

On behalf of the Owners, Sam Abrams and Gary Abrams, we have been authorized to
prepare this letter advising the City that the Owners will cooperate with the
City by granting various easements for the relocation of the 42 inch diameter
sanitary sewer.
We understand that the City proposes to relocate this, sewer by constructing a-
new sewer.along the westerly and northerly boundaries of the project and abandon-
ing a portion of the existing 42 inch sanitary sewer that would lie under the pro-
posed buildings. The proposed easements required of the Owner would be.as follows:
I. A 10 foot wide easement along a portion of the westerly boundary of
the project with the provision that no building construction be '
permitted within the easement.
2. A similar easement, approximately 30 feet'in length, north of the
proposed apartment buildings where the.proposed sewer Would connect
to the existing sewer.
3. For the existing storm sewer and sanitary sewer easements north of the
proposed apartment buildings, the existing easement agreements would
be revised to add the provision that construction of buildings on these
r easements would be prohibited.

4, Grant a new easement for possible future construction running the entire
a length of the 5 foot wide strip of land that connects to Burlington
Street and entending this easement southerly to the point where the
ii relocated sewer connects to the existing 42 inch'sewer'. This easement
would also need to include the provision prohibitingthe construction of

RESOURCES CONSERVATION COMMISSION
Three vacancies - Three-year terms
April 24, 1979 - January 1, 1983
The duties of members of the Resources Conservation
Commission will include serving as an advisory body
to the City Council of Iowa City. They shall re-
search, review, and recommend policies, rules, reg-
ulations, ordinances, and budgets relating to mat-
ters of energy and resource conservation and provide
recommendations and reports to the City Council on
the activities of the Commission. The Commission
shall exercise broad responsibility for development
of resource conservation policies and shall pay
special attention to long-range planning and pro-
gramming. The Commission shall, for the public wel-
fare, make recommendations on energy matters. These
recommendations may relate to local governmental
and quasi -public agencies, private residences and
investment properties, and office, commercial and
industrial properties.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City. At least two persons appointed to this com-
mission on April 24 shall be, by training, educa-
tion, experience, or demonstrated interest, know-
ledgeable in matters pertaining to energy use and
conservation.
These appointments will be made at the April 24,
1979 meeting of the City Council at 7:30 P.M. in
the Council Chambers. Persons interested in being
considered for these positions should contact the
City Clerk, Civic Center, 410 East Washington.

I'm pretty sure that you share with us ,--the older
segment of Iowa City-- great joy as we take the next step toward
our new Senior Center.
My (at times) disheartening experience on the Council
of Elders this year makes me bold enough to want to give you some
of my thoughts. Your agenda for your Monday P.M. work session
must be strenuous. It is great to have ten (10) applications for
the five openings on our new Senior Center Commission. I should
expect that proven management skills, fiscal understanding,
and excellent"team" talents rank high on the criteria for selection
Of commission members. Obviously, there will be ample opportunity
for those not selected for the commission to serve as volunteer
support groups for the diverse programs which we anticipate in
the new center.
Altho I cannot claim personal knowledge of all ten
candidates, the professional leadership they have already
demonstrated in our community prompts me to support

Jeannie Williams
Altho Jeannie Williams is not a senior, she as a
professor in
our School of Social Work, is aware of current research and
already functioning adult centers. She directs graduate students,
knows how to organize time and activities efficiently. Because
of her academic commitment, she is not "out of town" as much as
Tom Walz,;ex-director of our School of Social Work is, and she
# can take advantage of his expertise as to current funding ac-
tivities in Washington, D.C.
Due to their recent "track records" I have serious
reservations about Mary Rock and Thea Sando. A.C. Forwald is
very busy with his regional AARP activities and his failing health.
He has told me that some days he has his zip but on others, he
just can't manage his former resilience.
Good luck -- as we get the "Show on the Roadl"

ADVISORY BOARD/COMMISSION APPLICATION FORM
Individuals serving on Boards/Commissions play an important role in advising the Council
on matters of interest to our community and its future. Applicants must reside in Iowa City.
The City Council announces advisory board vacancies 60 days prior to the date the
appointment will be made. This 60 -day period provides for a 30 -day advertising period and a 30 -
day training period for new members. The training period allows new members to become familiar
with the responsibilities and duties of the advisory board before becoming a full voting
member.
After a vacancy has been announced and the 30 -day advertising period has expired, the
Council reviews all applications during the informal work session. The appointment is
announced at the next formal Council meeting. Appointees serve as unpaid volunteers.
All applications must be submitted to the City Clerk no later than one week prior to the
announced appointment date.

The duties of the Senior Center Commission include:
1) To serve in an advisory role to the City Council
with regard to needs of the senior center.
2) To make recommendations with regard to policies
and programs at the senior center.
3) To join staff and other interested persons in
seeking adequate financial resources for the
operation of the senior center.
4) To encourage full participation by senior citi-
zens in the programs of the senior center.
5) To ensure that the senior center is effectively
integrated into the community and cooperates
with organizations with common goals in meeting
the needs of senior citizens.

needs of senior citizens in Iowa City.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City.
The appointments to this Commission will be made at
the April 24, 1979, meeting of the City Council at
7:30 P.M. in the Council Chambers. Persons inter-
ested in being considered for these positions
