Re: Parking on Estron at Benton Street
As directed by section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action.
ACTION:
Pursuant to section 23-234 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct that signs be erected so as to prohibit
parking on both sides of Estron Street from the intersection of Estron
Street with Benton Street south .60 feet south of this intersection. This
action will be taken on or shortly after 24 May 1919.
COMMENT:
This action is being taken so that cars entering Benton Street from Estron
Street may do so in a safer manner. Under existing conditions there has
been a high density of parking near this intersection particularly on
Sunday mornings. The prohibition as noted above will nduae the
congestion caused by parking and promote safer access to Benton Street.

Re: Stop Sign Installation at Friendship Avenue & Court Street
As directed by section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action.
ACTION:
Pursuant to section 23-160 the Traffic Engineer will direct that a stop
sign be installed at the intersection of Court Street and Friendship
Avenue so as to require vehicles southbound on Friendship Avenue to stop
prior to entering Court Street. This action will be taken on or shortly
after 24 May 1979.
COMMENT:
This action will protect the right-of-way of Court Street, which is part
of the city's through street system. It is consistent with other inter-
sections of Court Street. A portion of Friendship Avenue is part of a
recently developed subdivision and is part of the city's eastern growth.

Transportation: Vehicular access is from Village Road.
Physical characteristics: The topography is flat to gently
sloping (0-5%).
ANALYSIS
The subject development is proposed within an area having wet soil conditions.
The Soil Conservation Service has classified these soils as having moderate to
severe limitations for development. As a method for overcoming the wet
conditions, the staff recommends that no basements be allowed or, if allowed,
storm systems for sump pump drainage be required. If the latter alternative is
chosen, then, it is necessary that additional construction plans for the storm
system be submitted and approved by the Engineering Division. In Village Green,
Part 2, the applicant agreed not to construct basements and chose to control
this via restrictive covenants which were approved by the City.
The approved preliminary plat was of 69 single family lots to be developed on
four cul-de-sacs. The final plat is of a portion of the approved preliminary
and is in substantial compliance with the preliminary plat of that area.

RECOMMENDATION
The staff recommends that action on the final plat be deferred. Upon revision
of the legal papers in conjunction with the concerns mentioned above and
revision of the plat correcting the deficiencies and discrepancies noted below,
it is the staff's recommendation that the final plat be approved.
DEFICIENCIES AND DISCREPANCIES
1. The legal papers are not in order and should be revised.
2. A flowage easement between lots 105 and 106, Village Green Part 2, should
be provided in order to accomodate storm water flow from Village Green Part
10.

NOTICE IS HEREBY GIVEN that a public hearing was held on April 10,
1979, before the City Council of the City of Iowa City to determine
whether the City Council should suspend or revoke the beer and
liquor license issued to Copper Dollar of Iowa City, Inc. dba/Copper
Dollar on June 28, 1978. The City Council has made a finding that
y the Copper Dollar violated Section 123.49[2][b] of the Code of Iowa
by selling or dispensing alcoholic beverages or beer and permitting
its consumption on the premises after 2:00 A.M. on March 8, 1979.
Pursuant to Section 5-35[2] of the Code of Ordinances of the City of
Iowa City, the license described herein shall be suspended from June
4, 1979, to June 16, 1979, inclusive.
