HomeMy WebLinkAbout1979-05-29 Ordinance��City of Iowa Cit - MEMORANDUM Date: May 23, 1979 To: City Council 'i From: Don Schmeisr?r�V Re: Proposed Ordinance to Amend the Sign Ordinance The Planning and Zoning Commission at their regular meeting held on May 15, recommended that the attached proposed ordinance amending the sign regulations of the Zoning Ordinance be approved. The proposed ordinance resolves a problem with signage for Quincet Square located on Second Street opposite the Nagle Lumber Co. but also alleviates a problem for many establishments which have or would like to have common signage. According to the existing sign ordinance, only a facia sign, a monument sign or a free standing sign may be erected for an establishment in the M1 zone. If, however, five or more businesses wished to construct a common major sign for the businesses, none of the above signs would be permitted. The proposed ordinance would allow a common major sign for five or more businesses in addition to individual facia signs for each business as long as the area of the common sign is deducted from the area of the facia signs. This seems to be a reasonable provision, as in Quincet Square's situation they must have a common major sign for iden- tification from Gilbert Street while also needing individual facia signs for each business. SECTION II. AMENDMENT. (8.10.35.1) DEFINITIONS. C.1 BUILDING FRONTAGE. The horizontal length of the front wall of a building. L.1 FRONT WALL. The wall of a building upon which a sign is mounted including elements of the wall or any member or group of members which defines the exterior boundaries of the side of the building on which the sign is mounted and which has a slope of 60 degrees or greater with the horizontal plane. The area of the front wall is the building frontage times the building height. Where a building contains two or more uses, the front wall of a building as used herein shall apply as if though each use were contained in a separate building. (8.10.35.12A) GENERAL REQUIREMENTS. 2. In the event that five (5) or more uses or buildings are contiguous and individual facia signs as listed below in Section B.I.a. are erected, a common major sign of the type permitted in Section B.I.b, or B.1.c, may be permitted provided, however, that the following conditions are met. a. the area of the common sign shall not exceed 175 square feet. b. the area of the common sign shall be deducted from the total maximum permitted sign area for all of the individual facia signs, and C. the area of the common sign shall be deducted an equal amount from the maximum permitted sign area for each individual facia sign. SECTION L. PURPOSE. The purpose of this ordinance is to provide for the addition of two members to the Senior Center Commission to be appointed by the Johnson County Board of Supervisors. SECTION 2. AMENDMENT. Sections 25-60 and 25-61 of Ordinance No79-294T-of the City of Iowa City, Iowa are hereby amended as follows: Sec. 25-60 (a) The Senior Center Commission shall con- sist of seven (7) members, five (5) of whom are appointed by the City Council and two (2) of whom are appointed by the John- son County Board of Supervisors. (b) The members appointed by the City Council shall be qualified electors of, the City and those appointed by the Board of Super- visors shall be qualified electors of Johnson County. All members shall serve without compensation except for reimburs- able expenses. Sec. 25-61. Terms. The term of office of each member shall be three (3) years commencing on January 1 of the year of appointment. Initial appoint- ments shall be made for terms of One (1) to three (3) years in the following manner: 3 members to be appointed for 3 years 2 members to be appointed for 2 years 2 members to be appointed for I year The initial appointments by the Board of Supervisors shall be for a 1 year term and a 3 year term.
