Re: Short-term Parking Meters, 300 Block of Iowa Avenue
As directed by Section 23-16 of the Municipal Code of Iowa City, this
is to advise you of the following action:
ACTION:
Pursuant to Section 23-274 of the Municipal Code of Iowa City, Iowa,
the City Traffic Engineer is authorizing the establishment of six
short-term meters on the south side of Iowa Avenue directly west of
Gilbert Street. These meters are designated as meters #I31.1 -#I321.
They shall be installed as 30 minute meters with a rate of 204 per
hour. The installation will be completed on or shortly after May 30,
1979.
COMMENT:
These short term meters are being installed to facilitate the
University of Iowa's new activity in the Eastlawn building. In the
spring of 1979 the University of Iowa will begin to use the Eastlawn
building as the headquarters for their personnel services and their
payroll department. The proposed change to the on -street meter
system is consistent with the City's policy of using on -street meter
parking as short-term storage for abutting property.

Re: Parking Prohibition in 1100 Block of Ronalds St.
As directed by Section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action:
ACTION:
Pursuant to Section 23-234 of the Municipal Code of Iowa City, Iowa, the
City Traffic Engineer will direct that the signs prohibiting parking at
all times on the south side of the 1100 block of Ronalds be moved to the
north side. This action will be taken on on shortly after 31 May 1979.
COMMENT:
This action is being taken at the request of local residents to adjust
the parking prohibition directed by Council in April of this year.

Re: Iowa City's Housing Assistance Plan (HAP), July 1, 1979
to June 30, 1980
The Housing and Community Development Act of 1974, delineates several
responsibilities of local governments in regards to housing. Essentiall,
these responsibilities include: y
1. Any new Federally assisted housing must follow a local housing
assistance plan; and
2. The local housing assistance plan must be part of any Community
Development Block Grant program.
Because of the provisions of this Act, the City of Iowa City prepares a
Housing Assistance Plan annually in order to meet the requirements of
the Department of Housing and Urban Development (HUD). Currently, Iowa
City Is involved in two HUD programs. The first is the Community Developme
Block Grant (CDBG) entitlement program,.which the City has been involved
with for the last 4 years. The second is the CDBG Small Cities Program,
for which the City is currently completing its first final application.
HUD requires the HAP as a means of determining what a community's hous-
ing needs are. This statement of need is then used to determine how
much housing assistance funds are allocated to that community.
The HAP is made up of three major parts:
I. The condition of the local housing stock -- the local community
must present an analysis of housing condition by number of units in
standard condition, or in substandard condition and whether they
are owner or renter occupied.
In Iowa City, there is an estimated total of 17,911 housing units
available. Of these units, about 2,424, or 13% are considered
substandard. Although these figures seem to indicate the deter-
ioration of the City's housing stock, it has also been estimated
that 2,360, or virtually all of the substandard units are suitable
for rehabilitation.
2. The housing assistance needs of lower income persons -- this survey
of housing assistance needs gives special attention to the minority
Population, women, elderly and handicapped persons, persons dis-
placed by federal programs and large families.

In Iowa City, it has been estimated that there are 1,941 households
requiring assistance. These include those households with an
income lower than 80% of the median income of Johnson County,
adjusted by size of household, and living in inadequate housing.
3. An annual local goal for assisted housing units, and a three year
goal -- this will specify the number of dwelling units or persons
to be assisted, including the relative proportion of new, rehab-
ilitated, and existing dwelling units and the sizes and types of
housing projects and assistance best suited to the needs of lower
income persons in Iowa City. The three year goal will extend this
information over a three year period.
In establishing these goals for Iowa City, first priority was given
to meeting the needs of those households or housing types which
were not met previously. Because of this, housing assistance to
families was designated as a high priority for the coming year. It
was also designated that goals set up to meet the needs of homeowners
would be achieved mainly through HUD 312 loans, which provide
Federal funding for housing rehabilitation. Section 235 housing
will be investigated for feasibility in Iowa City as another means
of alleviating the needs of low income homeowners. Goals for
meeting the needs of renters will be achieved through a variety of
programs, including new construction, rehabilitation and rental
assistance.
Using this information, the annual goal for Iowa City was set at
135 assisted units. This breaks down between owners and renters as
follows:

May 22, 1979 - January 1, 1983
The duties of members of the Resources Conservation
Commission will include serving as an advisory body
to the City Council of Iowa City. They shall re-
search, review, and recommend policies, rules, reg-
ulations, ordinances, and budgets relating to mat-
ters of energy and resource conservation and provide
recommendations and reports to the City Council on
the activities of the Commission. The Commission
shall exercise broad responsibility for development
of resource conservation policies and shall pay
special attention to long-range planning and pro-
gramming. The Commission shall, for the public wel-
fare, make recommendations on energy matters. These
recommendations may relate to local governmental
and quasi -public agencies, private residences and
investment properties, and office, commercial and
industrial properties.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City. At least two persons appointed to this com-
mission on May 22 shall be, by training, educa-
tion, experience, or demonstrated interest, know-
ledgeable in matters pertaining to energy use and
conservation.
These appointments will be made at the May 22,
1979, meeting of the City Council at 7:30 P.M. in
the Council Chambers. Persons interested in being
considered for these positions should contact the
City Clerk, Civic Center, 410 East Washington.

Taxes for Blocks 83 and 84
Attached to this memorandum please find a copy of a proposed agreement
reference property taxes between the City and Johnson County, Iowa.
This agreement basically provides that the City will offer $47,707.76 to
the County in payment of disputed property taxes; and in return the
County will show those taxes and penalty and interest paid. We are
proposing this agreement so that the taxes will show as paid in the
abstracts. This is necessary to satisfy the title insurance company
that is going to be insuring title to the parts of Blocks 83 and 84 to
be transferred to Old Capitol Associates.
Of course, the agreement contains specific language that the payment of
these taxes does not constitute a waiver of any of the City's rights or
claims that these taxes should not have been assessed in the first
place, or that interest should not have been added.
It is our intention to enter into this agreement with Johnson County,
and Pat White, the First Assistant County Attorney, will be recommending
this agreement to the Board of Supervisors on Wednesday, May 23. If you
have any comment concerning the agreement please direct it either to

AGREEMENT REFERENCE PROPERTY (AXES
The following agreement is entered into by and between the City of Iowa
City, Iowa, a municipal corporation, and Johnson County, Iowa, a county

government, in connection with the payment of certain property taxes in Iowa
City, Iowa.

The County has assessed property taxes against property located in Block 84
of Iowa City, Johnson County, Iowa, for the years 1973 and 1974. This property
was acquired by the City of Iowa City in connection with Urban Renewal Project
Iowa R-14. The total amount of property taxes, penalty, and interest assessed
against the property involved is $47,707.76. The property involved and the
assessed amounts are more particularly described on the attached exhibits Al
through A8 which by this reference are made a part of this agreement.
In order to clear up certain title problems created by the assessment of
the above described taxes the City of Iowa City will pay the taxes, penalty and
interest set forth above in the amount of $47,707.76 to the County and tenders a
check payable to Johnson County, Iowa, in that amount with this agreement. It
is, however, agreed by the parties that the payment. of these taxes at this time
by the City shall in no manner constitute a waiver by the City of its claim that
said property taxes are not due and payable at this time and are not properly
assessable against this property. The payment by the City to the County of
these taxes shall not be deemed a waiver of any rights the City may have with
respect to these taxes. It is understood by both parties that a lawsuit has been
brought in Johnson County District Court to determine the respective rights of
the parties with respect to these property taxes and certain other property
taxes.
