CALL TO ORDER/DETERMINE QUORUM:
Chairperson Blum called the meeting to order at 7:18 p.m. A quorum of the Commission was
present.
CHANGES/AMENDMENTS TO MINUTES:
The minutes of the December 19, 1989, meeting were accepted as presented.
AUTHORIZATION FOR PAYMENT OF EXPENDITURES:
There was a questions concerning the bill for the repair of the door of hangar #30. O'Neil
stated that the bill as presented represented the final repair cost. Ockenfels said the door has
been left open on several occasions since it was damaged. Blum directed O'Neil to send a
letter to the leasees informing them that if a hangar door is damaged due to not lowering the
door during windy conditions, the tenant may be assessed the repair costs. O'Neil will draft
a letter and ask Iowa City Flying Service to include it with its next billing letters. It was moved
by Ockenfels, seconded by Lewis to approve payment of the expenditure list. The motion
passed 3-0.
PUBLIC DISCUSSION ITEMS:

ITEMS FOR DISCUSSION:
Rezoning - Airport Development Property. Blum introduced Don Schmeiser to the
Commission. Blum reviewed the procedure the Commission had followed up to this
point for rezoning the development property. The areas to be developed had been
surveyed and legal descriptions obtained. The Commission is now ready to rezone the
parcels.
Schmeiser said that the first step to take for rezoning was to determine what the
appropriate zones are for the property. The next step is to address a letter to the Iowa
City City Council advising them that the commission is going through the process of
rezoning the parcels. Ockenfels asked Schmeiser to present an overview of what zones
would be appropriate for the airport property. Schmeiser recommended three applicable
zones, CI -1, 1-1 and CC -2. Parcel 1 is an isolated property that would attract
businesses that do not have a need for high visibility. The CI -1 zone would offer the

flexibility required in this area. Schmeiser reviewed the uses permitted in this zone and
gave examples of each use. The Commission members discussed several scenarios
for development of the property. Businesses which are designated as retail only are
not permitted in this zone. The Commission seemed to agree that warehousing would
be an acceptable use for this parcel.
Ockenfels inquired as to what uses would be permitted on the property as it is currently
zoned. Schmeiser said that agricultural uses or any public use would be allowed.
Parcel 3 is at the northeast corner of the airport property. It is isolated from public view
but access to the property can be obtained using Ernest Street. Schmeiser
recommended CI -1 or CC -2 zoning for this area. Blum stated that one advantage to
developing this parcel is its proximity to the taxiway system. An aviation -related use
could have direct access to the taxiway and runways. Hicks questioned whether
research oriented uses could be established. Blum stated that he thought research
could be incorporated into any of the zones being discussed. A special exception may
need to be requested for certain uses. Schmeiser indicated that the Commission may
want to consider the 1-1 zone for Parcel 2. This is the 18 acre area at the southeast
corner of the airport property. Blum asked Schmeiser if that area is still being
considered as a site for a new public works facility. Schmeiser indicated that before
the City would move public works from the current site, there would probably need to
be someone interested in purchasing the old site. Blum added that the Commission
could no longer trade public works space for their facility in return for constructing the
infrastructure on the site. The most current airport compliance requirements indicate
that the airport must realize a direct income from leased airport property.
Ockenfels moved to initiate procedures to rezone all three parcels to a CI -1 overlay
zone. The motion was seconded by Hicks and passed on a 4-0 vote.
Schmeiser stated that the Commission may want to consider overlaying Parcel 2 as I-
1 instead of CI -1. The Commission will take this under advisement as the process
continues.
2. Lease Renewal - Iowa City Landscaping. Blum stated that this is an annual lease.
O'Neil stated that the lease is $125 per month. The lease would be for a one year term
from January 1990 through December 1990. Ockenfels moved to adopt the resolution
to accept the lease with Iowa City Landscaping. The resolution was adopted by roll
vote, 4-0.
CHAIRMAN'S REPORT:
Blum stated that he has a meeting scheduled with the IDOT on January 17, 1990. One item
on the agenda is discussion of August 1990 as State Aviation Month. Blum indicated that if
the Commission wanted to incorporate any new ideas into the airport open house and fly -in
breakfast, they should begin working on those projects.

O'Neil reiterated Blum's comments about the airport open house in August. He said that if the
Commission desired to try any new projects, they need to begin working on them now.
O'Neil stated that the Commission needs to consider some type of controlled access points
to the air -side of the airport. The situation as it presently exists presents a security problem.
Blum indicated that this might be a grant -fundable item.
The Street Department has been contacted and requested to put the parking area for the
1701 building on their seal -coating project list for this summer. Sealing the parking area will
make that office space more desirable.
O'Neil met with Michael Audino, the new director of the IDOT Air and Transit Division. Audino
encouraged the airport to use the state funding program. Most improvement projects funded
through the state of Iowa are funded by the state at a 70% level. Applications will be mailed
to all airports in late January or February and will be due on June 1, 1990.
A letter was included in the Commission packet from Midwest Janitorial Service. Their labor
costs have increased 14%, so they are going to increase their monthly fee by 14%. O'Neil will
investigate rebidding the cleaning contract.
O'Neil reminded the Commission that ideas are needed for the City's Business P.M. in April.
Blum suggested taxying an aircraft to the transit facility. The Commissioners will work on ideas
and present them to O'Neil.
Ockenfels has scheduled a speaker for the next Commission meeting. Dan Shannon from
Voss Petroleum will address the Commission on the underground storage fuel tanks at the
Airport. He has personal knowledge of the airport fuel storage tank. The meeting date will
need to be rescheduled to February 19, 1990 to accommodate Mr. Shannon. The new remote
radio frequency to Fort Dodge Flight Service Station is 122.25. It will be commissioned soon.

The next regular Commission meeting is scheduled for February 19, 1990, at 7:00 PM.

Ockenfels moved to adjourn. The motion was seconded by Hicks and passed 4-0. The
meeting adjourned at 9:14 P.M.
